US-Hersteller verfolgt zweigleisige Strategie in <strong>China</strong><br />
Cooper Tire & Rubber is without doubt a company that has<br />
managed to accomplish much in the Chinese tyre market<br />
during the past four years. The US manufacturer – a<br />
company with no previous substantial activities in <strong>China</strong> –<br />
has acquired a majority share in Shandong Chengshan Tyre<br />
Co. Ltd, which at the time belonged to the three largest<br />
Chinese owned tyre manufacturers and boasted a production<br />
capacity of 6 million units per year. Prior to taking over<br />
Chengshan, Cooper also entered into an offtake agreement<br />
with another Chinese owned market lea<strong>de</strong>r, Hangzhou<br />
Zhongce, and last but not least, earlier this year Cooper<br />
started producing tyres in a greenfield joint venture factory<br />
constructed together with JV partner, Kenda from Taiwan.<br />
The two companies plan to produce a combined 10 to 12<br />
million PCR and LTR tyres per year in this new facility once<br />
it is operating at full steam. Alongsi<strong>de</strong> all these production<br />
ventures Cooper has commenced in <strong>China</strong> the tyremaker<br />
also has foun<strong>de</strong>d its own distribution subsidiary there. Thus<br />
the American company now has both at its disposal: local<br />
production capacities plus the infrastructure necessary to<br />
establish the Cooper brand on the Chinese market.<br />
Cooper’s inroads into Asia start in <strong>China</strong>. Setting foot into the<br />
emerging Chinese tyre market doesn’t only mean the acquisition<br />
of a low-cost production basis for products that are sold in<br />
Western markets. Of equal significance, of course, is the Chinese<br />
tyre market as an increasingly important sales platform for local<br />
and Western brands. Although today Cooper is strongly working<br />
towards achieving the goal once set by former chairman, presi<strong>de</strong>nt<br />
and CEO Thomas A. Dattilo, who wanted to generate more<br />
than a billion US dollars of turnover in the Chinese market alone<br />
by the end of this <strong>de</strong>ca<strong>de</strong>, Cooper started its operations in <strong>China</strong><br />
in a similar way to many other Western companies: it sourced<br />
tyres from there un<strong>de</strong>r an offtake agreement and thus saved on<br />
production costs. Un<strong>de</strong>r this offtake agreement Cooper sourced<br />
some 250,000 to 300,000 truck tyres from Hangzhou Zhongce<br />
Rubber Co. between 2004 and last year. Interestingly enough,<br />
Cooper also began its cooperation with Taiwan’s Kenda un<strong>de</strong>r an<br />
offtake agreement (PC tyres, in 2001). These tyres are exclusively<br />
exported, with none sold on the Chinese market itself.<br />
At the end it seems inevitable that an international tyre manufacturer<br />
such as Cooper can only experience strong growth when<br />
it also sells its products on the strongly growing Chinese replace-<br />

sechs Millionen Einheiten zu <strong>de</strong>n drei größten chinesischen<br />
Reifenherstellern zählt. Zuvor war Cooper bereits ein Offtake-Agreement<br />
mit Hangzhou Zhongce eingegangen, ebenfalls<br />
einer <strong>de</strong>r größeren Marktteilnehmer. Und zu Beginn dieses<br />
Jahres wur<strong>de</strong> eine Jointventure-Fabrik, die gemeinsam<br />
mit <strong>de</strong>m taiwanesischen Hersteller Kenda gebaut wur<strong>de</strong>, in<br />
Betrieb genommen, in <strong>de</strong>r einmal zehn bis zwölf Millionen<br />
Pkw- und Llkw-Reifen gefertigt wer<strong>de</strong>n sollen. Mit <strong>de</strong>r Gründung<br />
einer eigenen Vertriebstochter in <strong>China</strong> verfügt Cooper<br />
nun nicht nur über umfangreiche lokale Produktionskapazitäten,<br />
son<strong>de</strong>rn auch über die notwendige Infrastruktur, um<br />
die eigene Marke erfolgreich in <strong>China</strong> zu positionieren.<br />
A lle Bemühungen Coopers, in Asien Fuß zu fassen, beginnen<br />
in <strong>China</strong>. Dabei stellt <strong>de</strong>r Markt nicht nur die verlängerte<br />
Werkbank vermeintlich hochentwickelter westlicher Industrienationen<br />
dar, son<strong>de</strong>rn rückt mehr und mehr auch als Absatzmarkt<br />
für Unternehmen aus Europa und Nordamerika in <strong>de</strong>n Fokus.<br />
Während Cooper heute mit Hochdruck an <strong>de</strong>m vom ehemaligen<br />
Chairman, Presi<strong>de</strong>nt und CEO Thomas A. Dattilo ausgegebenen<br />
Ziel arbeitet, bis zum En<strong>de</strong> dieses Jahrzehnts einen Umsatz von<br />
über einer Milliar<strong>de</strong> Dollar allein auf <strong>de</strong>m chinesischen Reifenmarkt<br />
zu erzielen, nutzte auch <strong>de</strong>r amerikanische Konzern <strong>de</strong>n<br />
chinesischen Markt zunächst nur wegen <strong>de</strong>r kostengünstigen<br />
Produktionsfaktoren. Im Rahmen eines Offtake-Agreements hatte<br />
Cooper ab Anfang 2004 bis zum vergangenen Jahr jährlich<br />
250.000 bis 300.000 Lkw-Reifen bei <strong>de</strong>r Hangzhou Zhongce<br />
Rubber Co. aus <strong>China</strong> geor<strong>de</strong>rt, wie im Übrigen auch bei Kenda<br />
Rubber aus Taiwan (Pkw-Reifen; seit 2001). Diese wer<strong>de</strong>n ausnahmslos<br />
ausgeführt.<br />
Dass ein international agieren<strong>de</strong>r Reifenhersteller vom Range<br />
Coopers aber nicht auf Dauer wachsen kann, ohne sich <strong>de</strong>m chinesischen<br />
Ersatzmarkt – Cooper ist <strong>de</strong>rzeit so gut wir nirgends in<br />
<strong>de</strong>r Erstausrüstung aktiv – zuzuwen<strong>de</strong>n, hat aber überzeugt. Folglich<br />
hat <strong>de</strong>r Hersteller seine Wachstumsstrategie auf die aktuellen<br />
Unternehmensziele angepasst und einerseits mit <strong>de</strong>m taiwanesischen<br />
Hersteller Kenda Rubber die Errichtung einer gemein-
