Inovar significa buscar maneiras mais eficientes de
gerir recursos. Significa empreender e criar soluções
para problemas que afetam o dia a dia das pessoas.
Em sua essência, inovar significa aumentar a produtividade
do trabalhador e disponibilizar mais produtos
e serviços para a população, tanto em quantidade
quanto em qualidade e em diversidade. Sendo assim,
não tenha dúvidas, todos podem esperar um Senado
focado em estimular a inovação no Brasil.
NOS ÚLTIMOS ANOS, O BRASIL TEM ENFREN-
TADO UM PREOCUPANTE PROCESSO DE DESIN-
DUSTRIALIZAÇÃO. COMO O CONGRESSO NACIO-
NAL PODE CONTRIBUIR PARA REVERTER ESSE
QUADRO?
A solução deve ser enfrentada em conjunto com
o segmento, sobretudo com o papel importante da
CNI (Confederação Nacional da Indústria) e das federações
das indústrias dos estados. Temos de incentivar
o crescimento da economia, que passa por uma industrialização
forte, cada vez mais moderna e inovadora,
buscando soluções para os problemas cotidianos dos
brasileiros.
QUAL É A MARCA QUE GOSTARIA DE DEIXAR
AO FIM DO BIÊNIO DA SUA GESTÃO?
Ao final do biênio, eu gostaria de olhar para trás e
ver que o Congresso Nacional foi um verdadeiro agente
de transformação social e um palco de pacificação
no diálogo das instituições.

LANCING PUBLIC ACCOUNTS AND REDUCING THE
CUSTO BRASIL. WHEN WILL THE SUBJECT BE PUT
ON THE AGENDA, AND WHAT ARE THE PILLARS
OF THIS REFORM?
The Executive Branch presented administrative reform
in the House of Representatives in September last
year. Deputy Arthur Lira, the President of the House, and
myself have agreed on a timetable for the approval of
this reform in four months. I will do everything to fulfill
this commitment as soon as the Proposed Constitutional
Amendment (PEC) reaches the Federal Senate. The
pillars of the reform are the modernization and flexibilization
of the public service as a whole. The idea is to
combat privileges and increase efficiency. This is not
demonizing public servants but ensuring that the population
has access to quality public services.

VELY IMPACT THE ALLOCATION OF RESOURCES
FOR THE SCIENTIFIC AND TECHNOLOGICAL DEVE-
LOPMENT OF THE PRODUCTIVE SECTOR. WHAT IS
YOUR OPINION ON THE IMPORTANCE OF MECHA-
NISMS TO SUPPORT INNOVATION BY COMPANIES
SO THAT BRAZIL REMAINS COMPETITIVE IN THE
GLOBAL MARKET?
Innovation means looking for more efficient ways to
manage resources. It means undertaking and creating
solutions to problems that affect the population’s day-
-to-day lives. In essence, innovation means increasing
worker productivity and providing more products and
services to the people, both in quantity and quality,
and diversity. Therefore, have no doubts, everyone can
expect a Senate focused on stimulating innovation in
Brazil.
IN RECENT YEARS, BRAZIL HAS FACED A WOR-
RYING PROCESS OF DEINDUSTRIALIZATION. HOW
CAN THE NATIONAL CONGRESS CONTRIBUTE TO
REVERSING THIS SITUATION?
The solution must be addressed in conjunction with
the segment, especially with the vital role of the National
Confederation of Industry (CNI) and the State Industry
Federations. We must encourage the growth of the economy,
which needs to go through solid industrialization,
increasingly modern and innovative, seeking solutions to
the daily problems of Brazilians.
WHAT IS THE MARK YOU WOULD LIKE TO LEA-
VE AT THE END OF THE BIENNIUM OF YOUR TERM
AS PRESIDENT OF THE SENATE?
At the end of the biennium, I would like to look back
and see that the National Congress was a true agent of
social transformation and a platform for pacification in
institutional dialogue.
