Political Risks
Since it is a small country, Switzerland does not pose
any threat to concerned parties. In the eyes of many,
it is considered a truthful and impartial mediator:
Switzerland has not joined any organizations like the
NATO or the EU and has no colonial past.
Switzerland was also known for its willingness to talk
to all parties in a conflict, including armed non-state
actors often shunned by other countries.
And last but not least, Switzerland has good logistics,
substantial financial means and expertise in fields
like democracy, federalism, minority rights, good
governance and so on.
The Swiss parliament believes that it is worth all the
efforts and political risks related to any peace process.
In 2012, it approved framework credit, which increased
the financial means for the promotion of peace and
human rights from about 60 million SFr (64.3 million
USD) to 77 million SFr a year. According to Mr. Daniel
Trachsler, senior researcher at the Center for Security
Studies (CSS) at the Federal Institute of Technology in
Zurich (ETH Zurich), the credit line for good offices,
mediation and civilian peace building makes up about
40% of this amount.
Another advantage cited in the CSS report is the access
gained to the corridors of power, notably in Washington
and the Kremlin.
Swiss Mediation in the Arab World
Switzerland has been offering good offices in the Arab
World since the 1940s to the benefit of Egypt, Iraq,
Sudan, Lebanon and Palestine. The peak of the Swiss
mediation was during the Evian negotiations that led
to the Algerian independence from the French in 1962.
