The review of documents concluded that there is a general need for a<br />

better balance between the major issues related to needs and priorities<br />

in society and the more detailed project specific issues. This will open<br />

the opportunity space and allow for more conceptually different<br />

alternative solutions.<br />

In half of the projects the opportunity space is so narrow that<br />

conceptually different solutions are excluded.<br />

In most of the projects the alternatives identified represent a<br />

continuation of the same conceptual solution as before, or variants of<br />

the same conceptual solution.<br />

Improvements to this situation cannot be done by altering the analytic procedures<br />

alone, the main issues seem to be institutional, societal and political in nature.<br />
