Second Step<br />

IN 2001, <strong>TOLL</strong> DEVELOPED THE GROUND<br />

BREAKING AND HIGHLY SUCCESSFUL<br />

SECOND STEP – A PROGRAM DESIGNED TO<br />

OFFER EMPLOYMENT OPPORTUNITIES FOR<br />

PEOPLE WHO, AS A RESULT OF PREVIOUS<br />

DRUG AND INCARCERATION ISSUES, FIND<br />

IT DIFFICULT TO OBTAIN OR RETAIN<br />

SUITABLE EMPLOYMENT.<br />

Toll have employed over 140 people through<br />

<strong>the</strong> program <strong>and</strong> many have gone on to be<br />

outst<strong>and</strong>ing loyal employees.<br />

Our core belief is that anyone could be in<br />

this situation. These people have tripped up,<br />

made a mistake, <strong>the</strong>y’ve paid <strong>for</strong> that, <strong>and</strong><br />

<strong>the</strong>y’re desperate to get <strong>the</strong>ir lives back in<br />

order. A job is crucial to long term recovery,<br />

but many struggle to get back into <strong>the</strong><br />

work<strong>for</strong>ce <strong>and</strong> find an underst<strong>and</strong>ing<br />

employer.<br />

Invariably drug addicts have alienated<br />

<strong>the</strong>mselves from <strong>the</strong>ir friends, certainly from<br />

employment <strong>and</strong> quite often family. They are<br />

out <strong>the</strong>re with a willingness to continue <strong>the</strong>ir<br />

recovery, but without <strong>the</strong> opportunity <strong>and</strong><br />

support.<br />

Toll’s Second Step program provides a period<br />

of supported employment <strong>and</strong> aims to help<br />

people to:<br />

replace <strong>the</strong>ir previous lifestyle with a<br />

safer <strong>and</strong> more constructive one;<br />

re-establish <strong>the</strong>mselves within <strong>the</strong><br />

working world;<br />

develop strategies <strong>for</strong> coping with<br />

difficulties in daily life;<br />

establish a lifestyle <strong>and</strong> work habit that<br />

will help <strong>the</strong>m avoid resuming previous<br />

self destructive behaviours; <strong>and</strong><br />

move on to <strong>the</strong> next stage of <strong>the</strong>ir life with<br />

skills, experience <strong>and</strong> a solid reference <strong>for</strong><br />

future employment.<br />

As long as participants commit to remain<br />

drug free, <strong>and</strong> agree to weekly testing, <strong>the</strong>y<br />

are offered a suitable position <strong>for</strong> 12 months.<br />

Toll matches <strong>the</strong>m with a mentor or a work<br />

place buddy <strong>and</strong> provides assistance like<br />

time off to attend counselling or court cases.<br />

C<strong>and</strong>idates are recommended to Second<br />

Step by a variety of partner programs. These<br />

partner programs have worked with <strong>the</strong>m<br />

prior to placement <strong>and</strong> continue to provide<br />

support <strong>and</strong> counselling throughout <strong>the</strong><br />

period of employment.<br />

Ninety-five percent of <strong>the</strong> people who enter<br />

<strong>the</strong> program complete it <strong>and</strong> <strong>the</strong> majority stay<br />

with <strong>the</strong> company. They really do appreciate<br />

<strong>the</strong> chance <strong>the</strong>y have been given <strong>and</strong> <strong>the</strong>y<br />

have become outst<strong>and</strong>ing employees.<br />

We’ve had marriages, we’ve had babies,<br />

we’ve had people returning to university,<br />

we’ve had a whole raft of people excelling in<br />

<strong>the</strong>ir lives – <strong>and</strong> that’s tremendously<br />

rewarding.<br />

One of <strong>the</strong> common <strong>the</strong>mes we see is that<br />

governments struggle to support <strong>the</strong>se sorts<br />

of programs as aggressively as we think <strong>the</strong>y<br />

should, <strong>and</strong> so business is well placed to step<br />

up to <strong>the</strong> plate.<br />

The ABC’s 7.30 Report ran a feature on <strong>the</strong><br />

Second Step program which received an<br />

overwhelmingly positive response from <strong>the</strong><br />

community, organisations <strong>and</strong> corporates.<br />

In addition, Second Step has benefited Toll in<br />

unexpected ways <strong>and</strong> now we plan to exp<strong>and</strong><br />

<strong>the</strong> program nationally <strong>and</strong> internationally<br />

<strong>and</strong> that includes assisting o<strong>the</strong>r corporates<br />

who are interested in potentially following<br />

suit.<br />

We will be hosting a couple of luncheons <strong>for</strong><br />

our major customers <strong>and</strong> suppliers in late<br />

July to share our experience <strong>and</strong> offer <strong>the</strong><br />

opportunity to consider how o<strong>the</strong>r businesses<br />

can profit from taking a step in a different<br />

direction.<br />

EXTRACT FROM ABC 7.30 REPORT<br />

24 MARCH 2008<br />

REPORTER: NATASHA JOHNSON<br />

Reporter: At 4.00 am on a cold winter’s day<br />

18 months ago, recovering drug addict<br />

Second Step Member set off on an arduous<br />

ride into a new life.<br />

She’d recently been released from jail with<br />

no money, no possessions <strong>and</strong> no one to turn<br />

to, except welfare agencies that gave her<br />

clo<strong>the</strong>s, a bike, <strong>and</strong> a place in a supported<br />

employment program run by Toll Holdings.<br />

Every day <strong>for</strong> <strong>the</strong> next three months, she<br />

spent three hours travelling each way by<br />

bike <strong>and</strong> train, from a boarding house in<br />

Melbourne’s nor<strong>the</strong>rn suburbs to a job<br />

hauling boxes at a warehouse in <strong>the</strong> west.<br />

Second Step Member: Every day I used to<br />

think "What <strong>the</strong> hell am I doing? This sucks,<br />

I hate it, I don’t want to do this," but I kept<br />

going, every day. They offered me something<br />

nobody ever would. They believed that<br />

I could do it. They trusted me, so I promised<br />

<strong>the</strong>m I would do it. So I had to.<br />

It’s that sort of drive that I think makes her<br />

such a wonderful employee today.<br />

Reporter: Be<strong>for</strong>e she l<strong>and</strong>ed in jail, she lived<br />

under this bridge in a drug addled haze. It<br />

was <strong>the</strong> miserable climax of a 15 year<br />

addiction that started with marijuana <strong>and</strong><br />

ended with ice. Her parents were alcoholics,<br />

her childhood was overshadowed by violence<br />

<strong>and</strong> neglect <strong>and</strong> she was sexually abused at<br />

<strong>the</strong> age of nine. Drugs helped ease <strong>the</strong> pain<br />

but led her into stealing, dealing <strong>and</strong><br />

prostitution. But 18 months on, her life has<br />

been trans<strong>for</strong>med. She now gets her highs<br />

jumping out of air planes, <strong>and</strong> has a new<br />

circle of friends <strong>and</strong> delights in <strong>the</strong> basics<br />

most of us take <strong>for</strong> granted.<br />

Second Step Member:<br />

Just <strong>for</strong> you, my friend.<br />

I live in a house; it’s got<br />

furniture inside it. I eat<br />

food, real food. I drive a<br />

car. I have money. Life is<br />

pretty good. I’m liking it.<br />

Reporter: She attributes her success to Toll’s<br />

Second Step program which over <strong>the</strong> past<br />

seven years has employed 132 people with a<br />

drug or criminal history looking <strong>for</strong> a fresh<br />

start.<br />

Ruth Oakden, Chaplain, Toll Holdings:<br />

Sometimes helping someone be work ready is<br />

about ringing <strong>the</strong>m up, when I get up in <strong>the</strong><br />

morning say "Are you out of bed yet? I am". It’s<br />

a short-term getting someone started but it’s<br />

<strong>the</strong> kind of thing that stops someone getting<br />

into <strong>the</strong> work<strong>for</strong>ce <strong>the</strong>mselves. Because if <strong>the</strong>y<br />

miss <strong>the</strong> alarm on <strong>the</strong>ir first day at a new job<br />

<strong>the</strong>y haven’t got <strong>the</strong> supports in place, chances<br />

are <strong>the</strong>re’s not going to be a second day at <strong>the</strong><br />

new job.<br />

gives people like me hope.<br />

Hope that someone will<br />

believe in <strong>the</strong>m. That <strong>the</strong>y<br />

are willing to change. You<br />

can get out, <strong>and</strong> live a<br />

normal life.<br />

AS A GLOBAL LOGISTICS INDUSTRY LEADER <strong>TOLL</strong> AIMS TO BE A MODEL EMPLOYER FOR<br />

THE MORE THAN 35,000 PEOPLE WHO WORK FOR US AROUND THE WORLD. OUR<br />

CUSTOMERS EXPECT OUR TEAM TO BE THE MOST EFFICIENT AND PROFESSIONAL IN THE<br />

INDUSTRY AND WE ARE DETERMINED TO MEET THAT CHALLEN<strong>GE</strong>.<br />

Toll does not tolerate fraudulent or improper conduct by its<br />

employees or contractors. Importantly, <strong>the</strong> company does<br />

not tolerate reprisals against people who come <strong>for</strong>ward to<br />

disclose improper conduct.<br />

The Toll Disclosure Hotline is being implemented to fur<strong>the</strong>r<br />

enhance <strong>the</strong> reporting of fraud <strong>and</strong> improper conduct <strong>and</strong><br />

to complement <strong>the</strong> Toll Code of Practice.<br />

KEY POINTS<br />

Toll Disclosure Hotline is being introduced in Australia.<br />

Callers can remain anonymous or ask <strong>for</strong> <strong>the</strong>ir identity<br />

to be protected (<strong>the</strong> law does not allow <strong>the</strong> sharing of<br />

contact in<strong>for</strong>mation under <strong>the</strong>se circumstances).<br />

Callers cannot be victimised <strong>and</strong> reprisals will not be<br />

tolerated.<br />

In<strong>for</strong>mation will be professionally investigated.<br />

The Board of Toll will receive reports of fraud <strong>and</strong><br />

improper conduct <strong>and</strong> ensure appropriate action is<br />

taken.<br />

The Hotline provides an impartial process <strong>for</strong> employees (including subcontractors <strong>and</strong> agents)<br />

to report fraud <strong>and</strong> improper conduct <strong>and</strong> to allow a professional investigation. Given <strong>the</strong><br />

increasing size of Toll, <strong>the</strong> Disclosure Hotline provides reporting of fraud <strong>and</strong> improper conduct<br />

right up to <strong>the</strong> Board.<br />

Employees are encouraged to make disclosures in good faith knowing that <strong>the</strong>y have <strong>the</strong> support<br />

of <strong>the</strong> company to protect <strong>the</strong>m against victimisation, harassment, or discriminatory treatment.<br />

All disclosures will be investigated by <strong>the</strong> company to ensure appropriate action is taken where<br />

necessary. The Hotline does not remove responsibility of business units to manage instances of<br />

misconduct.<br />

Toll has also developed a Disclosure Protection Policy which will be made available to every<br />

employee, <strong>and</strong> fur<strong>the</strong>r details <strong>the</strong> types of serious misconduct that should be reported. This<br />

policy is designed to complement <strong>the</strong> normal channels <strong>for</strong> reporting any workplace issues to an<br />

employee’s immediate supervisor, business unit General Manager or HR Manager.<br />

The Toll Disclosure Hotline will be available across all states <strong>and</strong> territories of Australia. Please refer<br />

to <strong>the</strong> Toll Intranet under ‘Toll Disclosure Hotline’ <strong>for</strong> more in<strong>for</strong>mation on how you can access <strong>the</strong><br />

Hotline service <strong>and</strong> view a copy of <strong>the</strong> Disclosure Protection Policy when it becomes available.<br />

Dear Colleague<br />

In view of our company’s commitment to strong corporate governance, we are eager to<br />

maintain a culture in which employees are keen to engage <strong>and</strong> participate <strong>and</strong> in which<br />

workplace misconduct is identified <strong>and</strong> reported.<br />

To fur<strong>the</strong>r assist us in achieving this aim, <strong>and</strong> make it easier <strong>for</strong> employees to report<br />

misconduct, we are introducing an employee Disclosure Hotline service, <strong>for</strong> Toll.<br />

