A questão da terra e as subsequentes Leis que têm vindo a ser discutidas
Few outsiders now remember the 1995-97 process of agreeing the Land
Law, which was surely one of the most democratic and participative in Mo-
zambique in the 1990s. The law has been presented as a model for Africa. It
guarantees occupancy rights of communities and individuals now on the land,
hile opening space for investors. There is a growing debate, however, with some
saying that the law restricts investment and there is a need for land privatiza-
tion, while others say too little is being done to support peasants. In this con-
text, two excellent papers have been put on the web recently. Chris Tanner, an
FAO land policy advisory to the Technical Secretariat of the Land Commission,
has done a very good summary of the process of developing the law, of the law
itself, and of some of the outstanding issues. The paper is on the FAO website:
versage of the Zambezia Agricultural Development Project gave a paper at a
conference earlier this year which looks at practical experience of implementing
the law, and raises some key problems. The paper is on http://www.sarpn.org.
Mas há uma revolução silenciosa que se tem vindo a processar no
meio rural e da qual não se tem falado: a electrificação de muitas aldeias
do território moçambicano.
