MANAGING DIRECTOR’S REPORT
Paul Little – Managing Director
Second Step
IN 2001, TOLL DEVELOPED THE GROUND
BREAKING AND HIGHLY SUCCESSFUL
SECOND STEP – A PROGRAM DESIGNED TO
OFFER EMPLOYMENT OPPORTUNITIES FOR
PEOPLE WHO, AS A RESULT OF PREVIOUS
DRUG AND INCARCERATION ISSUES, FIND
IT DIFFICULT TO OBTAIN OR RETAIN
SUITABLE EMPLOYMENT.
Toll have employed over 140 people through
the program and many have gone on to be
outstanding loyal employees.
Our core belief is that anyone could be in
this situation. These people have tripped up,
made a mistake, they’ve paid for that, and
they’re desperate to get their lives back in
order. A job is crucial to long term recovery,
but many struggle to get back into the
workforce and find an understanding
employer.
Invariably drug addicts have alienated
themselves from their friends, certainly from
employment and quite often family. They are
out there with a willingness to continue their
recovery, but without the opportunity and
support.
Toll’s Second Step program provides a period
of supported employment and aims to help
people to:
replace their previous lifestyle with a
safer and more constructive one;
re-establish themselves within the
working world;
develop strategies for coping with
difficulties in daily life;
establish a lifestyle and work habit that
will help them avoid resuming previous
self destructive behaviours; and
move on to the next stage of their life with
skills, experience and a solid reference for
future employment.
As long as participants commit to remain
drug free, and agree to weekly testing, they
are offered a suitable position for 12 months.
Toll matches them with a mentor or a work
place buddy and provides assistance like
time off to attend counselling or court cases.
Candidates are recommended to Second
Step by a variety of partner programs. These
partner programs have worked with them
prior to placement and continue to provide
support and counselling throughout the
period of employment.
Ninety-five percent of the people who enter
the program complete it and the majority stay
with the company. They really do appreciate
the chance they have been given and they
have become outstanding employees.
We’ve had marriages, we’ve had babies,
we’ve had people returning to university,
we’ve had a whole raft of people excelling in
their lives – and that’s tremendously
rewarding.
One of the common themes we see is that
governments struggle to support these sorts
of programs as aggressively as we think they
should, and so business is well placed to step
up to the plate.
The ABC’s 7.30 Report ran a feature on the
Second Step program which received an
overwhelmingly positive response from the
community, organisations and corporates.
You can view the television feature and
transcript from the home page of our website
at www.tollgroup.com – then click on Toll
Community – The Second Step Program.
In addition, Second Step has benefited Toll in
unexpected ways and now we plan to expand
the program nationally and internationally
and that includes assisting other corporates
who are interested in potentially following
suit.
We will be hosting a couple of luncheons for
our major customers and suppliers in late
July to share our experience and offer the
opportunity to consider how other businesses
can profit from taking a step in a different
direction.
REPORTER: NATASHA JOHNSON
Reporter: At 4.00 am on a cold winter’s day
18 months ago, recovering drug addict
Second Step Member set off on an arduous
ride into a new life.
She’d recently been released from jail with
no money, no possessions and no one to turn
to, except welfare agencies that gave her
clothes, a bike, and a place in a supported
employment program run by Toll Holdings.
Every day for the next three months, she
spent three hours travelling each way by
bike and train, from a boarding house in
Melbourne’s northern suburbs to a job
hauling boxes at a warehouse in the west.
Second Step Member: Every day I used to
think "What the hell am I doing? This sucks,
I hate it, I don’t want to do this," but I kept
going, every day. They offered me something
nobody ever would. They believed that
I could do it. They trusted me, so I promised
them I would do it. So I had to.
Paul Little, Managing Director, Toll Holdings:
It’s that sort of drive that I think makes her
such a wonderful employee today.
Reporter: Before she landed in jail, she lived
under this bridge in a drug addled haze. It
was the miserable climax of a 15 year
addiction that started with marijuana and
ended with ice. Her parents were alcoholics,
her childhood was overshadowed by violence
and neglect and she was sexually abused at
the age of nine. Drugs helped ease the pain
but led her into stealing, dealing and
prostitution. But 18 months on, her life has
been transformed. She now gets her highs
jumping out of air planes, and has a new
circle of friends and delights in the basics
most of us take for granted.
Second Step Member:
Just for you, my friend.
I live in a house; it’s got
furniture inside it. I eat
food, real food. I drive a
car. I have money. Life is
pretty good. I’m liking it.
Reporter: She attributes her success to Toll’s
Second Step program which over the past
seven years has employed 132 people with a
drug or criminal history looking for a fresh
start.
Ruth Oakden, Chaplain, Toll Holdings:
Sometimes helping someone be work ready is
about ringing them up, when I get up in the
morning say "Are you out of bed yet? I am". It’s
a short-term getting someone started but it’s
the kind of thing that stops someone getting
into the workforce themselves. Because if they
miss the alarm on their first day at a new job
they haven’t got the supports in place, chances
are there’s not going to be a second day at the
new job.
Second Step Member: It
gives people like me hope.
Hope that someone will
believe in them. That they
are willing to change. You
can get out, and live a
normal life.
MANAGING DIRECTOR’S REPORT
Toll Disclosure Hotline
‘Help Toll, Help You’ Coming Soon
AS A GLOBAL LOGISTICS INDUSTRY LEADER TOLL AIMS TO BE A MODEL EMPLOYER FOR
THE MORE THAN 35,000 PEOPLE WHO WORK FOR US AROUND THE WORLD. OUR
CUSTOMERS EXPECT OUR TEAM TO BE THE MOST EFFICIENT AND PROFESSIONAL IN THE
INDUSTRY AND WE ARE DETERMINED TO MEET THAT CHALLENGE.
Toll does not tolerate fraudulent or improper conduct by its
employees or contractors. Importantly, the company does
not tolerate reprisals against people who come forward to
disclose improper conduct.
The Toll Disclosure Hotline is being implemented to further
enhance the reporting of fraud and improper conduct and
to complement the Toll Code of Practice.
KEY POINTS
Toll Disclosure Hotline is being introduced in Australia.
Callers can remain anonymous or ask for their identity
to be protected (the law does not allow the sharing of
contact information under these circumstances).
Callers cannot be victimised and reprisals will not be
tolerated.