The Toll Disclosure Hotline is an independent <strong>and</strong> confidential, telephone, email, intranet, fax<br />

<strong>and</strong> mail service that provides a central channel <strong>for</strong> employees to report improper conduct in<br />

<strong>the</strong> workplace, like:<br />

<strong>the</strong>ft<br />

fraud<br />

improper conduct or o<strong>the</strong>r unethical behaviour.<br />

We want you to feel confident that you can report workplace fraud <strong>and</strong> improper conduct<br />

without fear of retribution or reprisal. To guarantee <strong>the</strong> Hotline’s independence, an external<br />

provider, Deloitte, is responsible <strong>for</strong> operating <strong>the</strong> Toll Disclosure Hotline service. When an<br />

employee makes a call to <strong>the</strong> Disclosure Hotline <strong>the</strong>y will be provided with a unique caller<br />

identification number. This number is <strong>the</strong> sole identifier of <strong>the</strong> call <strong>and</strong> <strong>the</strong> in<strong>for</strong>mation provided<br />

in relation to that call. The call management system does not record <strong>the</strong> callers originating<br />

phone number.<br />

Any call that you make to <strong>the</strong> Disclosure Hotline service will be dealt with by operators who are<br />

trained to ga<strong>the</strong>r <strong>and</strong> record sensitive in<strong>for</strong>mation from employees <strong>and</strong> stakeholders. A Deloitte<br />

Forensic Investigator will prepare a report based on <strong>the</strong> conduct disclosed <strong>and</strong> send this<br />

to Toll’s Disclosure Co-ordinator, located in <strong>the</strong> corporate office, who will <strong>the</strong>n decide how to<br />

fur<strong>the</strong>r investigate <strong>the</strong> matter.<br />

We are strongly committed to reducing <strong>and</strong> ideally eliminating workplace fraud <strong>and</strong> improper<br />

conduct. Consequently, we encourage you to use this service to report any fraud<br />

or improper conduct that you encounter in <strong>the</strong> workplace. I cannot emphasise enough that <strong>the</strong><br />

success of <strong>the</strong> Toll Disclosure Hotline will rely upon <strong>the</strong> support of all Toll employees <strong>and</strong><br />

subcontractors.<br />

GLUCK FORWARDING<br />

On 30 May, Toll acquired Gluck Forwarding –<br />

an Australian freight <strong>for</strong>warding agent,<br />

customs brokerage <strong>and</strong> clearance provider<br />

to Australian importers <strong>and</strong> exporters of<br />

ocean <strong>and</strong> air freight. Shipments between<br />

Australia <strong>and</strong> Asia represent more than<br />

75 percent of shipments h<strong>and</strong>led, with <strong>the</strong><br />

balance including shipments between<br />

Australia <strong>and</strong> North America <strong>and</strong> Europe.<br />

The Gluck service offer is particularly<br />

complementary to Toll’s existing capabilities<br />

<strong>and</strong> services in Australia <strong>and</strong> Asia <strong>and</strong> is an<br />

exciting addition to our cross-border<br />

capability. The business has a very strong<br />

team <strong>and</strong> an excellent network in line with<br />

our global <strong>for</strong>warding business model. Gluck<br />

Forwarding will be integrated within <strong>the</strong><br />

Australian operation of Toll Global Forwarding<br />

(TGF) <strong>and</strong> its <strong>for</strong>mer owners Mark Kellett <strong>and</strong><br />

Brendan Moloney, as well as o<strong>the</strong>r members<br />

of <strong>the</strong> Gluck senior management team will<br />

assume senior management positions<br />

within TGF.<br />

UNITED CARRIERS<br />

On 7 May, Toll signed a conditional purchase<br />

agreement to acquire United Carriers – a<br />

New Zeal<strong>and</strong> Northl<strong>and</strong> trucking company<br />

with an annual turnover of NZ$50 million,<br />

360 employees <strong>and</strong> 220 trucks.<br />

The highly complementary business will add<br />

significant value to Toll’s inter-modal road<br />

<strong>and</strong> rail business, <strong>and</strong> exp<strong>and</strong> our existing<br />

businesses in New Zeal<strong>and</strong> into Northl<strong>and</strong><br />

where our presence was previously limited.<br />

COURIER AUSTRALIA<br />

On 30 April, Toll acquired Courier Australia –<br />

a courier <strong>and</strong> express transport <strong>and</strong> logistics<br />

company, based in Western Australia –<br />

boosting Toll’s presence <strong>and</strong> scale in <strong>the</strong><br />

courier <strong>and</strong> express business segment.<br />

Courier Australia was established in 1959<br />

<strong>and</strong> employs over 600 people including<br />

independent contractors.<br />

AND TRANZ SCENIC WITH SETTLEMENT ON<br />

30 JUNE 2008. ALL OTHER <strong>TOLL</strong> OPERATIONS<br />

IN NEW ZEALAND INCLUDING <strong>TOLL</strong><br />

TRANZLINK, <strong>TOLL</strong> LOGISTICS, <strong>TOLL</strong> PRIORITY<br />

AND <strong>TOLL</strong> GLOBAL FORWARDING WILL<br />

CONTINUE TO BE OWNED AND OPERATED<br />

BY THE <strong>TOLL</strong> GROUP.<br />

It is now nearly five years since Toll became<br />

<strong>the</strong> majority shareholder in <strong>the</strong> company that<br />

was <strong>the</strong>n known as TranzRail. We completed<br />

a full takeover in 2007 after a lengthy st<strong>and</strong> off<br />

with a US investor.<br />

It has been an incredible journey since we<br />

arrived in October 2003. At that time <strong>the</strong><br />

company was close to insolvent <strong>and</strong> <strong>the</strong>re<br />

were mixed views from many of <strong>the</strong> staff<br />

about what <strong>the</strong> future held. I can still recall<br />

going to some of my first site meetings, <strong>the</strong><br />

issues that were raised, <strong>the</strong> comments about<br />

how you had heard it all be<strong>for</strong>e, <strong>and</strong> many<br />

of you could see no reason to believe that<br />

"<strong>the</strong>se people from across <strong>the</strong> ditch<br />

(Australians)" were going to be any different.<br />

It only seems like yesterday.<br />

From that precarious start I believe we<br />

(<strong>and</strong> I mean all of us), as Toll New Zeal<strong>and</strong><br />

have made a difference across all business<br />

units, a significant difference. We have been<br />

able to achieve long-term contracts with key<br />

customers who in <strong>the</strong> past had felt alienated<br />

<strong>and</strong> were very unsupportive of <strong>the</strong> old <strong>and</strong><br />

subsequently <strong>the</strong> new business. Instead<br />

of criticism coming from our customers,<br />

slowly we were able to turn things around<br />

<strong>and</strong> gain <strong>the</strong>ir support.<br />

Respected business leaders, including Solid<br />

Energy CEO Don Elder (one of our biggest<br />

customers) openly criticised <strong>the</strong> per<strong>for</strong>mance<br />

of rail. More latterly we have been openly<br />

thanked <strong>for</strong> our improved efficiencies <strong>and</strong><br />

per<strong>for</strong>mance. We have been able to improve<br />

capacity, per<strong>for</strong>mance <strong>and</strong> reliability across<br />

all sectors of <strong>the</strong> business <strong>and</strong> in doing so we<br />

have returned <strong>the</strong> business to a viable state.<br />

Along <strong>the</strong> way we have achieved many<br />

notable things <strong>and</strong> Hillside Engineering is a<br />

case in point. Prior to Toll taking over in 2003<br />

<strong>the</strong>y were on <strong>the</strong> verge of closure. In <strong>the</strong> four<br />

<strong>and</strong> a half years since, we have seen staff<br />

numbers double <strong>and</strong> recent long-term<br />

contracts gained ensure <strong>the</strong> future <strong>for</strong> <strong>the</strong><br />

Dunedin operation is bright. Toll Rail winning<br />

an EECA Energywise Award <strong>for</strong> fuel saving<br />

initiatives, record numbers travelling on <strong>the</strong><br />

Tranz Alpine, major improvements to <strong>the</strong><br />

Interisl<strong>and</strong>er ferry fleet, HR Corporate winning<br />

a national award, Toll Tranzlink’s technology<br />

award, major improvements in rail safety<br />

awareness <strong>and</strong> <strong>the</strong> establishment of <strong>the</strong> Chris<br />

Cairns Foundation are but just a few.<br />

However, without doubt <strong>the</strong> biggest highlight<br />

<strong>for</strong> me has been <strong>the</strong> dramatic change in <strong>the</strong><br />

culture of our staff. The negativeness has<br />

gone, <strong>the</strong> ‘can do’ attitude is alive <strong>and</strong> well<br />

<strong>and</strong> <strong>the</strong> pride in <strong>the</strong> uni<strong>for</strong>m is so evident. All<br />

of this is a result of <strong>the</strong> commitment that you,<br />

our fantastic staff, have given.<br />

As many of you would have heard on my<br />

recent site visits to update you on <strong>the</strong> sale,<br />

<strong>the</strong> sale has been one of <strong>the</strong> most difficult<br />

times in my working life. I have been incredibly<br />

humbled by <strong>the</strong> words, emails, letters <strong>and</strong><br />

calls I have personally received since <strong>the</strong> sale<br />

was announced. In my heart I didn’t want it to<br />

happen but we knew it was <strong>the</strong> only outcome<br />

that would sure up <strong>the</strong> future <strong>for</strong> our staff <strong>and</strong><br />

stakeholders.<br />

There was no doubt we all wanted clarity on<br />

<strong>the</strong> way <strong>for</strong>ward <strong>and</strong> this has now been<br />

achieved. So it’s with incredibly mixed<br />

emotions that we bid farewell to all those Toll<br />

employees who will transfer over to <strong>the</strong> new,<br />

Crown entity at <strong>the</strong> end of June. A new era<br />

will begin from July 1.<br />

As part of <strong>the</strong> sale transition agreement,<br />

I will be remaining with <strong>the</strong> new business,<br />

along with Grant Devonport our CFO, GGM<br />

Toll Rail Joe Garbellini <strong>and</strong> General Counsel<br />

Greg Steele. We will be seconded to <strong>the</strong><br />

<strong>Train</strong> <strong>and</strong> <strong>Ferry</strong> <strong>Whistles</strong> <strong>Blow</strong> <strong>for</strong> <strong>the</strong> <strong>Last</strong> <strong>Time</strong> Under<br />

Government to assist with a smooth transition<br />

to <strong>the</strong> new owner. It will be an exciting time,<br />

as plans <strong>for</strong> <strong>the</strong> future can be made with some<br />

clarity <strong>and</strong> we can all be part of <strong>the</strong><br />

resurrection of rail in New Zeal<strong>and</strong>.<br />

To our staff in <strong>the</strong> remaining Toll businesses,<br />

I think <strong>the</strong> way is now open <strong>for</strong> you also.<br />

Clarity now exists <strong>for</strong> your operations <strong>and</strong> <strong>the</strong><br />

acquisition of United Carriers can be no<br />

clearer indication of what lies ahead.<br />

In closing, may I extend to all of you my<br />

sincere thanks <strong>for</strong> <strong>the</strong> fantastic contribution<br />

you have all made to our business in New<br />

Zeal<strong>and</strong>. I am very proud of our achievements<br />

over <strong>the</strong> last four <strong>and</strong> a half years <strong>and</strong> you all<br />

The purpose of <strong>the</strong> conference was<br />

to help improve safety across <strong>the</strong><br />

Toll <strong>Group</strong> by sharing ideas <strong>and</strong> continue ef<strong>for</strong>ts in developing a<br />

consistent approach to safety across Toll.<br />

The conference was opened by Toll <strong>Group</strong> Managing Director Paul<br />

Little who presented <strong>the</strong> first Managing Director’s Award to Toll<br />

