A questão <strong>da</strong> terra e as subsequentes Leis que têm vindo a ser discuti<strong>da</strong>s<br />

e vota<strong>da</strong>s em Moçambique deram origem a interessantes estudos 11<br />

que Joseph Hanlon tem vindo a referenciar.<br />

Few outsiders now remember the 1995-97 process of agreeing the Land<br />

Law, which was surely one of the most democratic and participative in Mo-<br />

zambique in the 1990s. The law has been presented as a model for Africa. It<br />

guarantees occupancy rights of communities and individuals now on the land,<br />

hile opening space for investors. There is a growing debate, however, with some<br />

saying that the law restricts investment and there is a need for land privatiza-<br />

tion, while others say too little is being done to support peasants. In this con-<br />

text, two excellent papers have been put on the web recently. Chris Tanner, an<br />

FAO land policy advisory to the Technical Secretariat of the Land Commission,<br />

has done a very good summary of the process of developing the law, of the law<br />

itself, and of some of the outstanding issues. The paper is on the FAO website:<br />

versage of the Zambezia Agricultural Development Project gave a paper at a<br />

conference earlier this year which looks at practical experience of implementing<br />

Mas há uma revolução silenciosa que se tem vindo a processar no<br />

meio rural e <strong>da</strong> qual não se tem falado: a electrificação de muitas aldeias<br />