Information will be professionally investigated.
The Board of Toll will receive reports of fraud and
improper conduct and ensure appropriate action is
taken.
The Hotline provides an impartial process for employees (including subcontractors and agents)
to report fraud and improper conduct and to allow a professional investigation. Given the
increasing size of Toll, the Disclosure Hotline provides reporting of fraud and improper conduct
right up to the Board.
Employees are encouraged to make disclosures in good faith knowing that they have the support
of the company to protect them against victimisation, harassment, or discriminatory treatment.
All disclosures will be investigated by the company to ensure appropriate action is taken where
necessary. The Hotline does not remove responsibility of business units to manage instances of
misconduct.
Toll has also developed a Disclosure Protection Policy which will be made available to every
employee, and further details the types of serious misconduct that should be reported. This
policy is designed to complement the normal channels for reporting any workplace issues to an
employee’s immediate supervisor, business unit General Manager or HR Manager.
The Toll Disclosure Hotline will be available across all states and territories of Australia. Please refer
to the Toll Intranet under ‘Toll Disclosure Hotline’ for more information on how you can access the
Hotline service and view a copy of the Disclosure Protection Policy when it becomes available.
The implementation of the Toll Disclosure Hotline complements the Company’s commitment to a
strong culture of corporate compliance and ethical behaviour.
Policy, please contact:
TOLL TODAY JUNE – AUGUST 2008

MANAGING DIRECTOR’S REPORT
Toll Disclosure Hotline
Letter to Employees
Dear Colleague
In view of our company’s commitment to strong corporate governance, we are eager to
maintain a culture in which employees are keen to engage and participate and in which
workplace misconduct is identified and reported.
To further assist us in achieving this aim, and make it easier for employees to report
misconduct, we are introducing an employee Disclosure Hotline service, for Toll.
The Toll Disclosure Hotline is an independent and confidential, telephone, email, intranet, fax
and mail service that provides a central channel for employees to report improper conduct in
the workplace, like:
theft
fraud
improper conduct or other unethical behaviour.
We want you to feel confident that you can report workplace fraud and improper conduct
without fear of retribution or reprisal. To guarantee the Hotline’s independence, an external
provider, Deloitte, is responsible for operating the Toll Disclosure Hotline service. When an
employee makes a call to the Disclosure Hotline they will be provided with a unique caller
identification number. This number is the sole identifier of the call and the information provided
in relation to that call. The call management system does not record the callers originating
phone number.
Any call that you make to the Disclosure Hotline service will be dealt with by operators who are
trained to gather and record sensitive information from employees and stakeholders. A Deloitte
Forensic Investigator will prepare a report based on the conduct disclosed and send this
to Toll’s Disclosure Co-ordinator, located in the corporate office, who will then decide how to
further investigate the matter.
We are strongly committed to reducing and ideally eliminating workplace fraud and improper
conduct. Consequently, we encourage you to use this service to report any fraud
or improper conduct that you encounter in the workplace. I cannot emphasise enough that the
success of the Toll Disclosure Hotline will rely upon the support of all Toll employees and
subcontractors.
There will be a number of ways available to report workplace fraud and improper conduct.
These include:
Calling the Toll Disclosure Hotline – available 24 hours a day, 7 days a week.
Emailing along with a direct reporting procedure accessible via a secure Toll Disclosure
Hotline Intranet site.
Mailing or Faxing.
The above contact details will be available soon. In the meantime, you can access further
information about this service by clicking on the Disclosure Hotline link from the Toll Intranet
Home Page.
Yours sincerely
courier and express business segment.
On behalf of the
Toll Group, we welcome
all new businesses
and employees to the
Toll family.
A Message to the Staff
of Toll NZ
ON MAY 5 TOLL HOLDINGS ANNOUNCED
THE SALE OF ITS NEW ZEALAND RAIL
AND FERRY OPERATIONS TO THE NEW
ZEALAND GOVERNMENT. THE SALE
INCLUDES TOLL RAIL, INTERISLANDER,
HILLSIDE ENGINEERING, TRANZ METRO
AND TRANZ SCENIC WITH SETTLEMENT ON
30 JUNE 2008. ALL OTHER TOLL OPERATIONS
IN NEW ZEALAND INCLUDING TOLL
TRANZLINK, TOLL LOGISTICS, TOLL PRIORITY
AND TOLL GLOBAL FORWARDING WILL
CONTINUE TO BE OWNED AND OPERATED
BY THE TOLL GROUP.
It is now nearly five years since Toll became
the majority shareholder in the company that
was then known as TranzRail. We completed
a full takeover in 2007 after a lengthy stand off
with a US investor.
It has been an incredible journey since we
arrived in October 2003. At that time the
company was close to insolvent and there
were mixed views from many of the staff
about what the future held. I can still recall
going to some of my first site meetings, the
issues that were raised, the comments about
how you had heard it all before, and many
of you could see no reason to believe that
"these people from across the ditch
(Australians)" were going to be any different.
It only seems like yesterday.
From that precarious start I believe we
(and I mean all of us), as Toll New Zealand
have made a difference across all business
units, a significant difference. We have been
able to achieve long-term contracts with key
customers who in the past had felt alienated
and were very unsupportive of the old and
subsequently the new business. Instead
of criticism coming from our customers,
slowly we were able to turn things around
and gain their support.
Respected business leaders, including Solid
Energy CEO Don Elder (one of our biggest
customers) openly criticised the performance
of rail. More latterly we have been openly
thanked for our improved efficiencies and
performance. We have been able to improve
capacity, performance and reliability across
all sectors of the business and in doing so we
have returned the business to a viable state.
Along the way we have achieved many
notable things and Hillside Engineering is a
case in point. Prior to Toll taking over in 2003
they were on the verge of closure. In the four
and a half years since, we have seen staff
numbers double and recent long-term
contracts gained ensure the future for the
Dunedin operation is bright. Toll Rail winning
an EECA Energywise Award for fuel saving
initiatives, record numbers travelling on the
Tranz Alpine, major improvements to the
Interislander ferry fleet, HR Corporate winning
a national award, Toll Tranzlink’s technology
award, major improvements in rail safety
awareness and the establishment of the Chris
Cairns Foundation are but just a few.
