<strong>Burundi</strong>ans <strong>in</strong> the Netherl<strong>and</strong>s exhibit a propensity to remit for peace-<br />

build<strong>in</strong>g/reconstruction, to ma<strong>in</strong>ta<strong>in</strong> symbolic ties, <strong>and</strong> to contribute to rebel f<strong>in</strong>ance,<br />

motivations that conflict-generated diaspora all largely share (See Newman <strong>and</strong><br />

Richmond, 2006).<br />

6. <strong>Migration</strong> <strong>and</strong> Development <strong>in</strong> <strong>Burundi</strong><br />

As <strong>in</strong> many develop<strong>in</strong>g countries, the different dimensions of migration affect <strong>Burundi</strong>.<br />

In addition to the challenge of h<strong>and</strong>l<strong>in</strong>g more than 100,000 <strong>in</strong>ternally displaced <strong>and</strong><br />

95,389 returned refugees (UNHCR, 2009) as well as refugees still expected to return<br />

from camps <strong>in</strong> Tanzania <strong>and</strong> other locations <strong>in</strong> the region, the country also experiences<br />

the heavy impact of migration <strong>in</strong> terms of bra<strong>in</strong> dra<strong>in</strong> <strong>in</strong> key sectors as a result of<br />

outward migration (forced <strong>and</strong> voluntary). The absence of qualified manpower is,<br />

therefore, a major challenge for the ongo<strong>in</strong>g efforts towards reconciliation <strong>and</strong><br />

reconstruction. <strong>Burundi</strong> has yet to f<strong>in</strong>d a long last<strong>in</strong>g solution to the problems associated<br />

with <strong>in</strong>ternal displacement <strong>and</strong> re<strong>in</strong>tegration 31 of the return<strong>in</strong>g refugees from<br />

neighbour<strong>in</strong>g countries (UNHCR, 2009).<br />

A clear l<strong>in</strong>k between migration <strong>and</strong> development, <strong>and</strong> guidance on how to realize<br />

the developmental potential of migration from a policy perspective, is still premature to<br />

establish <strong>in</strong> <strong>Burundi</strong>. This is due to the lack of appropriate migration <strong>and</strong> development<br />

policies <strong>in</strong> <strong>Burundi</strong>, which could be expla<strong>in</strong>ed by the fact that the country is just<br />

emerg<strong>in</strong>g from a brutal civil war <strong>and</strong> has yet to undertake comprehensive national<br />

reconciliation procedures as a precondition for national reconstruction <strong>and</strong> development,<br />

<strong>in</strong> which migration is just one component. <strong>Burundi</strong>’s development <strong>in</strong> relation to<br />

migration is, therefore, l<strong>in</strong>ked to the ongo<strong>in</strong>g peace <strong>and</strong> democratization processes <strong>and</strong><br />

the <strong>in</strong>volvement of various stakeholders both with<strong>in</strong> the country <strong>and</strong> from the diaspora,<br />

which could eventually tap <strong>in</strong>to the developmental potentials of migration (HDR, 2009;<br />

Adepoju, 2008).<br />

The preoccupation with conflict resolution <strong>and</strong> implementation of the Arusha<br />

Peace Accord 32 <strong>and</strong> other <strong>in</strong>struments <strong>in</strong>tended for the stability of the country comb<strong>in</strong>ed<br />
