10. REGULATORY AND RELIABILITY <strong>REQUIREMENTS</strong><br />

All PGs connected to the <strong>BC</strong>H system must comply with all existing <strong>and</strong> future regulatory <strong>and</strong> reliability<br />

requirements imposed by various authorities, such as the British Columbia Utilities Commission (<strong>BC</strong>UC),<br />

<strong>and</strong> the Western Electricity Coordinating Council (WECC).<br />

The authorities having jurisdiction over Power Generators connected to the <strong>BC</strong> <strong>Hydro</strong> system may change<br />

from time to time <strong>and</strong> the regulatory <strong>and</strong> reliability requirements may change from time to time. It is the<br />

responsibility of each PG to ensure it complies with current regulatory <strong>and</strong> reliability requirements. Any<br />

cost associated to comply with these authorities is the responsibility of the Power Generator.<br />

10.1 WECC Reliability Requirements<br />

To ensure the safe <strong>and</strong> reliable operation of the western interconnected system, the Western Electricity<br />

Coordinating Council (WECC) provides reliability guidelines to which certain PGs connected to <strong>BC</strong>H must<br />

adhere. Certain PGs connecting to the <strong>BC</strong>H system will be required to formally agree to participate in the<br />

WECC’s Reliability Management System (RMS). PGs operating generators connected to the <strong>BC</strong>H system<br />

will be required to enter into a "Generator/Transmission Operator RMS Agreement", a model of which<br />

appears in Appendix B of the WECC RMS document entitled, "RMS Agreement to be entered into<br />

between the WECC <strong>and</strong> non-FERC-jurisdictional Transmission Operators within the WECC (includes the<br />

Generator Agreement).”<br />