AutoLogistics <strong>and</strong> introduced Toll Safe as an approach to fur<strong>the</strong>r<br />

improve safety throughout <strong>the</strong> <strong>Group</strong>.<br />

Presentations were made by Toll CFO Neil Chatfield, Corporate Risk,<br />

business units from Australia <strong>and</strong> New Zeal<strong>and</strong> plus external speakers<br />

from BlueScope Steel <strong>and</strong> o<strong>the</strong>r specialists. As important as <strong>the</strong><br />

presentations were, it was <strong>the</strong> many syndicate discussions <strong>and</strong><br />

feedback sessions which took great advantage of sharing knowledge of<br />

<strong>the</strong> different levels of experience of <strong>the</strong> Risk Managers attending <strong>and</strong> to<br />

develop specific safety action plans <strong>and</strong> make use of <strong>the</strong> ideas. It also<br />

established a helpful network of Risk Managers across <strong>the</strong> Toll <strong>Group</strong>.<br />

Following an introduction presentation by Ken Gaunt on <strong>the</strong> Safety<br />

strategy of <strong>the</strong> <strong>Group</strong>, highlights of <strong>the</strong> business presentations were:<br />

Paul Anderson from Toll NZ outlining how <strong>the</strong>y improved <strong>the</strong> safety<br />

culture in <strong>the</strong>ir rail, road <strong>and</strong> ferry business through a focus on<br />

training, hazard management plus a health <strong>and</strong> wellbeing program.<br />

Don Mead from in2store also talked about raising safety awareness<br />

with programs to better involve all employees.<br />

Peter Howard provided an update on <strong>the</strong> transport of dangerous<br />

goods.<br />

The ‘Chain of Responsibility’ was explained by Phil Crook <strong>and</strong><br />

Kim Patrick.<br />

Peter McCormack from Virgin Blue Australia outlined <strong>the</strong> challenges<br />

of manual h<strong>and</strong>ling of luggage.<br />

Bob Lovf from Toll AutoLogistics outlined <strong>the</strong>ir extensive design<br />

improvements to <strong>the</strong>ir trailer designs <strong>and</strong> o<strong>the</strong>r technical<br />

improvements, plus fatigue management techniques, particularly<br />

<strong>for</strong> long distance drivers.<br />

Veronica Cooper from Toll Personnel talked about <strong>the</strong> value of careful<br />

recruitment <strong>and</strong> training plus <strong>the</strong> benefit to employees of good injury<br />

management.<br />

Phillip O’Connell from Toll Rail (NZ) talked about <strong>the</strong> specific safety<br />

challenges in <strong>the</strong> rail business <strong>and</strong> how <strong>the</strong>y apply <strong>the</strong>ir rail safety<br />

management system.<br />

Mary Vespa from SPD talked about <strong>the</strong> details of <strong>the</strong> successful SPD<br />

safety strategy <strong>and</strong> <strong>the</strong> establishment of a team to convert existing<br />

processes to make better use of <strong>the</strong> new National Safety Audit Tool<br />

being introduced in Australian industry.<br />

of LP Consulting outlined <strong>the</strong> benefits of planning crisis management.<br />

Peter Hobart <strong>the</strong> CEO of EDN’s (Enterprise Development Network)<br />

talked about <strong>the</strong> benefits of encouraging a safety culture within an<br />

organisation. Haydn Hewitt <strong>and</strong> Daryl Megna from AON presented <strong>the</strong><br />

benefits of risk profiling.<br />

An enlightening presentation was made by Belinda Jacobson from <strong>the</strong><br />

Amy Gillett Foundation about cycling <strong>and</strong> road safety. The consensus<br />

of <strong>the</strong> conference was to make better use of <strong>the</strong> numerous safety<br />

initiatives <strong>and</strong> materials developed within Toll <strong>for</strong> use by all businesses<br />

<strong>and</strong> to fur<strong>the</strong>r develop consistent safety procedures such as a safety<br />

audit criteria. This also applies to <strong>the</strong> development of safety training<br />

<strong>and</strong> <strong>the</strong> establishment of workshops to address key safety issues as<br />

<strong>the</strong>y arise.<br />

The assessments focus on <strong>the</strong> high energy<br />

usage areas within Toll <strong>and</strong> require a specific<br />

underst<strong>and</strong>ing of energy distribution in order<br />

to implement savings <strong>and</strong> <strong>the</strong>ir related costs.<br />

Toll has focused on its highest energy use<br />

areas namely road transport where variations<br />

in energy use are as large as 30 percent<br />

<strong>for</strong> <strong>the</strong> same vehicle type under different<br />

operating conditions.<br />

Toll IPEC ‘Greening’ <strong>the</strong> Way<br />

REDUCE THEIR ENVIRONMENTAL IM<strong>PA</strong>CT<br />

CHEAPLY AND EASILY, THANKS TO <strong>TOLL</strong><br />

IPEC IN WA.<br />

Toll IPEC, in partnership with <strong>the</strong> Department<br />

of Environment <strong>and</strong> Conservation’s (DEC)<br />

CleanRun project, has just completed a world<br />

first trial to reduce emissions in <strong>the</strong> transport<br />

sector through driver behaviour change. The<br />

trial worked with drivers to voluntarily reduce<br />

unnecessary idling.<br />

DEC has designed a program based on <strong>the</strong><br />

trial outcomes that it is now rolling out with<br />

o<strong>the</strong>r transport companies. It is expected<br />

The same energy assessment was conducted<br />

on Toll Shippings’ ‘Victorian Reliance’ where<br />

identifying <strong>the</strong> ship’s fuel usage under normal<br />

operating conditions have detected fur<strong>the</strong>r<br />

potential energy saving areas that meet<br />

program compliance.<br />

In our Facilities area, Toll is about to engage<br />

energy consultants to identify site energy use<br />

<strong>and</strong> finally Toll will investigate <strong>the</strong> energy use<br />

requirements of our aircraft having similar<br />

varying conditions as shipping.<br />

All results of energy assessments will be<br />

discussed with specific Business Unit<br />

management representatives aiding in<br />

identifying potential financial savings against<br />

a Return-On-Capital Investment period.<br />

WHY IS REPORTING SO IMPORTANT?<br />

Current environment reporting is evolving to<br />

meet <strong>the</strong> requirements of a National Emission<br />

that future participants will reduce idling<br />

times by an average of three hours per week,<br />

during pick-ups, deliveries <strong>and</strong> while waiting<br />

in line.<br />

Over a year, each 3-tonne truck driver can<br />

save 200 litres (AU$300) worth of diesel<br />

emissions from polluting Perth’s air including<br />

half a tonne of CO2. These amounts increase<br />

significantly in 4 <strong>and</strong> 5-tonne trucks that are<br />

common in commercial fleets.<br />

If a fleet of 80 3-tonne truck drivers were to<br />

reduce idling times by three hours each this<br />

would save almost 16,000 litres (AU$25,000)<br />

worth of diesel emissions <strong>and</strong> 45 tonnes of<br />

CO2 emissions each year. These dollar figures<br />

are based on a diesel price of $1.60 per litre<br />

but prices are steadily on <strong>the</strong> rise.<br />

consumption but also<br />

sees a ‘bigger picture’<br />

in terms of <strong>the</strong> o<strong>the</strong>r<br />

benefits of this trial.<br />

Trading Scheme (Carbon Trading). The<br />

scheme will be supported by <strong>the</strong> National<br />

Greenhouse <strong>and</strong> Energy Reporting (N<strong>GE</strong>R)<br />

program, designed to combine our existing<br />

environment programs <strong>and</strong> introduce more<br />

stringent reporting <strong>and</strong> emission management<br />

requirements.<br />

To meet <strong>the</strong>se requirements Toll has<br />

structured environment management around<br />

two specific requirements: ensuring emission<br />

<strong>and</strong> energy use are accurately reported <strong>and</strong><br />

managed effectively.<br />

Toll’s first step utilises <strong>GE</strong>MS (Greenhouse<br />

Emission Management System) providing<br />

emission <strong>and</strong> energy use data per business<br />

unit against <strong>the</strong> relative emission source<br />

whilst providing Toll’s Treasury <strong>and</strong> Tax<br />

department with an emission tracking<br />

capability against a known carbon trading<br />

scheme target or value.<br />

"The most important aspects of this trial are<br />

<strong>the</strong> environmental <strong>and</strong> health benefits. The<br />

trial has given drivers a broader underst<strong>and</strong>ing<br />

of <strong>the</strong> issues involved as well as created a bit<br />

of camaraderie between <strong>the</strong>m," Kenton said.<br />

"The fuel savings are significant but it’s more<br />

of an add-on bonus <strong>for</strong> companies."<br />

The behaviour change program is being<br />

offered free of charge to transport companies,<br />

or o<strong>the</strong>r suitable organisations, that want to<br />

be involved. Kenton can see this program<br />

taking off across Perth's industrial district.<br />

"The next step could be to<br />

create an ‘idle-free’ zone<br />

across <strong>the</strong> Forrestfield<br />

<strong>and</strong> Kewdale industrial<br />

area using Toll as <strong>the</strong><br />

example," he said.<br />

"Most companies <strong>the</strong>se days have<br />

environmental statements <strong>and</strong> <strong>the</strong>y will do<br />

whatever <strong>the</strong>y can do to live up to those<br />

statements. I’m sure many will take on <strong>the</strong>se<br />

kinds of programs."<br />

A fur<strong>the</strong>r encouraging result of <strong>the</strong> trial<br />

is that 79 percent of drivers said <strong>the</strong>ir<br />

Between July 2007 <strong>and</strong> January 2008,<br />

over 26,000 passengers travelled on <strong>the</strong><br />

scenic train journey, <strong>and</strong> in <strong>the</strong> 2007 year<br />

alone each service carried an increase<br />

John Pohe became <strong>the</strong> first Maori pilot of <strong>the</strong> NZRAF <strong>and</strong> a leader<br />

of aircrews in <strong>the</strong> skies over Europe in World War II. Today, he is<br />

considered one of this country’s greatest war heroes. On 22 September<br />

1943, John Pohe l<strong>and</strong>ed his severely damaged aircraft in pitch dark in<br />

<strong>the</strong> English Channel – a feat British historians’ claim was exceptional<br />

to achieve. It led to his German capture <strong>and</strong> contribution to one of <strong>the</strong><br />

most famous events of <strong>the</strong> Second World War, The Great Escape.<br />

On 31 March 1944, John Pohe’s extraordinary life came to a tragic end.<br />

He was placed in front of a German firing squad. Pohe removed his<br />

blindfold <strong>and</strong> faced his executioners in <strong>the</strong> eye.<br />

The story of John Pohe was made into a documentary that premiered<br />

recently in his hometown, Taihape.<br />

Now well into his 80s, Tom flew out with his wife from Canada<br />

specifically to attend <strong>the</strong> premier <strong>and</strong> Toll NZ was only more than<br />

happy to grant a ‘request to host him on <strong>the</strong> Overl<strong>and</strong>er down<br />

to Taihape’. He <strong>and</strong> his wife were overwhelmed by <strong>the</strong> hospitality<br />

shown to him by <strong>the</strong> Tranz Scenic staff with a highlight being <strong>the</strong><br />

chance to travel in <strong>the</strong> cab of <strong>the</strong> train <strong>for</strong> a short distance.<br />

About 10 containers of <strong>the</strong> export lime will now be h<strong>and</strong>led by <strong>the</strong><br />

division each working day, complementing <strong>the</strong> existing movement of<br />

domestic lime to <strong>the</strong> Glenbrook Steel Mill, says Toll Rail Regional<br />

Sales Executive Kevin Harrison.<br />

"McDonald’s Lime wanted <strong>the</strong> certainty of moving <strong>the</strong> cargo daily,<br />

Monday to Friday, ensuring it arrived on time at Mount Maunganui,<br />

<strong>and</strong> of course <strong>the</strong>re had to be cost competitiveness," he says.<br />

"Toll Rail had to deploy heavy-rated flat-deck wagons capable<br />

of carrying <strong>the</strong> very weighty containers full of lime, <strong>and</strong> also<br />

guarantee <strong>the</strong> movements direct from <strong>the</strong> plant to <strong>the</strong> wharves."<br />

Kevin says Toll Rail had to tackle how to load <strong>the</strong> containers in<br />

