I. INTRODUCTION<br />

New, as well as chronic refugee problems in Southern,<br />

Central and Eastern Africa have resulted in increasingly<br />

urgent appeals to the United States for bilateral and multilatera<br />

assistancc and relief efforts. While A=eri-a has<br />

regular:y contrbuted to UN and other rclief agenci.as, the<br />

grow-.n nu<strong>mb</strong>er-s of dislocated persons and h.e ."creasing<br />

:omplex--y cf their problems have placed increased demands<br />

on our resources. :n order to meet current appeals and to<br />

ar::c-pa.e future requirements, the White House asked the<br />

Departzent of State and AD to assess -.he situation, review<br />

Amer:can relief programs and develop a broad assistance<br />

strategy for helping needy refugees and host countries 3 s<br />

The Office of Refugee and Miaration Affairs in State<br />

(HA/OM) .has conducted a field assessment of relief<br />

activiies ecarr:ed out by '.tN and interna.ional orani:a.ions<br />

t- which t.he "nited States makes regular ccntributns. AD<br />

'as :-ust completed ".ts field survey, rev:ew-ng present and<br />

future refuqee requirements within the range of AZD capabil.t.les.<br />

At the same time A:D has explored ways to strengthen<br />

the institutional and physical infrastructure of the affected<br />

countries in order to pe it them to carry a shaire of the<br />

refugee burden. : ot only have the two field assessments<br />

been complementary, but hopefully, resulting recomendations,<br />

protects and programs will blend in forming a uniform,<br />

integrated refugee assistance strategy.<br />
