global economic crisis (ADB, 2009). This forecast is based on the assumption that<br />

<strong>in</strong>formal remittances follow similar trends as formal remittances, <strong>and</strong> formal remittances<br />

are sometimes considered only a m<strong>in</strong>or share of total remittances (ADB, 2009). It has<br />

been observed, for <strong>in</strong>stance, that unilateral private transfers have surged s<strong>in</strong>ce 2005,<br />

<strong>in</strong>creas<strong>in</strong>g by an average of 80% per year between 2005 <strong>and</strong> 2008 (ADB, 2009). This<br />

surge is probably a result of the improved security situation follow<strong>in</strong>g the 2005 elections.<br />

The pace of <strong>in</strong>crease, measured monthly as the roll<strong>in</strong>g year-on-year rate of growth,<br />

peaked <strong>in</strong> December 2007 <strong>and</strong> then decreased steadily to stabilize around 20% <strong>in</strong><br />

October 2008 (ADB, 2009, pp6-19).<br />

These assumptions confirm the perceptions with<strong>in</strong> the <strong>Burundi</strong> community <strong>in</strong><br />

the Netherl<strong>and</strong>s that remittances will still cont<strong>in</strong>ue to flow despite the economic crisis.<br />

The current struggles with<strong>in</strong> families left back home or those return<strong>in</strong>g from camps <strong>in</strong><br />

Tanzania <strong>and</strong> other places put a lot of pressure on family member liv<strong>in</strong>g <strong>in</strong> the diaspora.<br />

With the peace process on track <strong>and</strong> the country gear<strong>in</strong>g up for the 2010 elections, more<br />

monetary support is likely to flow both for families <strong>and</strong> political players as the diaspora<br />

prepares to <strong>in</strong>fluence outcomes that could guarantee their safe return <strong>and</strong> comfortable<br />

life.<br />

6.5 International programmes for migration <strong>and</strong> development<br />

The <strong>Burundi</strong>an government through the M<strong>in</strong>istry of Public Adm<strong>in</strong>istration, Labour, <strong>and</strong><br />

Social Security has been work<strong>in</strong>g <strong>in</strong> collaboration with the International Organisation for<br />

<strong>Migration</strong> through the <strong>Migration</strong> for Development <strong>in</strong> Africa (MIDA) project under the<br />

Great Lakes programme (IOM, 2005). The aim of this programme is to make use of the<br />

competencies of the <strong>Burundi</strong>an diaspora <strong>in</strong> Europe to fill human resources gaps <strong>in</strong> the<br />

country’s <strong>in</strong>stitutions (IOM, 2005). The ma<strong>in</strong> sectors the programme focuses on will help<br />

bolster economic <strong>and</strong> social development; health, education, <strong>and</strong> rural development have<br />

been of particular <strong>in</strong>terest, with the programmes ma<strong>in</strong>ly aimed at facilitat<strong>in</strong>g <strong>and</strong><br />

support<strong>in</strong>g the exchange of knowledge <strong>and</strong> resources through (1) the transfer of skills by<br />

means of repeated short-term <strong>and</strong> medium-term missions, (2) the development of<br />

distance <strong>and</strong> e-learn<strong>in</strong>g courses, <strong>and</strong> (3) the long-term use of remittances to enhance<br />

development <strong>in</strong> the region (IOM, 2005). 45 Other programmes <strong>in</strong>clude partnerships with<br />

<strong>in</strong>ternational development agencies such as BINUB, FAO, ICRC, UNICEF, WFP,<br />

WHO, UNDP, UNICEF, WFP, FAO, WHO <strong>and</strong> the World Bank, whose partnership<br />
