ปจจุบันเปนที่ยอมรับวาภัยคุกคามทางไซเบอรสามารถ<br />
สงผลกระทบอยางรายแรงตอการใหบริการเครือขาย<br />
คอมพิวเตอร อินเทอรเน็ต โครงขายโทรคมนาคม การให<br />
บริการของดาวเทียม ทั้งในระดับบุคคลและระดับประเทศ อันอาจ<br />
กระทบตอความมั่นคงของชาติ ซึ่งรวมถึงความมั่นคงทางการทหาร<br />
ความสงบเรียบรอยภายในประเทศ และความมั่นคงทางเศรษฐกิจ โดย<br />
กระทรวงกลาโหมซึ่งมีอํานาจหนาที่เกี่ยวกับการปองกันประเทศและ<br />
รักษาความมั่นคงของชาติเปนหนวยงานสําคัญที่มีบทบาทในการ<br />
ดําเนินการรักษาความมั่นคงปลอดภัยไซเบอรแหงชาติ ซึ่งในการดําเนินการ<br />
ดังกลาวของกระทรวงกลาโหมและหนวยงานในสังกัดเกี่ยวของ<br />
ทั้งกฎหมายระหวางประเทศและกฎหมายภายในประเทศ ที่จะตองยึดถือ<br />
เปนกรอบการดําเนินการภายใตหลักนิติธรรมที่ตองมีกฎหมายรองรับ<br />
ในสวนของยุทธศาสตรการรักษาความมั่นคงปลอดภัยไซเบอรแหงชาติ<br />
พ.ศ. ๒๕๖๐ - ๒๕๖๔ ไดกําหนดในหัวขอ ปกปองผลประโยชน และ<br />
ความมั่นคงของชาติใหรอดพนจากภัยคุกคามเดิมและรูปแบบใหม โดย<br />
กําหนดบทบาทใหกองทัพดูแลรับผิดชอบการปองกันประเทศในมิติทาง<br />
ไซเบอร และเปนฝายสนับสนุนการรักษาความมั่นคงปลอดภัยไซเบอร<br />
<strong>เม</strong>ื่อไดรับการมอบหมายจากรัฐบาล โดยเฉพาะ<strong>เม</strong>ื่อเกิดสถานการณ<br />
วิกฤตทางไซเบอรระดับชาติหรือสงครามไซเบอร บทความนี้จะกลาว<br />
เนนในสวนที่เกี่ยวของกับสงครามไซเบอร (Cyber Warfare) ที่มี<br />
วัตถุประสงคทางทหาร กับการปองกันไซเบอร (Cyber Defence)<br />

oday it is generally accepted that cyber threats<br />
can have a serious impact on services of<br />
computer, internet, telecommunications, and satellite<br />
networks, whether at individual or national levels. The<br />
impact can be a matter of concern for national security,<br />
including military security, law and order, prosperity and<br />
economic stability. The Ministry of Defence, charged with<br />
national defence and security, thus plays an important<br />
role in overseeing national cybersecurity. In this connection,<br />
the Ministry and agencies under its jurisdiction that<br />
have something to do with domestic and international<br />
laws have to discharge duty under the rule of law. The<br />
National Cybersecurity Strategy (2017-2021) includes the<br />
protection of national interests and security against conventional<br />
as well as modern threats, whereby the armed<br />
forces are entrusted with the responsibility of cyber-related<br />
national security and support of cybersecurity, especially<br />
in the event of national cyber-crisis or cyberwar. This<br />
paper will focus in part on cyber warfare with military<br />