However, without doubt the biggest highlight
for me has been the dramatic change in the
culture of our staff. The negativeness has
gone, the ‘can do’ attitude is alive and well
and the pride in the uniform is so evident. All
of this is a result of the commitment that you,
our fantastic staff, have given.
As many of you would have heard on my
recent site visits to update you on the sale,
the sale has been one of the most difficult
times in my working life. I have been incredibly
humbled by the words, emails, letters and
calls I have personally received since the sale
was announced. In my heart I didn’t want it to
happen but we knew it was the only outcome
that would sure up the future for our staff and
stakeholders.
There was no doubt we all wanted clarity on
the way forward and this has now been
achieved. So it’s with incredibly mixed
emotions that we bid farewell to all those Toll
employees who will transfer over to the new,
Crown entity at the end of June. A new era
will begin from July 1.
As part of the sale transition agreement,
I will be remaining with the new business,
along with Grant Devonport our CFO, GGM
Toll Rail Joe Garbellini and General Counsel
Greg Steele. We will be seconded to the
FEATURE
Train and Ferry Whistles Blow for the Last Time Under
the Toll Banner
Government to assist with a smooth transition
to the new owner. It will be an exciting time,
as plans for the future can be made with some
clarity and we can all be part of the
resurrection of rail in New Zealand.
To our staff in the remaining Toll businesses,
I think the way is now open for you also.
Clarity now exists for your operations and the
acquisition of United Carriers can be no
clearer indication of what lies ahead.
In closing, may I extend to all of you my
sincere thanks for the fantastic contribution
you have all made to our business in New
Zealand. I am very proud of our achievements
over the last four and a half years and you all
should be too. I do believe though that the job
is not finished. Regardless of the colour of our
uniforms, we have an obligation to the country
and ourselves to finish the job, and with that
in mind I wish you health and happiness for
the future as we all move forward making the
transport and logistics industry in this country
better and better.
Thank you and regards
David Jackson, CEO Toll NZ
On behalf of the Toll Group, we sincerely wish
the team the very best.
In May 2004, seven months after the acquisition of
Tranz Rail, a new company was unveiled called Toll
NZ Limited with a new management team, structure,
identity and attitude lead by CEO David Jackson.
Today, we thank the team for their commitment and
outstanding effort and farewell and wish them all the
success in the future.
As part of the sale transition agreement, CEO
Grant Devonport (not pictured), General Counsel
Environment Energy Assessments
TOLL IS CURRENTLY UNDERTAKING
ENERGY ASSESSMENTS TO MEET
ENERGY EFFICIENCY OPPORTUNITY
PROGRAM REQUIREMENTS. ENERGY
ASSESSMENTS WILL PROVIDE ACCURATE
ENERGY USE AND EQUIVALENT EMISSIONS
DATA SUPPORTING THE REQUIREMENTS
OF BOTH ENVIRONMENT PROGRAMS
AND ARE A CONTINUATION OF TOLL’S
COMMITMENT TO MANAGING OUR
ENVIRONMENTAL FOOTPRINT.
The assessments focus on the high energy
usage areas within Toll and require a specific
understanding of energy distribution in order
to implement savings and their related costs.
Toll has focused on its highest energy use
areas namely road transport where variations
in energy use are as large as 30 percent
for the same vehicle type under different
operating conditions.
Toll IPEC ‘Greening’ the Way
TRANSPORT COMPANIES CAN NOW
REDUCE THEIR ENVIRONMENTAL IMPACT
CHEAPLY AND EASILY, THANKS TO TOLL
IPEC IN WA.
Toll IPEC, in partnership with the Department
of Environment and Conservation’s (DEC)
CleanRun project, has just completed a world
first trial to reduce emissions in the transport
sector through driver behaviour change. The
trial worked with drivers to voluntarily reduce
unnecessary idling.
DEC has designed a program based on the
trial outcomes that it is now rolling out with
other transport companies. It is expected
Driver Zoran Milnar shows idle-free signage
on trucks.
The same energy assessment was conducted
on Toll Shippings’ ‘Victorian Reliance’ where
identifying the ship’s fuel usage under normal
operating conditions have detected further
potential energy saving areas that meet
program compliance.
In our Facilities area, Toll is about to engage
energy consultants to identify site energy use
and finally Toll will investigate the energy use
requirements of our aircraft having similar
varying conditions as shipping.
All results of energy assessments will be
discussed with specific Business Unit
management representatives aiding in
identifying potential financial savings against
a Return-On-Capital Investment period.
WHY IS REPORTING SO IMPORTANT?
Current environment reporting is evolving to
meet the requirements of a National Emission
that future participants will reduce idling
times by an average of three hours per week,
during pick-ups, deliveries and while waiting
in line.
Over a year, each 3-tonne truck driver can
save 200 litres (AU$300) worth of diesel
emissions from polluting Perth’s air including
half a tonne of CO2. These amounts increase
significantly in 4 and 5-tonne trucks that are
common in commercial fleets.
If a fleet of 80 3-tonne truck drivers were to
reduce idling times by three hours each this
would save almost 16,000 litres (AU$25,000)
worth of diesel emissions and 45 tonnes of
CO2 emissions each year. These dollar figures
are based on a diesel price of $1.60 per litre
but prices are steadily on the rise.
Toll IPEC WA State
Manager Kenton Muller
is impressed with the
reductions in fuel
consumption but also
sees a ‘bigger picture’
in terms of the other
benefits of this trial.
Trading Scheme (Carbon Trading). The
scheme will be supported by the National
Greenhouse and Energy Reporting (NGER)
program, designed to combine our existing
environment programs and introduce more
stringent reporting and emission management
requirements.
To meet these requirements Toll has
structured environment management around
two specific requirements: ensuring emission
and energy use are accurately reported and
managed effectively.
Toll’s first step utilises GEMS (Greenhouse
Emission Management System) providing
emission and energy use data per business
unit against the relative emission source
whilst providing Toll’s Treasury and Tax
department with an emission tracking
capability against a known carbon trading
scheme target or value.
"The most important aspects of this trial are
the environmental and health benefits. The
trial has given drivers a broader understanding
of the issues involved as well as created a bit
of camaraderie between them," Kenton said.
"The fuel savings are significant but it’s more
of an add-on bonus for companies."
The behaviour change program is being
offered free of charge to transport companies,
or other suitable organisations, that want to
be involved. Kenton can see this program
taking off across Perth's industrial district.
