parliamentarians held a conference under the auspices of the Association of European<br />
Parliamentarians for Africa (AWEPA) to encourage the <strong>Burundi</strong> diaspora to participate<br />
<strong>in</strong> the development of their country. The conference, which took place <strong>in</strong> Brussels, saw<br />
representation from <strong>Burundi</strong>ans from France, Sweden, <strong>and</strong> the Netherl<strong>and</strong>s. The<br />
conference created a Jo<strong>in</strong>t Committee made up of representatives of the <strong>Burundi</strong>an<br />
government <strong>and</strong> 10 experts from the diaspora to set up a coherent project on how<br />
<strong>Burundi</strong>ans <strong>in</strong> the diaspora can contribute to the development of the country (BWPD,<br />
2009).<br />
Despite these gestures there is no comprehensive policy, <strong>and</strong> no attempts to<br />
create appropriate <strong>in</strong>stitutions either at m<strong>in</strong>isterial or departmental levels to address<br />
issues of migration have been made. In response to this state of affairs, <strong>in</strong>dividual<br />
members of the <strong>Burundi</strong> diaspora through their organizations <strong>in</strong> Europe are plann<strong>in</strong>g to<br />
hold a conference <strong>in</strong> October 2010 <strong>in</strong> Belgium <strong>in</strong> read<strong>in</strong>ess for the election <strong>in</strong> August<br />
2010 (BWPD, 2009). Their aim is to develop a strong diaspora platform that can enable<br />
them to <strong>in</strong>fluence policy at home <strong>and</strong> make their voices heard. They po<strong>in</strong>t out the many<br />
efforts be<strong>in</strong>g put forward by the <strong>Burundi</strong>an diaspora, especially among major groups <strong>in</strong><br />
the Netherl<strong>and</strong>s, <strong>in</strong> the reconstruction process, but the government <strong>in</strong> <strong>Burundi</strong> seems<br />
not to recognize such efforts (BWPD, 2009).<br />
7.3 The EU migration policies – implications for <strong>Burundi</strong><br />
The EU policy towards develop<strong>in</strong>g countries similarly applies to <strong>Burundi</strong> <strong>in</strong> terms of<br />
migration. This is captured <strong>in</strong> the overall EU migration policy, especially <strong>in</strong> the external<br />
dimension of the migration policy that was officially embraced at the 1999 Tampere<br />
European Council. At this meet<strong>in</strong>g the EU Heads of State <strong>and</strong> Government declared<br />
that the EU “needs a comprehensive approach to migration address<strong>in</strong>g political, human<br />
rights <strong>and</strong> development issues <strong>in</strong> countries of orig<strong>in</strong> <strong>and</strong> transit. Partnerships with third<br />
countries concerned will also be a key element for the success of such a policy, with the<br />
view to promote co-development.” (EU SEC 2009, 1240 f<strong>in</strong>al). 48<br />
In the context of a widen<strong>in</strong>g global agenda for development policy, the EU has<br />
developed <strong>in</strong> recent years an ambitious programme, called the Global Approach 49 , to<br />
address the external dimensions of its migration policy as well as to <strong>in</strong>crease Policy<br />
