8. <strong>Migration</strong> Relationship with the Netherl<strong>and</strong>s<br />

As governments seek ways to manage migration while maximis<strong>in</strong>g its benefits <strong>and</strong><br />

reduc<strong>in</strong>g its negative impacts, consultations on approaches to migration <strong>and</strong><br />

development are tak<strong>in</strong>g place at regional levels but also with<strong>in</strong> the various bilateral<br />

relations <strong>and</strong> agreements. This is most significant for countries that are l<strong>in</strong>ked by<br />

migration. <strong>Migration</strong> is also ga<strong>in</strong><strong>in</strong>g prom<strong>in</strong>ence <strong>in</strong> the debate about global security<br />

(Sommer <strong>and</strong> Warnecke, 2008; Huysmans, 2006; Faist, 2004) <strong>in</strong> relation to illegal forms<br />

of migration <strong>and</strong> security threats posed by unmanaged global mobility. In this context<br />

receiv<strong>in</strong>g countries are faced with challenges of how to protect their borders while at the<br />

same time follow<strong>in</strong>g <strong>in</strong>ternational <strong>in</strong>struments for deal<strong>in</strong>g with migration <strong>and</strong> refugees <strong>in</strong><br />

ways that are acceptable with<strong>in</strong> contemporary global norms of human rights.<br />

8.1 General <strong>Burundi</strong>an relationship with the Netherl<strong>and</strong>s<br />

The Netherl<strong>and</strong>s is one of the primary dest<strong>in</strong>ation countries <strong>in</strong> Europe beside Belgium,<br />

France, <strong>and</strong> Switzerl<strong>and</strong> for <strong>Burundi</strong>ans. Settlement <strong>in</strong> the Netherl<strong>and</strong>s is, however,<br />

determ<strong>in</strong>ed by the relocation requests <strong>and</strong> programmes by UNHCR as well as the Dutch<br />

policy on asylum, especially for groups that are persecuted, which favoured <strong>Burundi</strong>an<br />

asylum seekers dur<strong>in</strong>g the conflict period between 1993 <strong>and</strong> 2003.<br />

The <strong>Burundi</strong>an diaspora is a new diaspora group <strong>in</strong> the Netherl<strong>and</strong>s compared to<br />

other groups from West Africa <strong>and</strong> the Horn of Africa. In comparison to Belgium,<br />

<strong>Burundi</strong>ans <strong>in</strong> the Netherl<strong>and</strong>s have difficulties with the language, <strong>and</strong> at governmental<br />

level the Dutch state feels less responsible for <strong>Burundi</strong> than the Belgian government does.<br />

In Belgium the <strong>Burundi</strong>an diaspora are much freer, <strong>and</strong> the language <strong>and</strong> historical<br />

connections make it easy for most of them to access jobs <strong>and</strong> <strong>in</strong>tegrate easily, a factor<br />

that improves their liv<strong>in</strong>g conditions <strong>and</strong> determ<strong>in</strong>e their ability to contribute more<br />

proactively to ongo<strong>in</strong>g processes <strong>in</strong> <strong>Burundi</strong><br />

Most <strong>Burundi</strong>an diaspora organizations concur that they do engage with the<br />

Dutch government <strong>and</strong> development agencies from time to time <strong>and</strong> depend<strong>in</strong>g on<br />

policy issues <strong>and</strong> prorates. They also observe, however, that <strong>in</strong>vitations to engage are<br />

selective <strong>and</strong> that consultation is not open. In this regard they argue that discussions on<br />

certa<strong>in</strong> matters affect<strong>in</strong>g the Netherl<strong>and</strong>s <strong>and</strong> <strong>Burundi</strong> are often undertaken <strong>in</strong> public<br />

forums or sem<strong>in</strong>ars without their knowledge 54 . Even though they receive f<strong>in</strong>ancial<br />

support for a number of projects, they feel that much more consultation <strong>and</strong><br />