"The next step could be to
create an ‘idle-free’ zone
across the Forrestfield
and Kewdale industrial
area using Toll as the
example," he said.
"Most companies these days have
environmental statements and they will do
whatever they can do to live up to those
statements. I’m sure many will take on these
kinds of programs."
A further encouraging result of the trial
is that 79 percent of drivers said their
Finally, Business Unit emission data will
be held within each Business Unit, and used
to make more accurate calculations
of specific emissions against abatement
initiative targets enabling each Business Unit
to manage their emissions against their
reported strategic Budget Plans.
Between July 2007 and January 2008,
over 26,000 passengers travelled on the
Toll NZ Corporate Affairs Group General
staff have played a key role in rebuilding
the service, right down to improving and
achieving a 'true Kiwi focus' through the
John Pohe became the first Maori pilot of the NZRAF and a leader
of aircrews in the skies over Europe in World War II. Today, he is
considered one of this country’s greatest war heroes. On 22 September
1943, John Pohe landed his severely damaged aircraft in pitch dark in
the English Channel – a feat British historians’ claim was exceptional
to achieve. It led to his German capture and contribution to one of the
most famous events of the Second World War, The Great Escape.
On 31 March 1944, John Pohe’s extraordinary life came to a tragic end.
He was placed in front of a German firing squad. Pohe removed his
blindfold and faced his executioners in the eye.
The story of John Pohe was made into a documentary that premiered
recently in his hometown, Taihape.
Now well into his 80s, Tom flew out with his wife from Canada
specifically to attend the premier and Toll NZ was only more than
happy to grant a ‘request to host him on the Overlander down
Toll Rail Wins Export Lime Contract
About 10 containers of the export lime will now be handled by the
division each working day, complementing the existing movement of
domestic lime to the Glenbrook Steel Mill, says Toll Rail Regional
Sales Executive Kevin Harrison.
"McDonald’s Lime wanted the certainty of moving the cargo daily,
Monday to Friday, ensuring it arrived on time at Mount Maunganui,
and of course there had to be cost competitiveness," he says.
"Toll Rail had to deploy heavy-rated flat-deck wagons capable
of carrying the very weighty containers full of lime, and also
guarantee the movements direct from the plant to the wharves."
Kevin says Toll Rail had to tackle how to load the containers in
the tight space available at McDonald’s Lime sidings and also
needed to reach arrangement with the stevedoring company at
Mount Maunganui to expedite the ‘turn’ on the fixed daily pool of
Tranz Scenic South Island Passenger Services Manager Tony
McManus says the rail excursions have proved a big success.
"They began about 10 years and originally passengers were conveyed
on the normal Tranz Alpine service departing from the Christchurch
railway station," he says.
"However this did not allow for a return service as the Tranz Alpine
returned too late for the cruise ship departure time.
"So we began special excursions departing from Lyttelton, where the
passengers just take a short coach shuttle from the ship side to
Cruising is in a massive growth phase with more and more cruise
ships coming to New Zealand, and tour operators are keen to see
more excursion options offered during the port calls.
One of the major tour operators, Renaissance, is a big supporter of the
Tranz Scenic excursions, having booked about 50 percent of the seats
taken on the services this season.
Tony says the service is popular because it provides something
different for the passengers.
"Depending on the tour operator, there are various optional extras
available including a farm visit and a jet boat ride. They see something
of rural New Zealand and our scenery. Already, we are looking
forward to 2008 / 09 – indications are it will be a record season!"
Toll Contract Logistics Awarded Woolworths Contract
WOOLWORTHS HAS AWARDED TOLL CONTRACT LOGISTICS A
FIVE YEAR CONTRACT FOR THE DELIVERY OF PRIMARY AND
SECONDARY FREIGHT BETWEEN ITS THREE DISTRIBUTION CENTRES
AND MORE THAN 170 STORES ACROSS GREATER SYDNEY.
Each week, 180 full time staff and subcontractors will cover 175,000
kilometres and deliver 2.5 million cartons making up 31,000 pallets.
Store deliveries are comprised of meat, produce, seafood and dairy
products under temperature control and dry goods from general
merchandise, grocery and liquor.
Grocery Manager NSW, Mick Cronin, said experience and Toll’s
proven record in meeting industry best practice OTD requirements
were key points of differentiation during the tender process.
Paying particular note of the hard work and experience of senior
management, local operations and business development team,
Mr. Cronin said head office staff provided tremendous support
throughout the tender process.
"There was fierce competition to secure such a high profile contract.
As the incumbent carrier, we are pleased that the hard work of our
managers, staff and drivers has been recognised in the awarding of a
new contract," Mr. Cronin said.
With a new contract comes a new fleet and Contract Logistics has
selected Mercedes Benz as the supplier of fifty new prime movers.
The Mercedes Benz Actros © was chosen based on a number of
performance criteria including efficiency, driver comfort and suitability
to task.
The new fleet represents a significant investment in the next generation
of environmentally friendly truck.
"Toll is pleased to be introducing a fleet that complies with Euro 5
Glenn Moy – OHS Committee Representative.
emission standards," Mick said. "Woolworths are a key proponent of
environmental sustainability and the truck we have chosen will deliver
on all counts."
To comply with ADR 80/03 (Euro 5) emission standards, Mercedes
Benz has introduced BlueTec © , a Selective Catalytic Reduction (SCR)
diesel technology.
BlueTec © introduces an additive to the exhaust system to reduce
harmful nitrogen oxide emissions. The additive, called Adblue, is a
non-toxic product that helps convert nitrogen oxides to nitrogen and
water vapour.
With strong performing operations in Perth and Adelaide, the Contract
Logistics team is looking forward to continued close ties and joint
process improvement initiatives with one of Australia’s largest
retailers.
Contract Logistics acquired the Woolworths contract in 2001 following
the acquisition of Finemores Transport. Many former Finemores staff
continue to work on the Woolworths contract and in other Toll
businesses.
Stream Solutions
Developing Sustainable Initiatives
STREAM HAS DEVELOPED A SUSTAINABILITY RATING SYSTEM
THAT COVERS THE VAST MAJORITY OF PAPER STOCKS USED BY
OUR CUSTOMERS. STREAM’S RATING SYSTEM, THE FIRST OF ITS
TYPE IN AUSTRALIA, USES A WEIGHTED APPROACH TO ASSESS THE
ENVIRONMENTAL CREDENTIALS OF PAPER STOCKS. THIS SYSTEM
PLACES OUR CUSTOMERS AT THE FOREFRONT OF SUSTAINABLE
PRACTICES IN THEIR PURCHASE OF PRINTED MATERIAL.
