This Instruction implements AFPD <strong>36</strong>-23, Military Education. This Instruction rescinds <strong>AFI</strong> <strong>36</strong>-<br />
2025, <strong>Air</strong> <strong>Force</strong> Intern Program, and incorporates program guidance into this Instruction.<br />
Source and governing documents also include the DODI 1300.19, DOD Joint Officer<br />
Management Program; DODI 1322.06, Fellowships, Scholarships, Training With Industry, and<br />
Grants for DOD Personnel; the CJCSI 1800.01, Officer Professional Military Education Policy<br />
– OPMEP; and the CJCSI 1805.01, Enlisted Professional Military Education Policy - EPMEP.<br />
Developmental Education (DE) includes: Professional Military Education (PME), Joint PME<br />
(JPME), International PME, resident and distance learning programs, as well as AF-sponsored<br />
Advanced Academic Degree (AAD) programs, <strong>Air</strong> <strong>Force</strong> Institute of Technology (<strong>AFI</strong>T), Naval<br />
Post-graduate School (NPS), National Defense Intelligence College (NDIC), Advanced Study of<br />
<strong>Air</strong> Mobility (ASAM), the AF Intern Program (<strong>AFI</strong>P) and the AF Fellows (AFF) Program for<br />
AF military and civilian employees. This <strong>AFI</strong> governs Developmental Education (DE)<br />
attendance, eligibility, selection, and removal criteria. It also provides procedures for inclusion<br />
of international officers in PME programs. Ensure that all records created as a result of<br />
processes prescribed in this publication are maintained in accordance with AFMAN 33-<strong>36</strong>3,<br />
Management of Records, and disposed of in accordance with the <strong>Air</strong> <strong>Force</strong> Records Disposition<br />
Schedule (RDS) located at https://www.my.af.mil/gcss-af61a/afrims/afrims/.<br />
Refer recommended changes and questions about this publication to the Office of Primary<br />
Responsibility (OPR) using the AF Form 847, Recommendation for Change of a Publication;<br />
route AF Forms 847 from the field through the appropriate functional‘s chain of command.<br />
Field activities publishing implementation guidance must route those to higher headquarters<br />
