Political, civil and t-ribal strife in certain troubled<br />
countries Of Southern, Central and -astern Africa has, in<br />
recent years, caused hundreds of thousands of Africans to<br />
seek refuge in neighboring countries. Breeding spots include<br />
South Africa, Zi<strong>mb</strong>abwe, Namibia, Angola, Vqanda and<br />
Ethiopia. Havens include Botswana, Lesotho, Swaziland,<br />
Mozam:I.ue, Za<strong>mb</strong>ia, :aire, Kenya, Sudan and D:ibou-i.<br />
Estimates of the tota: magnitude of :he refugee population<br />
in t.his part of the zcntinent range fro" a quarter to<br />
a full million persons. This spread in sta..stics results<br />
from the applicatio,. of dif-ferent criteria and definitions<br />
as to who indeed is a refuge*. The UN defines a refugee<br />
as any person who has been forced to flee his country becaus,;<br />
of race, religion or political belief. There are those,<br />
however, who exclude Libe:ation Moveent .eibers who have<br />
chosen to go abroad for tralning as "Freedom Fighters."<br />
Others add "educational refugeeij" who leave 'but may return<br />
to) South Artca because they prefer ncn-saparthed u--Urricula<br />
in nelgnboring countres; potentia "dcmestc refugees" such<br />
as 200,000 Lesotho miners who may lose their 4obs in South<br />
African manes and become social burdens in theiz own society;<br />

and =instant refugees like 700 ethnic Swazi who are residents<br />
in South Africa but study in Swazi schoo's. Statistics<br />

Great diversity is found in the composition of refugee<br />