STOCK PAPER RATING SYSTEM
When we take on a new contract, typically we find that the customer
is unaware of the paper stock, its origin or environmental rating.
As a result, we have developed ordering processes and systems to
capture paper stock information for each and every print job, thus
allowing our customers to make informed decisions about paper
usage and creating a baseline from which ongoing performance and
improvement can be measured. Sophisticated reporting forms part of
the system to report on such improvements.
The rating system was developed by Stream to assist our customers
overcome the confusion that surrounds the environmental credentials
of paper stocks due to the many different environmental standards
that are commonly used in Australia.
AUSTRALIA AUSTRALIA
Toll Sequencing Technology Helps Ford Australia
Launch the New Falcon
THE LONG-TERM STRATEGIC PARTNERSHIP BETWEEN TOLL
AND FORD AUSTRALIA HAS BEEN FURTHER REINFORCED
RECENTLY WITH THE COLLABORATIVE REVIEW OF FORD’S EVOLVING
REQUIREMENTS TO MANAGE NEW COMPLEXITY IN THE
BROADMEADOWS ASSEMBLY PLANT BY MINIMISING ON-LINE
INVENTORY HOLDINGS OF COMPONENTS.
With the successful launch of Ford’s new model Falcon in April 2008,
increasing overseas component volumes and Ford’s preparations for
the proposed launch of the Ford Focus in 2011, Ford’s strategy is to
maximise the effectiveness of critical space in the core manufacturing
areas. Sequencing material to the assembly line is one of the most
effective ways to achieve this goal.
Over a period of six months Toll AutoLogistics Components has worked
closely with Ford’s Material Planning and Logistics (MP&L) operations
and Purchasing department on analysing materials strategies for over
40 different commodities (groups of parts) that supply the Ford assembly
line. The project objective was to determine the commodities that made
the most operationally logical and economical sense to supply from the
Toll Logistics Optimisation Centre (LOC) located on the Ford property
line in Campbellfield, Melbourne.
Once the study was complete, Toll entered into a competitive process
15m line side each side – 6 Delivery Points.
Operator has to select the correct shocker from 15 different types spread over
15m of pick face (replicated on other side).
Mixture of stock and pick locations.
Sequencing
IN ORDER FOR FORD TO MANAGE MUCH MORE COMPLEXITY
AND HOLD LESS STOCK, THEY MUST RECEIVE PARTS IN THE
EXACT SEQUENCE OF THE CARS BEING ASSEMBLED. THIS IS NO
SMALL TASK AS CARS OF ALL STYLES PRODUCED (FALCON, UTE,
STATION WAGON, TERRITORY) WITH ALL DIFFERENT OPTIONS AND
COLOURS COME DOWN THE ASSEMBLY LINE IN A CONSTANTLY
VARIABLE ORDER AND THIS MEANS THAT RARELY WILL TWO
IDENTICAL CARS BE PRODUCED IN A ROW.
Ford in-plant inventories are replenished using a kanban 'pull' system
from the local suppliers and from the overseas material stored at Toll’s
Logistics Optimisation Centre (LOC) located directly at the Ford main
and in February 2008 was awarded the sequencing contract for
22 commodities going to the Ford assembly line. These commodities
include front and rear shock absorbers, front springs, speakers, muffler
components, door trim parts and other exterior trim parts. The Toll LOC
has currently launched 15 of the 22 commodities and plans to have all
work in place before the end of June.
Time is of the essence, the lead time from when Ford orders the
sequenced parts from Toll to the time the parts are installed onto the car
can be as little as 70 minutes. Key to Toll’s service offering to Ford for
this project was the implementation of a new sequencing system, TASS
(Toll Automotive Sequencing System). TASS provides the information
and processes to allow the Toll operators to flawlessly manage the
minute to minute actions in providing this service to Ford.
The Toll Sequencing service supports the lean manufacturing goals
of Ford of Australia by eliminating waste and non value add activities
at the most important part of the Ford process – the assembly line. In
the pictures below it is clear how much space can be saved on the
assembly line and this provides Ford with added flexibility lineside and
reduces complexity for the line operator when selecting parts for
installation. This work will allow Ford to retain the competitive edge
and flexibility required to build a wide range of high quality vehicles now
and in the future.
Rear shockers sequenced in build order.
Reduction of 14m of pick face (per side).
30 pieces (cars) per pallet (approximately 30 minutes).
Error proofed at supplier to ensure correct sequence.
receiving gate. The kanban system involves pick-ups of set quantities of
parts from suppliers two, four or eight times per day. This means the car
assembly plant must hold between two to eight hours of inventory per
part at any given time. To further reduce the inventories in the assembly
plant and have less material at the Ford assembly line led Ford to turn to
Toll’s solution for Externally Sequencing Parts (ESP) which allows for
increased frequency of deliveries to the plant.
THE WAY THE SEQUENCING PROCESS WORKS
Toll manages the material stock holdings from both local and overseas
suppliers to ensure that all materials are available as required but
inventories are kept at a minimum.
The sequence of cars going down the Ford assembly line is finalised
after the car bodies are painted in the Ford paint shop.
As the car bodies leave the paint shop they are given a particular list
Toll Automated Sequencing System
WITH SUCH A TIME CRITICAL OPERATION, KEY TO TOLL’S
SERVICE OFFERING TO FORD FOR THIS PROJECT WAS THE
IMPLEMENTATION OF A NEW, WORLD CLASS, SEQUENCING SYSTEM,
TASS. TASS PROVIDES THE HEARTBEAT INFORMATION REQUIRED
TO ALLOW THE TOLL TEAM TO CORRECTLY AND EFFICIENTLY PICK
THE CORRECT MATERIAL, CONFIRM THAT IT IS RIGHT AND THEN
MANAGE THE MOVEMENT OF THE SEQUENCED PARTS TO THE
INSTALL POINT IN THE ASSEMBLY PLANT.
RESEARCH AND COLLABORATION PHASE
Key managers from Toll AutoLogistics travelled to Ford Plants in Mexico
and the US to benchmark world’s best practice sequencing operations.
