to provde additional educational facilities at the primary<br />
and secondary levels for the benefit of both the local<br />
populaticn %epecially rural) and the student refugees. The<br />

2. The Un::ed States should help the University of<br />
Lesotho to istablish a Maseru campus, primarily for the<br />
development o: extension courses and vocationally :elated<br />
traininq for refugees.<br />
4. Upon receipt of a decision by the cabinet on a<br />
shelter sector analysis for AID': Housing Investment Guaranty<br />
Program, AID should proceed (if indicated) with short- and<br />
long-term technical assistance in developi:g GOL housing<br />
policies and programs for low cost housing. Since such<br />
housing may serve not only refugee but local needs, consideration<br />
might be given to funding portions of const.ruction under<br />
SSA.<br />
