4.2 Service Entrance Protection<br />
The PG’s entrance circuit breaker shall be included in the entrance protection zone. That is, the relays<br />
shall connect to CTs on the <strong>BC</strong>H side of the circuit breaker, as shown in Figure 1.<br />

<strong>BC</strong>H can provide the following feeder information:<br />
(a) feeder maximum <strong>and</strong> minimum fault levels at the proposed POI,<br />
(b) feeder annual maximum/ minimum load <strong>and</strong> feeder capacity,<br />
(c) line <strong>and</strong> substation voltage regulator setpoint, b<strong>and</strong>width <strong>and</strong> time delay ,<br />
(d) details on the setting <strong>and</strong> sequence of operation for substation feeder breakers, line reclosers <strong>and</strong><br />
line fuses,<br />
(e) feeder reliability records.<br />
The following additional general requirements should be noted:<br />
(a) Quality protection for <strong>BC</strong>H customer loads is required for all generating plants, i.e. under/over<br />
voltage <strong>and</strong> under/over frequency.<br />
(b) Distribution feeders operate with varying unbalanced phase current. The PG’s equipment may be<br />
subjected to negative sequence current due to negative sequence unbalance in the distribution<br />
system. The PG is therefore encouraged to provide negative sequence (current unbalance)<br />