<strong>the</strong> tight space available at McDonald’s Lime sidings <strong>and</strong> also<br />

needed to reach arrangement with <strong>the</strong> stevedoring company at<br />

Mount Maunganui to expedite <strong>the</strong> ‘turn’ on <strong>the</strong> fixed daily pool of<br />

wagons.<br />

McDonald’s Lime Commercial Manager Andy Campbell says his<br />

company has been 'pleasantly surprised' at how quickly <strong>the</strong> contract<br />

came toge<strong>the</strong>r.<br />

"We’ve found <strong>the</strong> entire team at Toll Rail to be very attuned to our<br />

needs <strong>and</strong> responsive to meeting our requirements," he says.<br />

Toll Rail Commercial General Manager Aaron Temperton adds <strong>the</strong><br />

deal is positive in view of <strong>the</strong> Government’s policy to shift longdistance<br />

freight from road to rail.<br />

Tranz Scenic Makes Life Cruisey <strong>for</strong> Ship Passengers Toll Tranzlink Family Fun Day 2008<br />

OF NEW ZEALAND THAN THE COASTLINE ARE FLOCKING TO<br />

A total of 32 charters from Lyttelton to Arthurs Pass have been<br />

scheduled to run during <strong>the</strong> current cruise ship season, which began<br />

at <strong>the</strong> end of September <strong>and</strong> extends through to April, with over 3500<br />

passengers having taken <strong>the</strong> trip up to <strong>the</strong> end of February.<br />

Options include <strong>the</strong> deluxe tour where morning tea is taken on <strong>the</strong><br />

train <strong>and</strong> an up market lunch is provided in a marquee at Klondyke<br />

corner, in <strong>the</strong> spectacular setting of Arthurs Pass National Park,<br />

<strong>and</strong> a st<strong>and</strong>ard tour where passengers receive a boxed lunch on<br />

board <strong>the</strong> train.<br />

Some excursions are return <strong>and</strong> some<br />

one-way, with buses being used on one<br />

leg of <strong>the</strong> journey to provide passengers<br />

with a different tour experience.<br />

Tranz Scenic South Isl<strong>and</strong> Passenger Services Manager Tony<br />

McManus says <strong>the</strong> rail excursions have proved a big success.<br />

"They began about 10 years <strong>and</strong> originally passengers were conveyed<br />

on <strong>the</strong> normal Tranz Alpine service departing from <strong>the</strong> Christchurch<br />

railway station," he says.<br />

"However this did not allow <strong>for</strong> a return service as <strong>the</strong> Tranz Alpine<br />

returned too late <strong>for</strong> <strong>the</strong> cruise ship departure time.<br />

"So we began special excursions departing from Lyttelton, where <strong>the</strong><br />

passengers just take a short coach shuttle from <strong>the</strong> ship side to<br />

Cruising is in a massive growth phase with more <strong>and</strong> more cruise<br />

ships coming to New Zeal<strong>and</strong>, <strong>and</strong> tour operators are keen to see<br />

more excursion options offered during <strong>the</strong> port calls.<br />

One of <strong>the</strong> major tour operators, Renaissance, is a big supporter of <strong>the</strong><br />

Tranz Scenic excursions, having booked about 50 percent of <strong>the</strong> seats<br />

taken on <strong>the</strong> services this season.<br />

Tony says <strong>the</strong> service is popular because it provides something<br />

different <strong>for</strong> <strong>the</strong> passengers.<br />

"Depending on <strong>the</strong> tour operator, <strong>the</strong>re are various optional extras<br />

available including a farm visit <strong>and</strong> a jet boat ride. They see something<br />

of rural New Zeal<strong>and</strong> <strong>and</strong> our scenery. Already, we are looking<br />

<strong>for</strong>ward to 2008 / 09 – indications are it will be a record season!"<br />

Toll Contract Logistics Awarded Woolworths Contract<br />

WOOLWORTHS HAS AWARDED <strong>TOLL</strong> CONTRACT LOGISTICS A<br />

FIVE YEAR CONTRACT FOR THE DELIVERY OF PRIMARY AND<br />

SECONDARY FREIGHT BETWEEN ITS THREE DISTRIBUTION CENTRES<br />

AND MORE THAN 170 STORES ACROSS GREATER SYDNEY.<br />

Each week, 180 full time staff <strong>and</strong> subcontractors will cover 175,000<br />

kilometres <strong>and</strong> deliver 2.5 million cartons making up 31,000 pallets.<br />

Store deliveries are comprised of meat, produce, seafood <strong>and</strong> dairy<br />

products under temperature control <strong>and</strong> dry goods from general<br />

merch<strong>and</strong>ise, grocery <strong>and</strong> liquor.<br />

Grocery Manager NSW, Mick Cronin, said experience <strong>and</strong> Toll’s<br />

proven record in meeting industry best practice OTD requirements<br />

were key points of differentiation during <strong>the</strong> tender process.<br />

Paying particular note of <strong>the</strong> hard work <strong>and</strong> experience of senior<br />

management, local operations <strong>and</strong> business development team,<br />

Mr. Cronin said head office staff provided tremendous support<br />

throughout <strong>the</strong> tender process.<br />

"There was fierce competition to secure such a high profile contract.<br />

As <strong>the</strong> incumbent carrier, we are pleased that <strong>the</strong> hard work of our<br />

With a new contract comes a new fleet <strong>and</strong> Contract Logistics has<br />

selected Mercedes Benz as <strong>the</strong> supplier of fifty new prime movers.<br />

per<strong>for</strong>mance criteria including efficiency, driver com<strong>for</strong>t <strong>and</strong> suitability<br />

harmful nitrogen oxide emissions. The additive, called Adblue, is a<br />

non-toxic product that helps convert nitrogen oxides to nitrogen <strong>and</strong><br />

water vapour.<br />

With strong per<strong>for</strong>ming operations in Perth <strong>and</strong> Adelaide, <strong>the</strong> Contract<br />

Logistics team is looking <strong>for</strong>ward to continued close ties <strong>and</strong> joint<br />

process improvement initiatives with one of Australia’s largest<br />

retailers.<br />

Contract Logistics acquired <strong>the</strong> Woolworths contract in 2001 following<br />

<strong>the</strong> acquisition of Finemores Transport. Many <strong>for</strong>mer Finemores staff<br />

Toll Transitions’ successful relationship with Ford Australia continues<br />

beyond fifteen years following recent contract re-negotiations. Toll<br />

Transitions has been Ford Australia’s preferred relocation service<br />

provider since 1995 <strong>and</strong> successfully manages <strong>the</strong> seamless relocation<br />

of over 200 Ford employees <strong>and</strong> <strong>the</strong>ir families annually, domestically<br />

OUR CUSTOMERS. STREAM’S RATING SYSTEM, THE FIRST OF ITS<br />

TYPE IN AUSTRALIA, USES A WEIGHTED APPROACH TO ASSESS THE<br />

STOCK <strong>PA</strong>PER RATING SYSTEM<br />

When we take on a new contract, typically we find that <strong>the</strong> customer<br />

is unaware of <strong>the</strong> paper stock, its origin or environmental rating.<br />

As a result, we have developed ordering processes <strong>and</strong> systems to<br />

capture paper stock in<strong>for</strong>mation <strong>for</strong> each <strong>and</strong> every print job, thus<br />

allowing our customers to make in<strong>for</strong>med decisions about paper<br />

usage <strong>and</strong> creating a baseline from which ongoing per<strong>for</strong>mance <strong>and</strong><br />

improvement can be measured. Sophisticated reporting <strong>for</strong>ms part of<br />

<strong>the</strong> system to report on such improvements.<br />

The rating system was developed by Stream to assist our customers<br />

overcome <strong>the</strong> confusion that surrounds <strong>the</strong> environmental credentials<br />

of paper stocks due to <strong>the</strong> many different environmental st<strong>and</strong>ards<br />

that are commonly used in Australia.<br />

INTRA-STATE NETWORK IN THE RIVERLAND AND SOUTH EAST<br />

Golden Riverl<strong>and</strong> Express has built a strong reputation over many<br />

years <strong>for</strong> providing express freight services to towns in regional SA<br />

<strong>and</strong> along <strong>the</strong> Murray River including North Western Victoria <strong>and</strong><br />

South Western NSW.<br />

John Moss founded Golden Riverl<strong>and</strong> Express in <strong>the</strong> late 1970s <strong>and</strong><br />

grew into a successful family run business since that time. John will<br />

continue to consult to Toll IPEC during a transition period.<br />

Along <strong>the</strong> way, Golden Riverl<strong>and</strong> acquired South East Express which<br />

provided an express parcel <strong>and</strong> pallet service to Mt Gambier in 2004<br />

Toll Sequencing Technology Helps Ford Australia<br />

Launch <strong>the</strong> New Falcon<br />

THE LONG-TERM STRATEGIC <strong>PA</strong>RTNERSHIP BETWEEN <strong>TOLL</strong><br />

AND FORD AUSTRALIA HAS BEEN FURTHER REINFORCED<br />

RECENTLY WITH THE COLLABORATIVE REVIEW OF FORD’S EVOLVING<br />

REQUIREMENTS TO MANA<strong>GE</strong> NEW COMPLEXITY IN THE<br />

BROADMEADOWS ASSEMBLY PLANT BY MINIMISING ON-LINE<br />

INVENTORY HOLDINGS OF COMPONENTS.<br />

With <strong>the</strong> successful launch of Ford’s new model Falcon in April 2008,<br />

increasing overseas component volumes <strong>and</strong> Ford’s preparations <strong>for</strong><br />

<strong>the</strong> proposed launch of <strong>the</strong> Ford Focus in 2011, Ford’s strategy is to<br />

maximise <strong>the</strong> effectiveness of critical space in <strong>the</strong> core manufacturing<br />

areas. Sequencing material to <strong>the</strong> assembly line is one of <strong>the</strong> most<br />

effective ways to achieve this goal.<br />

Over a period of six months Toll AutoLogistics Components has worked<br />

closely with Ford’s Material Planning <strong>and</strong> Logistics (MP&L) operations<br />

<strong>and</strong> Purchasing department on analysing materials strategies <strong>for</strong> over<br />

40 different commodities (groups of parts) that supply <strong>the</strong> Ford assembly<br />

line. The project objective was to determine <strong>the</strong> commodities that made<br />

<strong>the</strong> most operationally logical <strong>and</strong> economical sense to supply from <strong>the</strong><br />

Toll Logistics Optimisation Centre (LOC) located on <strong>the</strong> Ford property<br />

line in Campbellfield, Melbourne.<br />

Once <strong>the</strong> study was complete, Toll entered into a competitive process<br />

15m line side each side – 6 Delivery Points.<br />

Operator has to select <strong>the</strong> correct shocker from 15 different types spread over<br />

15m of pick face (replicated on o<strong>the</strong>r side).<br />

Mixture of stock <strong>and</strong> pick locations.<br />

Sequencing<br />

IN ORDER FOR FORD TO MANA<strong>GE</strong> MUCH MORE COMPLEXITY<br />

AND HOLD LESS STOCK, THEY MUST RECEIVE <strong>PA</strong>RTS IN THE<br />

EXACT SEQUENCE OF THE CARS BEING ASSEMBLED. THIS IS NO<br />

SMALL TASK AS CARS OF ALL STYLES PRODUCED (FALCON, UTE,<br />

STATION WAGON, TERRITORY) WITH ALL DIFFERENT OPTIONS AND<br />

COLOURS COME DOWN THE ASSEMBLY LINE IN A CONSTANTLY<br />

VARIABLE ORDER AND THIS MEANS THAT RARELY WILL TWO<br />

IDENTICAL CARS BE PRODUCED IN A ROW.<br />

Ford in-plant inventories are replenished using a kanban 'pull' system<br />

from <strong>the</strong> local suppliers <strong>and</strong> from <strong>the</strong> overseas material stored at Toll’s<br />

Logistics Optimisation Centre (LOC) located directly at <strong>the</strong> Ford main<br />

<strong>and</strong> in February 2008 was awarded <strong>the</strong> sequencing contract <strong>for</strong><br />