Mark Skalin (National Operations Manager) and Patrick Kashani
(National IT Manager) visited Ford Dearborn Truck and Ford Hermosillo
were set.
IT DEVELOPMENT AND EXECUTION PHASE
Development and Customisation of the TASS software began in February
this year and went live and operational in March 2008. Through the
development stage the key process objectives were to ensure continuous
and flawless operations. This meant that the system would need to be fully
error proofed to ensure that the team members could not make a mistake
and place parts in the wrong order. Diligent process design including
barcode scanning of the components and proper material layouts has
ensured the quality of service provided to Ford is of the highest level.
Real Time Tracking via TASS web screen for visibility of part status includes colour
alerts.
of requirements for components and this identifies the exact list
of options for each individual car order.
Once the car body has had been assigned an order the information for
that car and the sequence the car is in relative to all the other cars is
scanned into the Ford IT system which then communicates to the Toll
TASS System.
TASS breaks down the order from Ford and communicates to the Toll
sequencing operators the exact next parts to ship to Ford via hand
held RF scanners.
All parts are picked and TASS aids the Toll sequence operator to error
proof the process by assisting to check the parts in each stillage and
then ensure that each stillage is sent to Ford in the correct order.
TASS continuously monitors the movements of the Ford assembly line
to help Toll operations manage the exact amount of material at Ford
– never too little nor too much.
The other key objective is to ensure that the systems operations
have 100 percent uptime. Failsafes and redundant process include
separate systems test environments, completely duplicated hardware
arrangements, completely redundant network connections to Ford, and
emergency electrical generators with uninterruptible power supplies.
Above all, the key to the integrity and accuracy of the operation is the
people who use the system each day. Great efforts were taken with this
new team to ensure that the processes were intuitive and easy to use.
Once the processes were set all team members were taught how to use
the system and were given extensive hands on training and cross
training on different parts of the operation. So far the team has excelled
in the use of the system and will be able to support new members as the
team grows.
Command and Control Centre managing the operations within the LOC.
TASS – THE SYSTEM
Provides production control and direction for sequencing / picking,
container movement and shipping.
Ford broadcasts real-time orders, in job number order (sequence)
which include all the component requirements.
TASS organises the parts information about the part sequence into
outbound shipping stillages.
Orders are sent by TASS to sequence operators via portable RF
scanning to pick the parts and load into the stillages in the correct
sequence.
TASS prints pick list if applicable and also prints run sheets and
stillage labels for material handlers.
This system provides tracking of all transactions from RF scanners,
including error messages generated.
The goal of TASS is to provide an error proofing system which
prevents customer defects and / or downtime.
All transactions are posted in real-time.
Ultimately TASS simplifies assembly activity within the plant by
increasing ease of fitment for Ford.
A sequencing operator wears the latest arm worn Mobile Data Terminal with finger
RF scanner to provide freedom of movement for picking and scanning larger parts.
Toll Provides Customised Equipment to Ford Australia
FORD BROADMEADOWS PLANT 2 DELIVERY TO PLANT
1 BODYSHOP
Historically Ford Australia has utilised three different pieces of
transport equipment over two shifts to deliver panels from the Plant 2
assembly operation into the Plant 1 Bodyshop at Broadmeadows.
In July 2007 Ford outsourced this task to Toll AutoLogistics which
involved a project to develop a customised piece of equipment to
cater for the unique environment in which Ford was operating.
OBJECTIVES
Reduce cycle time.
Reduce operating costs.
Facilitate driver unload.
Comply with all regulatory requirements (OH&S and load restraint).
Increase equipment capacity.
Maintain a consistent inventory flow into the Plant 1 Bodyshop.
Facilitate a reduced footprint within the Plant 1 loading bay.
Accommodate increasing rack sizes due to the new Falcon model
being launched.
Toll AutoLogistics in collaboration with Ford and Maxitrans.
After four months of investigation and development, a concept was
submitted and approved by Ford. As a result and in collaboration with
Ford and Maxitrans, Toll AutoLogistics has built and deployed two
customised semi trailers.
EQUIPMENT FEATURES
Specifically designed to shuttle panels between Plant 2 and Plant 1
at Ford Broadmeadows.
The trailer includes a second well at the rear behind the axle to
allow for additional capacity required to fit the oversized Ford
racks.
Ultra low drop in the two wells creating greater aperture.
No curtain on one side supporting faster cycle times.
An air operated hinged roof that provides greater aperture on the
open side allowing unrestricted access to the racks and again
improving the turnaround times.
The load restraint mechanism is built into the roof, which moves
out of the way when the roof is lifted / pivoted up.
THE ANZ EFTPOS BUSINESS.
Toll Priority TechServ team members Allan McKellar, Gayle Porter, Len
Spain, Mitch Gotz, Roy Smith and Wendy Lawler were all mentioned
as being large players in the project’s success.
Toll Priority TechServ recently took over the logistical management
of ANZ’s EFTPOS network. This network is comprised of over 90,000
terminals that are located within various businesses all over
Australia.
The management of the EFTPOS network involves the ongoing
deployment and installation of new terminals as well as facilitating
any required replacements of terminals or equipment. The entire
system is controlled electronically by TechServ’s distribution system.
On 19 February ANSTO / ARI were due to receive a delivery of the Isotope
be delivered to Toll Priority early Thursday afternoon, for delivery on
19:30 on Thursday 21st. This was obviously going to have an effect on
deliveries to a number of their customers, in particular intrastate and
interstate customers.
Toll Priority was contacted (David Maurice and Sue Nicolas) and asked
if they could help deliver these shipments as close as possible to the
normal delivery time. Toll Priority staff believed that many of the
shipments could still be despatched on the ‘bank network’ and that most
delivery schedules could be achieved.
Arrangements were then made for ANSTO / ARI staff to work through
Thursday night, eventually delivering the shipments to Toll Priority Bankstown
at 04:24 on Friday morning. By utilising Toll Priority’s time-critical network,
all deliveries were made within the next six hours. Some were little more
than two hours – Tamworth was delivered at 06:48 and Canberra 06:26.
A combination of the outstanding effort of many ARI staff and huge
contribution from Toll Priority staff produced great results with minimum
impact on most ARI customers and their patients.
