TOWARDS SMART CITY
SAFE CITY – FINANCING
PROSPECTS
Since 2016 in Russia one of
the priority projects is Safe
City. According to estimates,
the total necessary amount for
Safe City project development
is about US $ 392.8 million a
year. Pursuant to EMERCOM of
Russia (detailed information is
at http://www.mchs.gov.ru/) at
present time in the RF Government
it is elaborated the project
of financial funds allocation from
federal budget for Safe City
complex creation.
Nowadays there are 23 pilot
regions where Safe City project
is being realized. One of the
conditions for the successful
construction of Safe City is an
integrated approach and the
integration of all security segments
to protect citizens, critical
facilities and potentially dangerous
infrastructure against criminal
attacks and emergencies. In
this regard, over the next years
modern technical security solutions,
including CCTV, access
control systems, photo and
video fixation of violations on
the roads will be in demand.
WORLD CUP 2018 FACIL-
ITIES AND OTHER INTER-
NATIONAL SPORT EVENTS
On the threshold of World Cup
2018 more than US $ 10.031
billion is allocated for infrastructure
preparation in 11 cities of
Russia. Sport facilities are in the
1st place. According to former
Russian Minister of Sport Vitaly
Mutko state budget covers
about US $ 453.221 million to
ensure World Cup 2018 security.
Moreover, on September
2016 US $ 192 million was
allocated additionally to ensure
security of sport venues.
The Decree of the RF
Government No. 293-r dated
on February 17, 2017 n allocated
US $ 178 million for the construction
and reconstruction of
10 sports venues for the XXIX
World Winter Universiade 2019
in Krasnoyarsk.
Also in preparation for World
Cup 2018 special attention is
paid to safety, counter-terrorism
security and fire protection of
hotels and other accommodation
facilities. It is prepared the
Decree draft of the RF Government,
making provisions for the
compulsory equipment of hotels
and other accommodation
facilities with CCTV systems, fire
alarm and alert.

Requirements on the Key
Facilities of Infrastructure of Cities

are clearly marked. In

as well as hotels for accommodation
of FIFA representatives,
the teams and the referees must
“conform to the highest international
security standards”.
In order to strengthen the
anti-terrorist security measures
of hotels and other
accommodations the Russian
Ministry of Culture elaborated
the RF Government
draft decree On Approval of
Requirements for Anti-Terrorist
Protection of Hotels and Other
Accommodation Facilities,
Providing Accommodation
Services, and Forms
of Security Data Sheets of
These Facilities. According to
the requirements, all hotels,
regardless of the established
categories must be equipped
with video surveillance, alarm
systems and evacuation management
and lighting system.
In order to increase the level
of cultural facilities protection
the RF Government approved
the requirements for antiterrorist
protection of such facilities.
In accordance with the new
requirements, the antiterrorist
protection of these facilities is
also ensured through the guard
organization and equipping
of them with modern security
equipment and systems.
Top managers - facilities
owners have the right to equip
facilities with higher protection
class security systems.