22 commodities going to <strong>the</strong> Ford assembly line. These commodities<br />

include front <strong>and</strong> rear shock absorbers, front springs, speakers, muffler<br />

components, door trim parts <strong>and</strong> o<strong>the</strong>r exterior trim parts. The Toll LOC<br />

has currently launched 15 of <strong>the</strong> 22 commodities <strong>and</strong> plans to have all<br />

work in place be<strong>for</strong>e <strong>the</strong> end of June.<br />

<strong>Time</strong> is of <strong>the</strong> essence, <strong>the</strong> lead time from when Ford orders <strong>the</strong><br />

sequenced parts from Toll to <strong>the</strong> time <strong>the</strong> parts are installed onto <strong>the</strong> car<br />

can be as little as 70 minutes. Key to Toll’s service offering to Ford <strong>for</strong><br />

this project was <strong>the</strong> implementation of a new sequencing system, TASS<br />

(Toll Automotive Sequencing System). TASS provides <strong>the</strong> in<strong>for</strong>mation<br />

<strong>and</strong> processes to allow <strong>the</strong> Toll operators to flawlessly manage <strong>the</strong><br />

minute to minute actions in providing this service to Ford.<br />

The Toll Sequencing service supports <strong>the</strong> lean manufacturing goals<br />

of Ford of Australia by eliminating waste <strong>and</strong> non value add activities<br />

at <strong>the</strong> most important part of <strong>the</strong> Ford process – <strong>the</strong> assembly line. In<br />

<strong>the</strong> pictures below it is clear how much space can be saved on <strong>the</strong><br />

assembly line <strong>and</strong> this provides Ford with added flexibility lineside <strong>and</strong><br />

reduces complexity <strong>for</strong> <strong>the</strong> line operator when selecting parts <strong>for</strong><br />

installation. This work will allow Ford to retain <strong>the</strong> competitive edge<br />

<strong>and</strong> flexibility required to build a wide range of high quality vehicles now<br />

<strong>and</strong> in <strong>the</strong> future.<br />

parts from suppliers two, four or eight times per day. This means <strong>the</strong> car<br />

assembly plant must hold between two to eight hours of inventory per<br />

part at any given time. To fur<strong>the</strong>r reduce <strong>the</strong> inventories in <strong>the</strong> assembly<br />

plant <strong>and</strong> have less material at <strong>the</strong> Ford assembly line led Ford to turn to<br />

Toll’s solution <strong>for</strong> Externally Sequencing Parts (ESP) which allows <strong>for</strong><br />

increased frequency of deliveries to <strong>the</strong> plant.<br />

THE WAY THE SEQUENCING PROCESS WORKS<br />

Toll manages <strong>the</strong> material stock holdings from both local <strong>and</strong> overseas<br />

suppliers to ensure that all materials are available as required but<br />

inventories are kept at a minimum.<br />

The sequence of cars going down <strong>the</strong> Ford assembly line is finalised<br />

after <strong>the</strong> car bodies are painted in <strong>the</strong> Ford paint shop.<br />

As <strong>the</strong> car bodies leave <strong>the</strong> paint shop <strong>the</strong>y are given a particular list<br />

to review <strong>the</strong> system, process <strong>and</strong> design of existing outsourced<br />

operations.<br />

TASS operating parameters were <strong>the</strong>n benchmarked against <strong>the</strong><br />

st<strong>and</strong>ard of o<strong>the</strong>r sequencing operations <strong>and</strong> <strong>the</strong> final specifications<br />

were set.<br />

IT DEVELOPMENT AND EXECUTION PHASE<br />

Development <strong>and</strong> Customisation of <strong>the</strong> TASS software began in February<br />

this year <strong>and</strong> went live <strong>and</strong> operational in March 2008. Through <strong>the</strong><br />

development stage <strong>the</strong> key process objectives were to ensure continuous<br />

<strong>and</strong> flawless operations. This meant that <strong>the</strong> system would need to be fully<br />

error proofed to ensure that <strong>the</strong> team members could not make a mistake<br />

<strong>and</strong> place parts in <strong>the</strong> wrong order. Diligent process design including<br />

barcode scanning of <strong>the</strong> components <strong>and</strong> proper material layouts has<br />

ensured <strong>the</strong> quality of service provided to Ford is of <strong>the</strong> highest level.<br />

Real <strong>Time</strong> Tracking via TASS web screen <strong>for</strong> visibility of part status includes colour<br />

alerts.<br />

of requirements <strong>for</strong> components <strong>and</strong> this identifies <strong>the</strong> exact list<br />

of options <strong>for</strong> each individual car order.<br />

Once <strong>the</strong> car body has had been assigned an order <strong>the</strong> in<strong>for</strong>mation <strong>for</strong><br />

that car <strong>and</strong> <strong>the</strong> sequence <strong>the</strong> car is in relative to all <strong>the</strong> o<strong>the</strong>r cars is<br />

scanned into <strong>the</strong> Ford IT system which <strong>the</strong>n communicates to <strong>the</strong> Toll<br />

TASS System.<br />

TASS breaks down <strong>the</strong> order from Ford <strong>and</strong> communicates to <strong>the</strong> Toll<br />

sequencing operators <strong>the</strong> exact next parts to ship to Ford via h<strong>and</strong><br />

held RF scanners.<br />

All parts are picked <strong>and</strong> TASS aids <strong>the</strong> Toll sequence operator to error<br />

proof <strong>the</strong> process by assisting to check <strong>the</strong> parts in each stillage <strong>and</strong><br />

<strong>the</strong>n ensure that each stillage is sent to Ford in <strong>the</strong> correct order.<br />

TASS continuously monitors <strong>the</strong> movements of <strong>the</strong> Ford assembly line<br />

to help Toll operations manage <strong>the</strong> exact amount of material at Ford<br />

– never too little nor too much.<br />

The o<strong>the</strong>r key objective is to ensure that <strong>the</strong> systems operations<br />

have 100 percent uptime. Failsafes <strong>and</strong> redundant process include<br />

separate systems test environments, completely duplicated hardware<br />

arrangements, completely redundant network connections to Ford, <strong>and</strong><br />

emergency electrical generators with uninterruptible power supplies.<br />

Above all, <strong>the</strong> key to <strong>the</strong> integrity <strong>and</strong> accuracy of <strong>the</strong> operation is <strong>the</strong><br />

people who use <strong>the</strong> system each day. Great ef<strong>for</strong>ts were taken with this<br />

new team to ensure that <strong>the</strong> processes were intuitive <strong>and</strong> easy to use.<br />

Once <strong>the</strong> processes were set all team members were taught how to use<br />

<strong>the</strong> system <strong>and</strong> were given extensive h<strong>and</strong>s on training <strong>and</strong> cross<br />

training on different parts of <strong>the</strong> operation. So far <strong>the</strong> team has excelled<br />

in <strong>the</strong> use of <strong>the</strong> system <strong>and</strong> will be able to support new members as <strong>the</strong><br />

team grows.<br />

TASS – THE SYSTEM<br />

Provides production control <strong>and</strong> direction <strong>for</strong> sequencing / picking,<br />

container movement <strong>and</strong> shipping.<br />

Ford broadcasts real-time orders, in job number order (sequence)<br />

which include all <strong>the</strong> component requirements.<br />

TASS organises <strong>the</strong> parts in<strong>for</strong>mation about <strong>the</strong> part sequence into<br />

outbound shipping stillages.<br />

Orders are sent by TASS to sequence operators via portable RF<br />

scanning to pick <strong>the</strong> parts <strong>and</strong> load into <strong>the</strong> stillages in <strong>the</strong> correct<br />

sequence.<br />

TASS prints pick list if applicable <strong>and</strong> also prints run sheets <strong>and</strong><br />

stillage labels <strong>for</strong> material h<strong>and</strong>lers.<br />

This system provides tracking of all transactions from RF scanners,<br />

including error messages generated.<br />

The goal of TASS is to provide an error proofing system which<br />

prevents customer defects <strong>and</strong> / or downtime.<br />

All transactions are posted in real-time.<br />

Ultimately TASS simplifies assembly activity within <strong>the</strong> plant by<br />

increasing ease of fitment <strong>for</strong> Ford.<br />

Historically Ford Australia has utilised three different pieces of<br />

transport equipment over two shifts to deliver panels from <strong>the</strong> Plant 2<br />

assembly operation into <strong>the</strong> Plant 1 Bodyshop at Broadmeadows.<br />

In July 2007 Ford outsourced this task to Toll AutoLogistics which<br />

involved a project to develop a customised piece of equipment to<br />

cater <strong>for</strong> <strong>the</strong> unique environment in which Ford was operating.<br />

Comply with all regulatory requirements (OH&S <strong>and</strong> load restraint).<br />

After four months of investigation <strong>and</strong> development, a concept was<br />

submitted <strong>and</strong> approved by Ford. As a result <strong>and</strong> in collaboration with<br />

Ford <strong>and</strong> Maxitrans, Toll AutoLogistics has built <strong>and</strong> deployed two<br />

customised semi trailers.<br />

EQUIPMENT FEATURES<br />

Specifically designed to shuttle panels between Plant 2 <strong>and</strong> Plant 1<br />

at Ford Broadmeadows.<br />

The trailer includes a second well at <strong>the</strong> rear behind <strong>the</strong> axle to<br />

allow <strong>for</strong> additional capacity required to fit <strong>the</strong> oversized Ford<br />

racks.<br />

Ultra low drop in <strong>the</strong> two wells creating greater aperture.<br />

No curtain on one side supporting faster cycle times.<br />

An air operated hinged roof that provides greater aperture on <strong>the</strong><br />

open side allowing unrestricted access to <strong>the</strong> racks <strong>and</strong> again<br />

improving <strong>the</strong> turnaround times.<br />

The load restraint mechanism is built into <strong>the</strong> roof, which moves<br />

out of <strong>the</strong> way when <strong>the</strong> roof is lifted / pivoted up.<br />

deployment <strong>and</strong> installation of new terminals as well as facilitating<br />

any required replacements of terminals or equipment. The entire<br />

system is controlled electronically by TechServ’s distribution system.<br />

On 19 February ANSTO / ARI were due to receive a delivery of <strong>the</strong> Isotope<br />

Mo99m from South Africa, which would be processed to manufacture<br />

Tc99m generators on 20-21 February. These products would normally<br />

be delivered to Toll Priority early Thursday afternoon, <strong>for</strong> delivery on<br />

Friday morning.<br />

Un<strong>for</strong>tunately, on this particular occasion <strong>the</strong> shipment was offloaded<br />

in Johannesburg, <strong>and</strong> was not expected to arrive at ANSTO / ARI until<br />

19:30 on Thursday 21st. This was obviously going to have an effect on<br />

deliveries to a number of <strong>the</strong>ir customers, in particular intrastate <strong>and</strong><br />

interstate customers.<br />

Toll Priority was contacted (David Maurice <strong>and</strong> Sue Nicolas) <strong>and</strong> asked<br />

if <strong>the</strong>y could help deliver <strong>the</strong>se shipments as close as possible to <strong>the</strong><br />

normal delivery time. Toll Priority staff believed that many of <strong>the</strong><br />

shipments could still be despatched on <strong>the</strong> ‘bank network’ <strong>and</strong> that most<br />

delivery schedules could be achieved.<br />

Arrangements were <strong>the</strong>n made <strong>for</strong> ANSTO / ARI staff to work through<br />

Thursday night, eventually delivering <strong>the</strong> shipments to Toll Priority Bankstown<br />

at 04:24 on Friday morning. By utilising Toll Priority’s time-critical network,<br />

all deliveries were made within <strong>the</strong> next six hours. Some were little more<br />

than two hours – Tamworth was delivered at 06:48 <strong>and</strong> Canberra 06:26.<br />

A combination of <strong>the</strong> outst<strong>and</strong>ing ef<strong>for</strong>t of many ARI staff <strong>and</strong> huge<br />

contribution from Toll Priority staff produced great results with minimum<br />

impact on most ARI customers <strong>and</strong> <strong>the</strong>ir patients.<br />

