become a haven for refugees (or Freedom Fighters) fromi<br />
nearly a.l the trouble spots in Southern Africa (map attached).<br />
Its role is not passive, however, for as one of the "frontline"<br />
states, Za<strong>mb</strong>ia, in the name of African solidarity,<br />
actively s-pports many of the parties and factions training<br />
and wcrkin to achieve the liberation of their respective<br />
homelands. :.s President, Kenneth Kaunda, has been eminently<br />
successful in dramatizing his country's role in the liberation<br />
stugg.e, and, at the same time, in collect.ng worldwide<br />
support and assistance for Za<strong>mb</strong>ia's own development.<br />
Za<strong>mb</strong>ia, partly in compliancp with wishes of various<br />
liberation parties, tends to segregate and, to a degree,<br />
isolate various refugee groups. Access to camps, especially<br />
where military training is conducted, has been strictly<br />
.imited even for refugee donor organizaticns or countries,<br />
al.hough there are sc=e signs of relaxa. in in these :est.rictiOns.<br />
:n Za<strong>mb</strong>ia as of Septe<strong>mb</strong>er 5, there were an estimated<br />
22,000 pe:sons who could be defined as -efuqees. These<br />
included some 13,200 Angolans, 2,450 ":a<strong>mb</strong>ians, 5,000 ZAPU<br />
Zi<strong>mb</strong>abweans, 300-400 ZANU (Mugabe) Zi<strong>mb</strong>abweans, 200 Zanu<br />
(Sithole) Zi<strong>mb</strong>abweans, 100 South Africans, 200 Malawians,<br />
200 Ugandans, and 100 miscellaneous individuals. The majority<br />
are in camps; about a thousand are resettled; about 500 are<br />
in Lusaka and largely self-sufficie:t; and 3CO are receiving<br />
individual care in locations near Lusaka (soe Appendix C).<br />
There are also as many as 15,000 Freedom Fighters in<br />
training throughout the country and 2,600 children (possibly<br />
of Freedom Fighters) in schools in Lusaka.
