A R T I G O massa merece especial atenção. Para atingir os objetivos a que se propõe, a tese em questão está estruturada da forma que segue. O Capítulo 2 apresenta um panorama dos setores envolvidos, abordando um breve histórico do setor elétrico brasileiro. São discutidos os aspectos relevantes que se interligam com a cogeração de eletricidade e a utilização da biomassa como combustível. Analisa a situação atual do setor elétrico, bem como as consequências das mudanças institucionais. São apresentadas reflexões sobre as alternativas para a expansão do setor, dentro da legislação existente, e sobre os interesses dos diversos setores envolvidos. São analisadas, ainda, as barreiras políticas e institucionais existentes para a consolidação de um amplo programa de cogeração, do ponto de vista de todos os atores envolvidos e são, também, consideradas as políticas para a implementação da cogeração de eletricidade a partir da biomassa, onde se inclui a gaseificação. Quanto ao segmento de papel e celulose, são apresentados o consumo e a produção de energia, além do consumo de combustíveis fósseis e de biomassa, por meio de dados médios levantados junto às associações ao Balanço Energético Nacional e na própria indústria escolhida para o estudo de caso. O Capítulo 3 aborda as tecnologias atualmente disponíveis e em uso para a geração de energia nas indústrias de celulose e integradas e como utilizá- -las para aumentar o rendimento em processos já existentes, a partir de equipamentos mais eficientes, da elevação da pressão de operação das caldeiras, da introdução do condensador e das turbinas a gás em conjunto com turbinas a vapor, nos chamados ciclos combinados. Em seguida, são apresentadas as tecnologias que ainda estão em desenvolvimento, como a gaseificação da biomassa e da lixívia, bem como a possibilidade de utilização de turbinas a gás com combustíveis gaseificados (lixívia e madeira). São apresentados, também, os processos de gaseificação, embora este trabalho não tenha a pretensão de estudá-los detalhadamente, os tipos de gaseificadores e o estado da arte da gaseificação de biomassa e lixívia. relation to the steam system, this leads to a greater efficiency in energy conversion. From the point of view of the first Law of Thermodynamics, the recovery boiler is very efficient (a fuel burning efficiency of 90 to 95%), as the burning of black liquor in the Tomlinson recovery boiler may occur at up to 1200 °C, but the steam that is fed into the steam turbine, is only 500-550 °C. However, the gas from gasification, after the burn, is fed into the gas turbine at more than 1000 ºC. It should be noted that the technology used should fully meet the thermal demand and fully or partly meet the electric energy demand of the plant. The thermal demand is relatively rigid, as it is a function of the pulp and paper production volume, and it is process that provides the fuel (black liquor, bark and chips associated with raw material). If, eventually, the cogeneration process is aimed at achieving very high efficiencies (with the use of very high pressures, for example), the specific demand for steam to produce the electricity needed could be reduced to the point of causing a deficit in steam for the process. Thus, the contribution of this study is to assess the technical, economic and environmentally friendly use of more efficient technologies, within an adequate policy for promoting the use of cogeneration in the pulp and paper segment, so that it achieves self-sufficiency, and therefore, indirectly contributing to energy supply. It is intended to highlight the need for a policy that minimizes the effects of pollutant emissions through the implementation of projects for power generation from renewable sources, in which biomass deserves special attention. To achieve the proposed objectives, the thesis in question is structured as follows: Chapter 2 presents an overview of the sectors involved, covering a brief history of the Brazilian electricity sector. The relevant aspects are discussed that interlink electricity cogeneration and the use of biomass as fuel. An analysis is made of the current situation of the electricity sector, as well as the consequences of institutional changes. Reflections on the alternatives are presented for the expansion of the sector, within the existing legislation, and as to the interests of the various sectors involved. The existing 46