Toll Dnata Airport
TOLL DNATA AIRPORT SERVICES HAS
SEEN SOME SIGNIFICANT EXPANSION
IN THE LAST SIX MONTHS, SPECIFICALLY
WITH THE ACQUISITION OF TWO COMPANIES
AND THE COMMENCEMENT OF GROUND
HANDLING SERVICES FOR EMIRATES ACROSS
AUSTRALIA.
The joint venture between Toll and Dnata
Airport Services commenced in late 2007 but
operationally commenced with the Emirates
ground handling in February and March 2008.
To facilitate that expansion and development,
Toll Dnata acquired two organisations, Aero-
Care Flight Support (International Division) and
Skystar Airport Services.
Aero-Care was a partner of Toll Dnata in
Adelaide and Sydney providing passenger
check-in and customer services for Singapore
Airlines and had built a reputation for efficient,
quality customer service. The Aero-Care staff
transitioned into the Toll Dnata family with ease
and we welcome them as we look to cement
our growth in Australian ground services.
Skystar was an established international
ground handling business in Perth and
Brisbane. The acquisition of Skystar
(International Services) provides Toll Dnata the
complete national coverage for passenger and
ramp handling services in Australia. Skystar
too had built a reputation for quality services
with customer airlines and this acquisition is
very much an integral part of the development
of the Toll Dnata brand across this region.
Within six weeks of these acquisitions being
finalised, Toll Dnata commenced ground
handling for Emirates in Melbourne, Brisbane,
Perth and Sydney. Services include passenger
check-in, aircraft handling and cargo
handling.
Toll Dnata now provides international
passenger, aircraft and cargo handling services
for premium airlines including Singapore
Airlines, Emirates, Cathay Pacific, Air Canada,
Virgin Atlantic, Royal Brunei Airlines and Air
New Zealand right across Australia. They also
continue to provide ground handling in capital
cities across Australia for the Toll Priority air
network.
IT HAS ALWAYS BEEN A
RENOWNED SUPPORTER OF
NATIONAL SERVICE AND EVENTS, A LAUDABLE AND EXEMPLARY
MOVE OF A CORPORATE ORGANISATION.
The invitation by the NDP Executive Committee to participate this year, as
one of the only seven companies to march, indeed is another milestone of the
Logistics Industry as we register our contribution in bolstering the economic
growth and development in Singapore and also the regions around.
I am indeed honoured to lead and to be part of the marching contingent
representing our company in this national event. With the strong support
of our management team and fellow colleagues, we were able to
The morale of the contingent is superb and we will continue to work hard
Joshua’s long term goal is to practice in neurosurgery but in the short
opportunity of meeting with future doctors from so many other
"I have told people I want to be a doctor for as long as I can remember,
PDL Toll Goes to Nigeria and Ethiopia for the UN PDL Toll wins the UN Fuel Contract in Timor
PDL TOLL IS CONTRACTED TO THE UNITED NATIONS (UN) TO
PROVIDE TRANSPORT SPECIALISTS ON THE GROUND WHEN
A NATION DEPLOYS A SECURITY CONTINGENT TO A UN MISSION.
Every UN mission is made up of various Troop Contributing Countries
(TCCs). It is the responsibility of the UN’s Movement Control Section
(UNMOVCON) to move that contingent from their home location to the
UN mission area.
Under the direction of UNMOVCON in New York, PDL Toll regularly
sends transport specialists to all corners of the globe to act as their
representatives on the ground, in country. PDL Toll’s role is to assist
the TCC in readying their contingent for deployment to the mission.
Greg Jackson, PDL Toll Operations Manager, says, "There is a lot of
work that goes on before you see troops and their equipment moving.
The initial planning occurs at Headquarters UN, but once the plan
is executed there is also a lot of work to be done at the grass roots
level before any movement can take place. Each contingent
is responsible for preparing their equipment and personnel and this
must take place before the transport resources sourced by the UN
arrives. Our focus is the equipment and we are in country to ensure all
of the equipment is prepared, packed and documented properly and
ready to meet the scheduled aircraft or vessel."
In most cases the TCC cargo will move by sea or air and each mode
has its own unique requirements. PDL Toll are specialists in both
modes.
Greg says, "We usually go in 10 days to a week before the first piece
of equipment is due to move. Most TCCs do not have the expertise in
preparing equipment for movement by sea or air and our job is to
advise, supervise and inspect to ensure their cargo is ready, and
complies with international air and sea regulations."
Currently PDL Toll is supporting the United Nations Assistance Mission
in Darfur (UNAMID), and in March of this year PDL Toll sent two
transport specialists to Nigeria and Ethiopia to assist those nations in
preparing and moving their equipment. UNAMID has been the main
focus of PDL Toll’s contract for almost 12 months with the expectation
it will continue for some time to come.
PDL Toll’s work with the UN on this contract gives PDL Toll international
exposure and puts PDL Toll in places that parent company, Toll, has
never been before. According to Jackson, "It shows an Aussie
company is capable of reaching into places like Adis Ababa, Lagos
and Karachi. I’ve been to all these places with UNMOVCON and
let me tell you, you don’t see many Aussies on the ground in places
like these."
PDL Toll has a team of transport specialists, all of them Dangerous
Goods qualified. A key quality of this team is their intrepid attitude for
which PDL Toll is renowned. Greg says, "The people we’ve got are
ready and able to go without warning. The UN has a tendency to task
us at short notice and we’re required to go into places you wouldn’t
want to go on a holiday. To be able to pull this kind of stuff off
takes a special kind of person and that’s the kind of person we have
at PDL Toll."
SINCE MAY 2006 PDL TOLL HAS BEEN IN TIMOR LESTE AS THE
PRIME CONTRACTOR FOR THE PROVISION OF LOGISTICS
SUPPORT TO THE AUSTRALIAN DEFENCE FORCE (ADF) AND THE
AUSTRALIAN FEDERAL POLICE (AFP). FROM OUR BASE IN TIMOR,
PDL TOLL RECENTLY WON ANOTHER CONTRACT, THIS TIME
SUPPORTING THE UNITED NATIONS MISSION IN TIMOR LESTE
(UNMIT) – THE UN GROUND FUELS CONTRACT IN TIMOR LESTE.
