Strictll Refugee<br />
1. The United States should be carefully selective in<br />
supporting specific relief requirements identified through<br />
UNHCR, consulting wherever possible with AIDR, and the PVOs<br />
in Zaire. To the extent feasible, such assistance should be<br />
in-kind, consigned to the recipient agency and including<br />
transport funding to final dest.ination.<br />
2. In regard to PVOs, the team believes that special<br />
attention should be given to 1RC and CRS for their work with<br />
refugees between the frontier and the 20 km zone. :n fact,<br />
if UNHCR does not improve its performance in other pats of<br />
Bas Zaire, the United States might consider shifting some<br />
supprt from UNHCR to PVOs.<br />
3. To meet refugee emergencies, the mission should be<br />
allocated as "A<strong>mb</strong>assador's Refugee cntingency Fund".<br />

4. Should the Cabindan refugee situation stabilize,<br />
AID might consider providing technical support for refugee<br />
resettlement projects.<br />
5. AID should approve the Grain Marketing Project now<br />
pending in Washington, as a measure beneficial not only to<br />
the general economy but to potential refugee needs in<br />
particular because of the storage facilities it would provide.<br />
