Requirements for Remotely Read Load Profile Revenue Metering<br />

This document contains the requirements for remotely read load profile revenue metering. A main meter<br />

<strong>and</strong> a backup meter record the power delivered by <strong>BC</strong> <strong>Hydro</strong> to the Power Generator <strong>and</strong> the power<br />

received by <strong>BC</strong> <strong>Hydro</strong> from the Power Generator during each 30-minute time period. The revenue<br />

metering is read remotely by telephone.<br />

8. COMMISSIONING <strong>REQUIREMENTS</strong><br />

8.1 General<br />

The PG has full responsibility for the inspection, testing, <strong>and</strong> calibration of its equipment, up to the Pointof-Interconnection,<br />

consistent with the Interconnection Agreement. Commissioning must be performed by<br />

competent personnel. <strong>BC</strong>H shall be advised 10 days in advance of testing <strong>and</strong> may send a representative<br />

to witness tests.<br />

PG plants that sell electricity to <strong>BC</strong> <strong>Hydro</strong> shall comply with the three Declarations of Compatibility defined<br />

in Appendix F prior to loading, synchronizing <strong>and</strong> operating. These declarations refer to key aspects<br />

where <strong>BC</strong>H must be confident of the correct operation, setting, calibration <strong>and</strong>/or installation of equipment.<br />

This may include, but is not limited to, generator performance, protective relaying, telecommunications,<br />

revenue metering, <strong>and</strong> shall confirm the compatibility of the PG’s equipment <strong>and</strong> controls with <strong>BC</strong> <strong>Hydro</strong>’s<br />

systems where applicable.<br />

Commissioning tests confirm the safe, reliable <strong>and</strong> effective operation of all equipment in the PG’s facility<br />

under normal <strong>and</strong> abnormal conditions.<br />

A <strong>BC</strong> <strong>Hydro</strong> Field Coordinator will be assigned to installations which sell electricity. To ensure<br />

compatibility, <strong>BC</strong>H personnel may:<br />

(a) witness any part of the commissioning test,<br />

(b) request additional testing <strong>and</strong><br />