Airlines <strong>and</strong> had built a reputation <strong>for</strong> efficient,<br />

quality customer service. The Aero-Care staff<br />

transitioned into <strong>the</strong> Toll Dnata family with ease<br />

<strong>and</strong> we welcome <strong>the</strong>m as we look to cement<br />

our growth in Australian ground services.<br />

Skystar was an established international<br />

ground h<strong>and</strong>ling business in Perth <strong>and</strong><br />

Brisbane. The acquisition of Skystar<br />

(International Services) provides Toll Dnata <strong>the</strong><br />

complete national coverage <strong>for</strong> passenger <strong>and</strong><br />

ramp h<strong>and</strong>ling services in Australia. Skystar<br />

too had built a reputation <strong>for</strong> quality services<br />

TO ITS FLEET – ALBERT <strong>TOLL</strong>, A CONTAINER<br />

VESSEL AND <strong>TOLL</strong> SPD 3308, A SELF-PROPELLED<br />

AND SELF-DISCHARGING VESSEL.<br />

Albert Toll, named after <strong>the</strong> <strong>Group</strong>’s founder, is<br />

a geared container vessel with two pedestal<br />

cranes that can lift a combined load of<br />

80 tonnes. She is suitable <strong>for</strong> remote area<br />

operations where <strong>the</strong>re is no permanent port<br />

infrastructure. Albert Toll’s carrying capacity of<br />

344 TEU or 152 FEU complements Toll Logistics’<br />

fleet of feeder vessels enabling <strong>the</strong> company to<br />

provide shipping solutions to a diverse<br />

customer base.<br />

Toll SPD 3308 is <strong>the</strong> latest addition to Toll<br />

Logistics’ purpose-built fleet <strong>and</strong> supplements<br />

our coal transportation capabilities on major<br />

routes in Indonesia. With a load capacity of 9500<br />

tonnes, this self-propelled <strong>and</strong> self-discharging<br />

vessel is built to negotiate tight navigational<br />

conditions without any assist tugs. Toll SPD<br />

3308’s state-of-<strong>the</strong>-art design <strong>and</strong> technology,<br />

<strong>the</strong> first of its kind in Sou<strong>the</strong>ast Asia, allows <strong>for</strong><br />

IT HAS ALWAYS BEEN A<br />

NATIONAL SERVICE AND EVENTS, A LAUDABLE AND EXEMPLARY<br />

The invitation by <strong>the</strong> NDP Executive Committee to participate this year, as<br />

one of <strong>the</strong> only seven companies to march, indeed is ano<strong>the</strong>r milestone of <strong>the</strong><br />

Logistics Industry as we register our contribution in bolstering <strong>the</strong> economic<br />

rehearsal, <strong>the</strong>reby, we will be moving to <strong>the</strong> actual parade venue at <strong>the</strong><br />

Marina Bay to carry out <strong>the</strong> final combined rehearsals on 8 June, 2008.<br />

Government to prepare Humanitarian Aid (HA) to be sent to Myanmar<br />

at <strong>the</strong> earliest opportunity after Myanmar was hit by cyclone Nargis.<br />

coordinated <strong>for</strong> <strong>the</strong> HA’s cargoes to be air-freighted to Yangon<br />

Through participating in <strong>the</strong> NDP rehearsals, I have had <strong>the</strong> chance to<br />

develop greater rapport with my fellow colleagues. I have also fostered<br />

closer relationships <strong>and</strong> ties with friends from our Toll (Asia) sister<br />

companies – ST Logistics <strong>and</strong> Singapore Offshore Petroleum Services<br />

(SOPS) who are also participating in this special event.<br />

The morale of <strong>the</strong> contingent is superb <strong>and</strong> we will continue to work hard<br />

to fly <strong>the</strong> Toll flag high, <strong>and</strong> do <strong>the</strong> company proud as we celebrate <strong>the</strong><br />

National Day.<br />

I am <strong>the</strong> youngest member of <strong>the</strong><br />

contingent. Many of my seniors<br />

take care of me during training<br />

<strong>and</strong> I feel appreciated <strong>and</strong> have a<br />

great sense of belonging to <strong>the</strong><br />

group. This is my first time<br />

participating in <strong>the</strong> National Day<br />

Parade (NDP) <strong>and</strong> I am honoured to be representing my company.<br />

Through my NDP experience, I’ve learned values, such as, discipline <strong>and</strong><br />

care <strong>for</strong> o<strong>the</strong>rs. In <strong>the</strong> case of NPD, we need to follow comm<strong>and</strong>s <strong>and</strong><br />

International Airport.<br />

Governments HA’s package arrived in Yongan International Airport on<br />

<strong>the</strong> same day, <strong>and</strong> was h<strong>and</strong>ed over to <strong>the</strong> Myanmar’s government<br />

by Mr Robert Chua, Singapore’s Ambassador to Myanmar.<br />

Several more shipments of supplies are expected to be sent from<br />

Singapore to Yangon progressively after <strong>the</strong> first shipment. ST<br />

Logistics thanks <strong>the</strong> Ministry of Foreign Affairs <strong>for</strong> selecting it to be its<br />

logistics partner in this emergency relief assistance to Myanmar<br />

by <strong>the</strong> Government of Singapore <strong>and</strong> is proud to play a part in it.<br />

but of a lot of time, resources <strong>and</strong> perspiration that are put in each <strong>and</strong><br />

every year <strong>for</strong> <strong>the</strong> preparation to ensure <strong>the</strong> success of this Big Day.<br />

NDP is an annual event where<br />

most Singaporeans would want<br />

to participate, ei<strong>the</strong>r as a<br />

spectator or participant. This<br />

year, Toll Logistics (Asia) has <strong>the</strong><br />

privilege to be part of <strong>the</strong> NDP<br />

celebrations <strong>and</strong> I am honoured<br />

to be part of <strong>the</strong> team. From <strong>the</strong><br />

first meeting <strong>and</strong> short rehearsal<br />

at our company’s car park to <strong>the</strong><br />

weekend rehearsals at Nee Soon camp, we have had a lot of fun <strong>and</strong><br />

laughter. We have <strong>the</strong> opportunity to meet new friends from o<strong>the</strong>r<br />

contingents, such as: People’s Action Party (<strong>PA</strong>P), SembCorp, ERA <strong>and</strong><br />

National Trades Union Congress (NTUC). <strong>Last</strong> weekend, with <strong>the</strong> addition<br />

of <strong>the</strong> students’ uni<strong>for</strong>m groups joining <strong>the</strong> rehearsal, I am happy to<br />

witness this ‘NDP Family’ increasing in size. I would like to thank all <strong>the</strong><br />

trainers <strong>for</strong> <strong>the</strong>ir dedication <strong>and</strong> patience <strong>and</strong> I am looking <strong>for</strong>ward to <strong>the</strong><br />

rehearsal on <strong>the</strong> ‘floating plat<strong>for</strong>m’ soon.<br />

Toll Donates to Sichuan,<br />

China’s 8.0 Magnitude<br />

Earthquake Aid<br />

THE 2008 SICHUAN EARTHQUAKE (OTHERWISE KNOWN AS<br />

THE GREAT SICHUAN EARTHQUAKE OR THE WENCHUAN<br />

EARTHQUAKE) IS BELIEVED TO BE ONE OF THE DEADLIEST AND<br />

STRON<strong>GE</strong>ST EARTHQUAKES TO EVER HIT CHINA. THIS 8.0 MAGNITUDE<br />

EARTHQUAKE HAS RESULTED IN ABOUT 69,000 DEAD, ABOUT 380,000<br />

INJURED, ABOUT 19,000 LISTED AS MISSING AND HAS LEFT<br />

4.8 MILLION PEOPLE HOMELESS. FORTUNATELY, NO MEMBER OF OUR<br />

CHINESE OPERATIONS WERE INJURED IN THIS HORRIFIC EVENT.<br />

Immediately, <strong>the</strong> employees of Toll’s operations in China, ST-Anda<br />

organised a donation campaign in China with a total of S$25,000 being<br />

raised. On May 20, 2008, Toll Singapore also organised an internal fundraising<br />

to help victims of <strong>the</strong> Sichuan earthquake as part of our Corporate<br />

Social Responsibility (CSR) ef<strong>for</strong>ts. The total amount of donation collected<br />

was S$7,262; which has been channelled to <strong>the</strong> Red Cross Society <strong>for</strong><br />

putting towards relief operations.<br />

Pacorini Toll also contributed ano<strong>the</strong>r US$10,000 (about S$13,626) directly<br />

to <strong>the</strong> China Embassy to aid <strong>the</strong> rescue ef<strong>for</strong>ts. Altoge<strong>the</strong>r approximately<br />

S$46,000 was raised – hopefully <strong>the</strong>se donations will assist in bringing<br />

some temporary relief to <strong>the</strong> victims in Sichuan, China. Toll <strong>and</strong> its<br />

subsidiaries believe in helping <strong>the</strong> communities wherever we operate.<br />

KOTABARU. SOME 400 HOUSES WERE DESTROYED IN THE FIRE<br />

WHICH ALSO LEFT SOME 1200 PEOPLE HOMELESS.<br />

To assist <strong>the</strong> villagers who have lost <strong>the</strong>ir homes <strong>and</strong> belongings in <strong>the</strong><br />

massive fire, Toll Logistics recently donated 10,000,000 Indonesian<br />

rupiah (equivalent to approximately AU$1600) to <strong>the</strong> community.<br />

Said Wayne Hunt, President CEO of Toll Logistics – Asia, "While <strong>the</strong><br />

amount may not seem very much to us, it went a long way in helping<br />

<strong>the</strong> villagers get <strong>the</strong>ir lives back toge<strong>the</strong>r again. In <strong>the</strong>se areas, <strong>the</strong><br />

villagers lead frugal lives <strong>and</strong> <strong>the</strong>y do not require very much money to<br />

rebuild <strong>the</strong>ir homes."<br />

This donation is but one of <strong>the</strong> many ef<strong>for</strong>ts undertaken by Toll<br />

Logistics - Asia <strong>and</strong> its subsidiaries to help <strong>the</strong> communities wherever<br />

campaign to promote rail safety in New Zeal<strong>and</strong>. He said <strong>the</strong> money<br />

raised from <strong>the</strong> dinner would be used to exp<strong>and</strong> <strong>the</strong> 'Tracks are <strong>for</strong><br />

<strong>Train</strong>s' program to college students.<br />

Toll NZ Chief Executive David Jackson paid tribute to all drivers who<br />

have to deal with accidents on <strong>the</strong> rail network in his speech.<br />

Former Australian cricketer <strong>and</strong> now TV personality Simon O'Donnell<br />

was a special guest on <strong>the</strong> night <strong>and</strong> was more than happy to chat<br />

about racing to host Phil Lieshman.<br />

The Prime Minister reiterated her Government’s continued commitment<br />

to rail safety <strong>and</strong> applauded <strong>the</strong> ef<strong>for</strong>ts of <strong>the</strong> Chris Cairns Foundation<br />

in achieving so much in such a short time.<br />

In August Chris will walk from Auckl<strong>and</strong> to Rolleston where his sister<br />

Louise was killed after a truck drove through a crossing <strong>and</strong> hit<br />

<strong>the</strong> train she was travelling in. Two o<strong>the</strong>r young women also died in<br />

<strong>the</strong> crash.<br />

Team Toll Claims Sixth in Gruelling Event<br />

Our company's team of Mark Thomson, Andrew de L'Isle, Bruce<br />

Houghton <strong>and</strong> Gretchen Stone, came a creditable sixth out of<br />

40 teams in <strong>the</strong> event held earlier this month at Muriwai Beach north<br />

of Auckl<strong>and</strong>, says team member Bruce Houghton.<br />

"It was a long day with an early-morning start <strong>and</strong> <strong>the</strong>n <strong>the</strong> race lasted<br />

over seven hours <strong>and</strong> saw <strong>the</strong> team have to conquer all kinds<br />

of terrain both on foot <strong>and</strong> by bike," he says.<br />

"The team had first-class support from <strong>the</strong> back-up crew that included<br />

Paul Watene, Sonny Witana, Carol Hunter, Shelley Leuchars <strong>and</strong><br />

