COMMUNAUTE ELECTRIQUE DU BENIN 12 DBcembre 2008SUMMARYThe Project consists of a 28.3 km of 161 kV high voltage transmission line between Porto -Novo and Sakktk in Benin and the establishment of a HTIMT transformer station at theAvrankou locality, in the Tanzoum village, near Porto - Novo.The component of the project giving rise to involuntary displacement of persons andinvoluntary disposal of lands is the establishment of a right-of-way corresponding to thecorridor of the HT line. According to the technical standards and safety measures of CEB,dwellings must be displaced. The displacement of Project Affected People (PAPs) isgoverned by a resettlement action plan in accordance with the <strong>World</strong> <strong>Bank</strong> policies andprocedures OP 4.12. This procedure also applies to losses of values and losses ofagricultural production resulting from the easement of the line.Arrangement meant to reduce the scope of people resettlement were taken at the timethe project structures were designed, which was conducted with the participation of theteam responsible for the environmental and social impact assessment. Thus, the layout wasdrawn up taking into consideration the following objective: avoid crossing villages andresidential areas; avoid protected sites; remain in the vicinity of the road in order to reducethe subsequent needs to build new access roads. The layout of the T-line was thus set insuch manner that it avoids large habitat concentrations. The. impacts on the site are thereforeconfined to sparse housing clusters, remote from population centres.\The objectives of the resettlement programme are to offset the impacts of involuntarydisplacement of the Project Affected People, by helping them restore their livelihood andliving standards. A further goal is to restore the means of production, income and values forlandlords whose lands are crossed by the corridor. Finally, this programme aims at helpingthe communes to organise their territory according to the corridor of the easement. Theidentification of the PAPs was conducted on a 52 m right-of-way. Within this corridor, PAPsare defined as follows:- all families or households owner of a property for housing purpose or for other usageand who must be displaced. Registered affected families alre all headed by a head ofhousehold, considered to be the project affected person. In this present case, its aboutbig families with a certain number of households. The total number of affected families,both within the right-of-way of the T-line or within the new station poste of Tanzoun isabout 61 families. The overall 61 families possess about 87 houses affected by theconstruction of the 161 kV from Saketk to Porto-Novo:- owners of lands located within the corridor and who will be subject to realisation ofproperty: loss of land value, losses of farm, losses of incomes generated by trees usedas economic resource.The resettlement programme is in line with the legislative and regulatory framework of Beninand the operating policies and procedures of the <strong>World</strong> <strong>Bank</strong>, which intervenes as donor forLigne 161 V haute tension Porto Novo - SakBtBPlan de rBinstallation des populations
