I. The United States should continue its present level<br />
of contribution to the UNECP, .h±'h efficiently utilizes its<br />
-Yesources for refugee care in Za<strong>mb</strong>ia, plus S450,000 for the<br />
remainder of 1977 in respect to a special appeal to upgrade<br />
educational facilities for 3,000 Zi<strong>mb</strong>abwean students refugees<br />
under 16.<br />
2. The United States should also considar the desirability<br />
of grants to such volunteer agencies as Lutheran<br />
World Relief, perhaps channeled through UNECR.<br />