National Party Deputy Leader Bill English pictured<br />

with his wife Mary was just one of <strong>the</strong> many<br />

distinguished guests who attended <strong>the</strong> dinner.<br />

Toll NZ Skills Direct Manager Andy Graves says <strong>the</strong> objective was to<br />

raise <strong>the</strong> profile of Toll NZ <strong>and</strong> our associated business units, <strong>and</strong><br />

to educate <strong>the</strong> younger generation with a view to future recruitment.<br />

"Key roles were discussed with <strong>the</strong> students whilst training <strong>and</strong><br />

development, including apprenticeships <strong>and</strong> NZQA qualifications,<br />

were promoted," he says.<br />

"We had great support from <strong>the</strong> business units <strong>and</strong> are planning more<br />

fairs across <strong>the</strong> country."<br />

Project KPH was established by Leah Evans after she saw a young<br />

disabled man being bullied by teenagers at a motor sport event.<br />

"I was determined to make race-day a positive experience <strong>for</strong> people<br />

less advantaged than myself," says Leah.<br />

Consequently aiming to play host at two recent events in Levels Park<br />

herself unable to fund <strong>the</strong> transportation of herself, four-year-old son,<br />

gr<strong>and</strong>mo<strong>the</strong>r <strong>and</strong> car to <strong>and</strong> from Rotorua.<br />

However, Toll NZ responded positively to Leah’s plea <strong>and</strong> <strong>the</strong> party<br />

made <strong>the</strong> return journey across Cook Strait compliments of <strong>the</strong><br />

Interisl<strong>and</strong>er.<br />

IN MARCH 2007, <strong>TOLL</strong> DRIVER MALCOLM JONES DIED IN AN<br />

HORRIFIC COLLISION NOT FAR FROM TARCUTTA IN NSW. HE<br />

LEFT BEHIND HIS WIFE ANNETTE AND THEIR FOUR CHILDREN,<br />

DANIEL, JOSHUA, LUKE AND NAOMI. MALCOLM WAS JUSTIFIABLY<br />

PROUD OF HIS FAMILY, IN THEIR YOUNG LIVES HIS AND<br />

ANNETTE’S CHILDREN HAVE ACHIEVED AN ADMIRABLE LIST<br />

OF ACCOMPLISHMENTS. SECOND SON, JOSHUA’S MOST RECENT<br />

ACHIEVEMENT WOULD HAVE GIVEN HIM YET ANOTHER REASON<br />

Joshua who is in his third year of medicine at Monash University has<br />

been selected as one of 34 Australian medical students to represent<br />

Australia at <strong>the</strong> 29th Asian Medical Students’ Conference which will<br />

be held in Tokyo, Japan in July this year. He will join 500 o<strong>the</strong>r medical<br />

students from Thail<strong>and</strong>, Korea, Japan, Malaysia, Indonesia, Hong<br />

Kong, Taiwan, <strong>the</strong> United Kingdom, <strong>the</strong> Philippines, China, Bangladesh,<br />

Pakistan, India, Austria <strong>and</strong> Singapore to consider this year’s <strong>the</strong>me<br />

which is ‘Non-communicable Disease <strong>and</strong> Health Promotion’.<br />

Application to attend was open to all Australian Medical Students <strong>and</strong><br />

selection was based on a written application <strong>and</strong> resume. The<br />

delegation was selected by a panel consisting of three physicians <strong>and</strong><br />

academics. The conference relies on <strong>the</strong> delegates arranging<br />

sponsorship to fund <strong>the</strong>ir journey <strong>and</strong> <strong>the</strong> cost of attendance, <strong>and</strong> Toll<br />

<strong>Group</strong> Managing Director Paul Little was happy to offer Joshua Toll’s<br />

support. Without this corporate sponsorship c<strong>and</strong>idates’ like Joshua<br />

would not be able to attend <strong>and</strong> <strong>the</strong> Australian representation at <strong>the</strong><br />

conference would be significantly reduced.<br />

At <strong>the</strong> conference each country will present a paper highlighting <strong>the</strong><br />

pertinent issues relevant to an issue of concern within <strong>the</strong>ir own<br />

Sas, who is 55 years young said "age should be no barrier!" What<br />

a gutsy gal!<br />

This is an annual event that Sas joyfully never misses out on <strong>and</strong> this<br />

year celebrated her 5th year in fund raising <strong>for</strong> <strong>the</strong> Leukaemia<br />

Foundation, collecting this time an amazing $1860 from family, friends,<br />

management <strong>and</strong> staff. Even our faithful subbies generously parted<br />

with cash.<br />

Sas had fellow staff member Jodi Wood do <strong>the</strong> deed giving Sas a No.1<br />

shave all over but not without <strong>the</strong> help of site managers Robert Scott<br />

<strong>and</strong> Allan Bray also adding in <strong>the</strong>ir h<strong>and</strong>y work. Sas finished off with a<br />

coloured hair spray restoring a girly look once again.<br />

will focus on will cover <strong>the</strong> current public health issues of Diabetes<br />

<strong>and</strong> Cardiovascular disease.<br />

Joshua explained that <strong>the</strong>y will also be preparing a number of posters,<br />

to be displayed in several locations around Tokyo, including <strong>the</strong>ir City<br />

Hall <strong>and</strong> <strong>the</strong> Central Library. All delegates will partake in keynote<br />

lectures, workshops <strong>and</strong> community service activities that help enrich<br />

<strong>the</strong>ir learning as medical students.<br />

Joshua’s long term goal is to practice in neurosurgery but in <strong>the</strong> short<br />

term he hopes to work in third world countries. The experience <strong>and</strong><br />

opportunity of meeting with future doctors from so many o<strong>the</strong>r<br />

countries will be a potential gateway to some of <strong>the</strong>se goals through<br />

networking.<br />

"I have told people I want to be a doctor <strong>for</strong> as long as I can remember,<br />

<strong>and</strong> I believe it would have been about grade 5 that I became more<br />

strongly aware <strong>and</strong> vocal about it. I speak fluent Japanese as I lived in<br />

Japan <strong>for</strong> one year on exchange at a high school in Tokyo, <strong>and</strong> have<br />

studied <strong>the</strong> language since primary school. I achieved a perfect score<br />

in Year 12 Japanese in 2005.<br />

"I am extremely glad that Toll have decided to take an interest <strong>and</strong><br />

support what I feel will be a very valuable opportunity which will have<br />

many benefits <strong>for</strong> years to come."<br />

We can look <strong>for</strong>ward to hearing from Joshua again on his return later<br />

in <strong>the</strong> year. There is little doubt that he will make both Toll <strong>and</strong> his<br />

parents proud.<br />

group driver. Allan was extremely helpful <strong>and</strong><br />

kept <strong>the</strong> group going by doling out supplies<br />

Toll IPEC Delivers Red Noses<br />

<strong>TOLL</strong> IPEC IS PLAYING A MAJOR ROLE IN THE RUN UP TO THIS<br />

YEAR’S RED NOSE DAY ON 27 JUNE 2008, BY DELIVERING RED<br />

NOSES TO OVER 4600 LOCATIONS ACROSS AUSTRALIA. RED NOSE<br />

DAY IS SIDS AND KIDS BIG<strong>GE</strong>ST FUNDRAISING ACTIVITY EACH<br />

YEAR AND IN 2008 THEY CELEBRATE THEIR 21ST RED NOSE DAY<br />

CAM<strong>PA</strong>IGN.<br />

SIDS <strong>and</strong> Kids is a non-government funded charity, supporting families<br />

whose child has died from 20 weeks gestation to 6 years of age<br />

regardless of <strong>the</strong> cause of death. SIDS <strong>and</strong> Kids also fund research<br />

into infant death, <strong>and</strong> through <strong>the</strong>ir health promotion program assist in<br />

educating over 250,000 new parents in Australia each year in <strong>the</strong><br />

practices of safe sleeping babies <strong>and</strong> reducing <strong>the</strong> risk of SIDS.<br />

Christine DiPetta National Red Nose Day Manager contacted Toll to<br />

see if we could provide a cost effective means of distributing red<br />

noses to thous<strong>and</strong>s of stores <strong>and</strong> also manage <strong>the</strong> returns process <strong>for</strong><br />

unsold noses. A generous arrangement was quickly agreed to by<br />

SIDS <strong>and</strong> Kids <strong>and</strong> Mark Wing Young Development Manager – New<br />

Business at Toll IPEC in Melbourne was quick to put up his h<strong>and</strong> to<br />

look after planning <strong>for</strong> this major exercise <strong>and</strong> has worked closely with<br />

<strong>the</strong> SIDS <strong>and</strong> Kids team to ensure everything goes to plan.<br />

Since Red Nose Day’s introduction to Australia in 1988, SIDS <strong>and</strong> Kids<br />

has worked to increase public awareness in Australia. Fundraising<br />

activities have contributed over $15 million to research <strong>and</strong> education<br />

programs to date.<br />

PDL Toll Goes to Nigeria <strong>and</strong> Ethiopia <strong>for</strong> <strong>the</strong> UN PDL Toll wins <strong>the</strong> UN Fuel Contract in Timor<br />

PDL <strong>TOLL</strong> IS CONTRACTED TO THE UNITED NATIONS (UN) TO<br />

PROVIDE TRANSPORT SPECIALISTS ON THE GROUND WHEN<br />

A NATION DEPLOYS A SECURITY CONTIN<strong>GE</strong>NT TO A UN MISSION.<br />

Every UN mission is made up of various Troop Contributing Countries<br />

(TCCs). It is <strong>the</strong> responsibility of <strong>the</strong> UN’s Movement Control Section<br />

(UNMOVCON) to move that contingent from <strong>the</strong>ir home location to <strong>the</strong><br />

UN mission area.<br />

Under <strong>the</strong> direction of UNMOVCON in New York, PDL Toll regularly<br />

sends transport specialists to all corners of <strong>the</strong> globe to act as <strong>the</strong>ir<br />

representatives on <strong>the</strong> ground, in country. PDL Toll’s role is to assist<br />

<strong>the</strong> TCC in readying <strong>the</strong>ir contingent <strong>for</strong> deployment to <strong>the</strong> mission.<br />

Greg Jackson, PDL Toll Operations Manager, says, "There is a lot of<br />

work that goes on be<strong>for</strong>e you see troops <strong>and</strong> <strong>the</strong>ir equipment moving.<br />

The initial planning occurs at Headquarters UN, but once <strong>the</strong> plan<br />

is executed <strong>the</strong>re is also a lot of work to be done at <strong>the</strong> grass roots<br />

level be<strong>for</strong>e any movement can take place. Each contingent<br />

is responsible <strong>for</strong> preparing <strong>the</strong>ir equipment <strong>and</strong> personnel <strong>and</strong> this<br />

must take place be<strong>for</strong>e <strong>the</strong> transport resources sourced by <strong>the</strong> UN<br />

arrives. Our focus is <strong>the</strong> equipment <strong>and</strong> we are in country to ensure all<br />

of <strong>the</strong> equipment is prepared, packed <strong>and</strong> documented properly <strong>and</strong><br />

ready to meet <strong>the</strong> scheduled aircraft or vessel."<br />

In most cases <strong>the</strong> TCC cargo will move by sea or air <strong>and</strong> each mode<br />

has its own unique requirements. PDL Toll are specialists in both<br />

modes.<br />

Greg says, "We usually go in 10 days to a week be<strong>for</strong>e <strong>the</strong> first piece<br />

of equipment is due to move. Most TCCs do not have <strong>the</strong> expertise in<br />

preparing equipment <strong>for</strong> movement by sea or air <strong>and</strong> our job is to<br />

advise, supervise <strong>and</strong> inspect to ensure <strong>the</strong>ir cargo is ready, <strong>and</strong><br />

complies with international air <strong>and</strong> sea regulations."<br />

Currently PDL Toll is supporting <strong>the</strong> United Nations Assistance Mission<br />

in Darfur (UNAMID), <strong>and</strong> in March of this year PDL Toll sent two<br />

transport specialists to Nigeria <strong>and</strong> Ethiopia to assist those nations in<br />

preparing <strong>and</strong> moving <strong>the</strong>ir equipment. UNAMID has been <strong>the</strong> main<br />

focus of PDL Toll’s contract <strong>for</strong> almost 12 months with <strong>the</strong> expectation<br />

it will continue <strong>for</strong> some time to come.<br />

PDL Toll’s work with <strong>the</strong> UN on this contract gives PDL Toll international<br />

exposure <strong>and</strong> puts PDL Toll in places that parent company, Toll, has<br />

never been be<strong>for</strong>e. According to Jackson, "It shows an Aussie<br />

company is capable of reaching into places like Adis Ababa, Lagos<br />

<strong>and</strong> Karachi. I’ve been to all <strong>the</strong>se places with UNMOVCON <strong>and</strong><br />

let me tell you, you don’t see many Aussies on <strong>the</strong> ground in places<br />

like <strong>the</strong>se."<br />

PDL Toll has a team of transport specialists, all of <strong>the</strong>m Dangerous<br />

