Changes in ES-TRIN 2023 compared to version 2021<br />
In addition to some editorial corrections, ES-TRIN 2023 includes the following changes compared to<br />
version 2021:<br />
• low flashpoint fuels and fuel cells,<br />
• life jackets,<br />
• exhaust gas after-treatment systems,<br />
• waste water collection,<br />
• permanently installed fire-fighting systems for protecting objects,<br />
• passenger vessels,<br />
• recreational craft,<br />
• electric propulsion engines aft of the afterpeak bulkhead,<br />
• repair of engines in service,<br />
• retractable wheelhouses,<br />
• radar navigation installations and rate-of-turn indicators,<br />
• special anchors with reduced mass,<br />
• updating of references to the ES-RIS 2023/1.<br />
2. Follow-up Correctly connected bunkering<br />
Earlier, the inland navigation industry proposed the topic of 'Correctly connected bunkering' to include<br />
in the CESNI work programme (PT 8). This topic was previously coordinated with your committee<br />
(mails 9 April and 27 May 2021).<br />
Reminder of the problem<br />
During bunkering of liquids (fuel, lubricating oil or drinking water), overfills of bunker tanks occur on<br />
a regular basis due to incorrect connection by the crew of the vessel. The root cause of these incidents<br />
is that the filling connections for lubricating oil, (drinking water) and gas oil are of the same technical<br />
design on inland vessels. Therefore it is possible that a crew member of an inland vessel makes a<br />
mistake by connecting the hose for gasoil to the wrong filling pipe. Different filling connections are<br />
difficult to distinguish from each other. Clear legislation is lacking for lubricating oil connections,<br />
compare to gasoil connections (see Article 8.05 (6) ES-TRIN). Later this year, this topic will be discussed<br />
within the CESNI/PT working group. It will be proposed to add a paragraph to Article 8.06 ES-TRIN<br />
(lubricating oil tanks, pipes and accessories). This table shows the intended addition to Article 8.06 ES-<br />
TRIN in four languages:<br />