The initial tender for the current contract was prepared by Leon Smith,
Pat Smith, Perry Singh and David Lehane. While this took place early
in 2007, the contract was not awarded until late July-August. The
contract was mobilised on October 1 when the first UN vehicles and
generators were supplied with fuel. Sourcing and timely supply of
vehicles, metered bulk fuel tankers, and equipment was crucial to the
commencement of the contract. Darwin, Surabaya and Singapore
were all used to supply various elements.
Prior to commencement of the contract, PDL Toll established in each
of the 12 districts of Timor, a Kerbside Refuelling Point (KRP) to supply
diesel fuel to UN vehicles. These facilities consisted of 15,000 litre fuel
tanks inside an area with metered dispensing equipment. In each
location, local staff were employed and trained in the dispensing and
documentation of fuel requirements, the operation of fire extinguishers
and also general safety and environmental issues.
Under this contract, the day to day responsibilities of PDL Toll are to:
Supply fuel to UN vehicles at all KRP locations from 07:00 until 18:00
– seven days a week.
Maintain generator tank levels over 50 percent at approximately
55 locations across the country, including the island of Arturo and
the enclave of Oecussi.
Supply of oils and lubricants.
In supplying fuel, a number of modes are used. PDL Toll has a fleet
of 6 x 5000 litre tanker trucks capable of delivering to the majority of
locations. Local private contractors with larger capacity tankers are
utilised for the enclave of Oecussi and the most remote high risk wet
season area of Suai.
PDL Toll Interpreter Julio Beremau working with the fuel team.
15,000 Fuel Tanks with metered dispensing equipment.
Jon Taylor, the original manager of the contract in 2007 says, "There
are a number of issues that impact upon the ability of PDL Toll to
service the contract. Fluctuating security levels in various locations
across the country mean, at times, it is not prudent to risk staff or
equipment to deliver fuel. It is not always possible to have prior
warning of such security developments. He adds, "The impact of the
wet season is almost as unpredictable as any civil unrest."
Another challenge PDL Toll consistently addresses with this contract
is the remoteness of the KRPs. Travel times between Dili and the
various district KRP locations is immense; Suai, less than 200 km from
Dili, is a two-day round trip.
The UN Ground Fuels Contract in Timor Leste is not only about
supplying motor vehicles; it is about supporting the whole UN mission.
Taylor says, "All UN offices and compounds in Dili and in the
12 districts produce their own power from diesel generators. The UN
also has their own communications systems which include repeater
stations powered by diesel generators. Administration, communications
and transport are all reliant upon a timely supply of quality fuel.
Without fuel, the mission would collapse."
Taylor adds, "This contract has been a challenging one that PDL Toll
has executed exceptionally well in no small part due to the knowledge
and dedication of our local staff in Timor Leste."
Taylor has recently handed over the management duties of the
UN Fuel Contract to Anoop Kumar, Unit Manager and Operations, and
his deputy, Financial Manager Benson Varghese. Both Kumar
and Varghese have extensive experience working as contractors to
the UN in a number of African missions, as well as sound understanding
of the inner workings of the UN contract and procurement
sections, client expectations and day-to-day operational levels and
administration.
PDL Toll Working Hard in Honiara
PDL TOLL HAS BEEN THE PRIME CONTRACTOR FOR THE
PROVISION OF LOGISTICS SUPPORT TO THE REGIONAL
ASSISTANCE MISSION IN THE SOLOMON ISLANDS (RAMSI)
SINCE OCTOBER 2003. PDL TOLL’S BASE IN THE SOLOMON
ISLANDS IS IN THE COUNTRY’S CAPITAL, HONIARA.
RAMSI is the combined military and civilian police force charged with
restoring the rule of law in the Solomon Islands under Operation
HELPEM FREN.
The RAMSI coalition was established at the request of the Solomon
Islands Government and is made up of military and police forces from
the Australian Government and the governments of New Zealand,
Papua New Guinea, Fiji and Tonga.
PDL Toll has been increasingly busy in Honiara in recent times, with its
client, the Australian Federal Police (AFP), embarking on several new
works programs as they further develop their main site in Honiara at
Guadalcanal Beach Resort (GBR).
As prime contractor for the provision of logistics support, PDL Toll
provide all the day to day services the AFP require including catering,
maintenance, works, transport, stores, physical training, laundry,
cleaning, medical, air, sea, freight and executive services to the AFP.
Currently one of the busiest departments of the PDL Toll team is the
Facilities and Works Department.
Led by Manager Ross Craig, and supported by a very enthusiastic and
competent crew including Duncan Stewart (Deputy Works Manager),
David Sandeman (Maintenance Supervisor), Warren Davis (Grounds
Supervisor) and 12 locally employed Solomon Island technical staff, this
team not only provides facilities, works and maintenance support to the
GBR facility, but also to the 15 island outposts. PDL Toll services these
outposts by helicopter, fixed wing aircraft or boat. The islands are remote
and can take up to two hours to reach by air or one day by ship.
Major works to be managed by this Department this year include:
Removal and replacement of a full commercial kitchen capable
of catering for up to 1500 people.
Additional accommodation blocks for up to 144 Australian Defence
Force personnel.
A new PDL Toll office accommodation block is also under construction.
Likely other works to be managed this year include:
Erection of a new warehouse.
Power generation upgrade.
GBR accommodation redevelopment.
Eileen Mataki loading stores for the outposts. Warren Davis clearing the site for the new Army
accommodation.
Preparatory site work for the new Army accommodation.
Aside from the new works, the maintenance of existing structures is a
huge undertaking. Dave Sandeman and his crew work tirelessly
maintaining a myriad of buildings on GBR, including structural repairs,
electrical work, servicing and maintenance to over three hundred air
conditioners, water, sewerage and drainage systems. In the relative
remoteness of the Solomon Islands, all of these tasks take on further
challenges.
The maintenance of the outposts is particularly challenging. PDL Toll is
tasked with providing the same maintenance support to these outlying
islands as is provided to GBR and Honiara. Power to most outposts is
provided by PDL Toll-maintained generators, and PDL Toll provides all
the coordination of the movement of material and personnel to the
outposts by air and sea.
Warren Davis and his team of local Solomon Island staff are also
continually active keeping the GBR grounds mown and tidy, coconut
trees lopped and the laundry and cleaning services going.
Apart from all the hard work, the PDL Toll team still manages to have
a bit of fun and regularly struts their stuff on the GBR netball courts,
to great acclaim.
PDL Toll has been the prime contractor to RAMSI since 2003.