Goods qualified. A key quality of this team is <strong>the</strong>ir intrepid attitude <strong>for</strong><br />

which PDL Toll is renowned. Greg says, "The people we’ve got are<br />

ready <strong>and</strong> able to go without warning. The UN has a tendency to task<br />

us at short notice <strong>and</strong> we’re required to go into places you wouldn’t<br />

want to go on a holiday. To be able to pull this kind of stuff off<br />

takes a special kind of person <strong>and</strong> that’s <strong>the</strong> kind of person we have<br />

at PDL Toll."<br />

SINCE MAY 2006 PDL <strong>TOLL</strong> HAS BEEN IN TIMOR LESTE AS THE<br />

PRIME CONTRACTOR FOR THE PROVISION OF LOGISTICS<br />

SUPPORT TO THE AUSTRALIAN DEFENCE FORCE (ADF) AND THE<br />

AUSTRALIAN FEDERAL POLICE (AFP). FROM OUR BASE IN TIMOR,<br />

PDL <strong>TOLL</strong> RECENTLY WON ANOTHER CONTRACT, THIS TIME<br />

SUPPORTING THE UNITED NATIONS MISSION IN TIMOR LESTE<br />

(UNMIT) – THE UN GROUND FUELS CONTRACT IN TIMOR LESTE.<br />

The initial tender <strong>for</strong> <strong>the</strong> current contract was prepared by Leon Smith,<br />

Pat Smith, Perry Singh <strong>and</strong> David Lehane. While this took place early<br />

in 2007, <strong>the</strong> contract was not awarded until late July-August. The<br />

contract was mobilised on October 1 when <strong>the</strong> first UN vehicles <strong>and</strong><br />

generators were supplied with fuel. Sourcing <strong>and</strong> timely supply of<br />

vehicles, metered bulk fuel tankers, <strong>and</strong> equipment was crucial to <strong>the</strong><br />

commencement of <strong>the</strong> contract. Darwin, Surabaya <strong>and</strong> Singapore<br />

were all used to supply various elements.<br />

Prior to commencement of <strong>the</strong> contract, PDL Toll established in each<br />

of <strong>the</strong> 12 districts of Timor, a Kerbside Refuelling Point (KRP) to supply<br />

diesel fuel to UN vehicles. These facilities consisted of 15,000 litre fuel<br />

tanks inside an area with metered dispensing equipment. In each<br />

location, local staff were employed <strong>and</strong> trained in <strong>the</strong> dispensing <strong>and</strong><br />

documentation of fuel requirements, <strong>the</strong> operation of fire extinguishers<br />

<strong>and</strong> also general safety <strong>and</strong> environmental issues.<br />

Under this contract, <strong>the</strong> day to day responsibilities of PDL Toll are to:<br />

Supply fuel to UN vehicles at all KRP locations from 07:00 until 18:00<br />

– seven days a week.<br />

Maintain generator tank levels over 50 percent at approximately<br />

55 locations across <strong>the</strong> country, including <strong>the</strong> isl<strong>and</strong> of Arturo <strong>and</strong><br />

<strong>the</strong> enclave of Oecussi.<br />

Supply of oils <strong>and</strong> lubricants.<br />

In supplying fuel, a number of modes are used. PDL Toll has a fleet<br />

of 6 x 5000 litre tanker trucks capable of delivering to <strong>the</strong> majority of<br />

locations. Local private contractors with larger capacity tankers are<br />

utilised <strong>for</strong> <strong>the</strong> enclave of Oecussi <strong>and</strong> <strong>the</strong> most remote high risk wet<br />

season area of Suai.<br />

Jon Taylor, <strong>the</strong> original manager of <strong>the</strong> contract in 2007 says, "There<br />

are a number of issues that impact upon <strong>the</strong> ability of PDL Toll to<br />

service <strong>the</strong> contract. Fluctuating security levels in various locations<br />

across <strong>the</strong> country mean, at times, it is not prudent to risk staff or<br />

equipment to deliver fuel. It is not always possible to have prior<br />

warning of such security developments. He adds, "The impact of <strong>the</strong><br />

wet season is almost as unpredictable as any civil unrest."<br />

Ano<strong>the</strong>r challenge PDL Toll consistently addresses with this contract<br />

is <strong>the</strong> remoteness of <strong>the</strong> KRPs. Travel times between Dili <strong>and</strong> <strong>the</strong><br />

various district KRP locations is immense; Suai, less than 200 km from<br />

Dili, is a two-day round trip.<br />

The UN Ground Fuels Contract in Timor Leste is not only about<br />

supplying motor vehicles; it is about supporting <strong>the</strong> whole UN mission.<br />

Taylor says, "All UN offices <strong>and</strong> compounds in Dili <strong>and</strong> in <strong>the</strong><br />

12 districts produce <strong>the</strong>ir own power from diesel generators. The UN<br />

also has <strong>the</strong>ir own communications systems which include repeater<br />

stations powered by diesel generators. Administration, communications<br />

<strong>and</strong> transport are all reliant upon a timely supply of quality fuel.<br />

Without fuel, <strong>the</strong> mission would collapse."<br />

Taylor adds, "This contract has been a challenging one that PDL Toll<br />

has executed exceptionally well in no small part due to <strong>the</strong> knowledge<br />

<strong>and</strong> dedication of our local staff in Timor Leste."<br />

Taylor has recently h<strong>and</strong>ed over <strong>the</strong> management duties of <strong>the</strong><br />

UN Fuel Contract to Anoop Kumar, Unit Manager <strong>and</strong> Operations, <strong>and</strong><br />

his deputy, Financial Manager Benson Varghese. Both Kumar<br />

<strong>and</strong> Varghese have extensive experience working as contractors to<br />

<strong>the</strong> UN in a number of African missions, as well as sound underst<strong>and</strong>ing<br />

of <strong>the</strong> inner workings of <strong>the</strong> UN contract <strong>and</strong> procurement<br />

sections, client expectations <strong>and</strong> day-to-day operational levels <strong>and</strong><br />

administration.<br />

PDL Toll Working Hard in Honiara<br />

PDL <strong>TOLL</strong> HAS BEEN THE PRIME CONTRACTOR FOR THE<br />

PROVISION OF LOGISTICS SUPPORT TO THE REGIONAL<br />

ASSISTANCE MISSION IN THE SOLOMON ISLANDS (RAMSI)<br />

SINCE OCTOBER 2003. PDL <strong>TOLL</strong>’S BASE IN THE SOLOMON<br />

ISLANDS IS IN THE COUNTRY’S CAPITAL, HONIARA.<br />

RAMSI is <strong>the</strong> combined military <strong>and</strong> civilian police <strong>for</strong>ce charged with<br />

restoring <strong>the</strong> rule of law in <strong>the</strong> Solomon Isl<strong>and</strong>s under Operation<br />

HELPEM FREN.<br />

The RAMSI coalition was established at <strong>the</strong> request of <strong>the</strong> Solomon<br />

Isl<strong>and</strong>s Government <strong>and</strong> is made up of military <strong>and</strong> police <strong>for</strong>ces from<br />

<strong>the</strong> Australian Government <strong>and</strong> <strong>the</strong> governments of New Zeal<strong>and</strong>,<br />

Papua New Guinea, Fiji <strong>and</strong> Tonga.<br />

PDL Toll has been increasingly busy in Honiara in recent times, with its<br />

client, <strong>the</strong> Australian Federal Police (AFP), embarking on several new<br />

works programs as <strong>the</strong>y fur<strong>the</strong>r develop <strong>the</strong>ir main site in Honiara at<br />

Guadalcanal Beach Resort (GBR).<br />

As prime contractor <strong>for</strong> <strong>the</strong> provision of logistics support, PDL Toll<br />

provide all <strong>the</strong> day to day services <strong>the</strong> AFP require including catering,<br />

maintenance, works, transport, stores, physical training, laundry,<br />

cleaning, medical, air, sea, freight <strong>and</strong> executive services to <strong>the</strong> AFP.<br />

Currently one of <strong>the</strong> busiest departments of <strong>the</strong> PDL Toll team is <strong>the</strong><br />

Facilities <strong>and</strong> Works Department.<br />

Led by Manager Ross Craig, <strong>and</strong> supported by a very enthusiastic <strong>and</strong><br />

competent crew including Duncan Stewart (Deputy Works Manager),<br />

David S<strong>and</strong>eman (Maintenance Supervisor), Warren Davis (Grounds<br />

Supervisor) <strong>and</strong> 12 locally employed Solomon Isl<strong>and</strong> technical staff, this<br />

team not only provides facilities, works <strong>and</strong> maintenance support to <strong>the</strong><br />

GBR facility, but also to <strong>the</strong> 15 isl<strong>and</strong> outposts. PDL Toll services <strong>the</strong>se<br />

outposts by helicopter, fixed wing aircraft or boat. The isl<strong>and</strong>s are remote<br />

<strong>and</strong> can take up to two hours to reach by air or one day by ship.<br />

Major works to be managed by this Department this year include:<br />

Removal <strong>and</strong> replacement of a full commercial kitchen capable<br />

of catering <strong>for</strong> up to 1500 people.<br />

Additional accommodation blocks <strong>for</strong> up to 144 Australian Defence<br />

Force personnel.<br />

A new PDL Toll office accommodation block is also under construction.<br />

Likely o<strong>the</strong>r works to be managed this year include:<br />

Erection of a new warehouse.<br />

Power generation upgrade.<br />

GBR accommodation redevelopment.<br />

Aside from <strong>the</strong> new works, <strong>the</strong> maintenance of existing structures is a<br />

huge undertaking. Dave S<strong>and</strong>eman <strong>and</strong> his crew work tirelessly<br />

maintaining a myriad of buildings on GBR, including structural repairs,<br />

electrical work, servicing <strong>and</strong> maintenance to over three hundred air<br />

conditioners, water, sewerage <strong>and</strong> drainage systems. In <strong>the</strong> relative<br />

remoteness of <strong>the</strong> Solomon Isl<strong>and</strong>s, all of <strong>the</strong>se tasks take on fur<strong>the</strong>r<br />

challenges.<br />

The maintenance of <strong>the</strong> outposts is particularly challenging. PDL Toll is<br />

tasked with providing <strong>the</strong> same maintenance support to <strong>the</strong>se outlying<br />

isl<strong>and</strong>s as is provided to GBR <strong>and</strong> Honiara. Power to most outposts is<br />

provided by PDL Toll-maintained generators, <strong>and</strong> PDL Toll provides all<br />

<strong>the</strong> coordination of <strong>the</strong> movement of material <strong>and</strong> personnel to <strong>the</strong><br />

outposts by air <strong>and</strong> sea.<br />

Warren Davis <strong>and</strong> his team of local Solomon Isl<strong>and</strong> staff are also<br />

continually active keeping <strong>the</strong> GBR grounds mown <strong>and</strong> tidy, coconut<br />

trees lopped <strong>and</strong> <strong>the</strong> laundry <strong>and</strong> cleaning services going.<br />

Apart from all <strong>the</strong> hard work, <strong>the</strong> PDL Toll team still manages to have<br />

a bit of fun <strong>and</strong> regularly struts <strong>the</strong>ir stuff on <strong>the</strong> GBR netball courts,<br />

to great acclaim.<br />

PDL Toll has been <strong>the</strong> prime contractor to RAMSI since 2003.<br />
