AD can also be helpful to refugees by providing manage ment, operational and admiistrative support to host govern ments, refugee agencies and organizations. There are a number of useful dual purpose projects and a few infrastructure proposacls vhich can be helpful to refugees and locals alike (Secticns III and IZV), but AID assistance in delivering services would appear to be more important t-han the provision of actual relief supplies. Help in broad education/manpower training fields is a major priority. Almost equally impirtant is the provision of counselling and placement services to utilize skills and talents already in refugee comunities.
AZD should also develop a !lexible, rapid relif instrument by which field missions Can respond to types of :efuqee emer-encies beond -he mandate of LMHCR or the Office of U.S. Fore.qn Disaster Assistance (OFDA).
