I siste nummer av <strong>Studvest</strong> før jul har viserektor for utdanning, Berit Rokne Hanestad, en kommentar til utspillet om NOKUTs godkjenning av UiBs kvalitetssikringssystem. Jeg <strong>kan</strong> si meg enig med viserektoren i at <strong>Studvest</strong> nok ikke fikk budskapet helt klart frem. Det jeg siterte for journalisten fra NOKUTs rapport var følgende: «Tilbakemeldingar etter studentevaluering av undervisning rekna faglærarane som ei vanskeleg sak, særleg når meldingane gjekk i fleire retningar og når det kom til personvurderingar. Nokre studentar hadde inntrykk av at lite skjedde, sjølv om dei i semester etter semester hadde meldt om problem med ein faglærar som fungerte dårleg. I fleire intervju blei problemet med dårleg fungerande faglærarar tatt opp: sjølv om fleire evalueringar melder om problemet, er det ikkje lett å gjere noko med det. Det blei sagt at mogelege tiltak som tilbod om kurs eller oppfølging i PFU gjerne har avgrensa verknad i slike tilfelle. Det er ofte institutta sjølve som må finne løysingar. Prosess og resultat <strong>kan</strong> i slike tilfelle ikkje offentleggjerast, og studentane <strong>kan</strong> <strong>få</strong> inntrykk av at lite blir gjort.» Forskningsbasert undervisning er universitetets største fortrinn, men er det svaret på alt? Generelt mener jeg dette avsnittet synliggjør at NOKUT ikke har gjort mer enn å kontrollere at vi har et system, hvorvidt det fungerer synes de mindre brydd med. Konkret mener jeg avsnittet viser at UiB øyensynlig ikke evner å håndtere de tilfellene hvor evalueringssystemet avdekker virkelige feil og mangler, det vil si de tilfellene hvor faglæreren ikke holder mål. Slik NOKUT omtaler dette er «det ikkje lett å gjere noko med». Jeg mener det ikke er godt nok. Det jeg etterlyser er ambisjoner overfor de foreleserne som ikke gjør det bra. Universitetet har allerede vedtatt et par tiltak i sin strategiske plan. Blant annet å «tillegge pedagogisk erfaring og dyktighet selvstendig vekt ved konkurranse om tilsetting i vitenskapelige stillinger», samt å «iverksette et belønningssystem for å fremme god undervisning innen utgangen av 2006». Hva har skjedd her? De vitenskaplige ansatte snakker for tiden mye om å <strong>få</strong> tilbake tiden til forskning, en kamp vi gjerne støtter de i. Imidlertid er vi ikke interessert i at dette leder til dårligere undervisning. I min verden er universitetene utdanningsinstitusjoner, drevet av forskning. Forskningsbasert undervisning er universitetets største fortrinn, men er det svaret på alt? Jeg ville heller sett diskusjonen sentrert rundt hvordan forskerne <strong>kan</strong> <strong>få</strong> utbytte av undervisningen og hvordan man <strong>kan</strong> skape interaksjon mellom student og forsker. Er det alltid den eldste professoren som skal stå for undervisningen, eller finnes det andre som <strong>kan</strong> gjøre en bedre jobb? Her mener jeg vi har mye igjen. Et steg i riktig retning ville være at UiB tar studentene og deres meninger på alvor. At ingen har kjennskap til universitetets internettsider om studiekvalitet, eller at svært <strong>få</strong>, om noen, opplever å <strong>få</strong> se rapportene som fagansvarlig lager i etter<strong>kan</strong>t av et kurs er ikke tillitsvekkende. I kvalitetshåndboken som rektor har signert står det at hovedresultat og konsekvenser av evalueringene skal gjøres kjent for studentene. Dette er det ingen av fakultetene som følger opp i dag. I dag dyrker vi middelmådigheten at vi ikke evner å ta vare på de som faller gjennom og dermed ikke strekker til. Universitetet er nødt til å vise at de bryr seg om undervisningen. Obligatorisk deltakelse i evalueringene, evaluering av samtlige 11 emner, obligatorisk publisering av emneansvarligs rapport slik håndboken foreskriver, samt økt satsing på pedagog isk forskerutdanning. Dette er alle tiltak som vil kunne bringe oss i riktig retning. Samtidig burde vi se på mulighetene for økt fleksibilitet i undervisningsstaben. I dag dyrker vi middelmådigheten i en slik grad at vi ikke evner å ta vare på de som faller igjennom og dermed ikke strekker til, ei heller gir vi anerkjennelse til de som briljerer i auditoriene. Hvem er det vi lurer med en slik tilnærming? Jeg forstår at det <strong>kan</strong> være uenig het mellom studentene og universitetet omkring hvilke kvalifikasjoner en god foreleser bør inneha. Dagens system favoriserer imidlertid universitetet i en slik grad at studentenes meninger blir marginalisert. Jeg ser derfor også frem til å møte i Utdanningutvalget. Enn så lenge, godt nyttår!
