(NDU), Joint <strong>Force</strong>s Staff College, <strong>Air</strong>man Leadership School (ALS), Noncommissioned<br />

Officer Academy (NCOA), <strong>Air</strong> <strong>Force</strong> Senior Noncommissioned Officer Academy<br />

(AFSNCOA) and the CMSgt Leadership Course (CLC). NOTE: Non-resident and Distance<br />

Learning (DL) are the same and will be used interchangeably within this Instruction. DL is<br />

considered any form of DE in which the learner/learning group is separate from the<br />

instructor(s)/course provider(s) and communication between the two is via correspondence<br />

and/or telecommunications/computer-networking systems.<br />

3. Responsibilities. All commanders and leaders will encourage personnel to take advantage of<br />

resident and non-resident educational opportunities. Specific responsibilities include the<br />

following:<br />

3.1. The Assistant Secretary of the <strong>Air</strong> <strong>Force</strong> for Manpower and Reserve Affairs (SAF/MR)<br />

serves as an agent of the Secretary and provides guidance, direction, and oversight for all<br />

matters pertaining to the formulation, review, and execution of plans, policies, programs, and<br />

budgets addressing developmental education.<br />

3.2. The Deputy Chief of Staff, Manpower, Personnel and Services (AF/A1)<br />

3.2.1. Provides operational oversight and advocacy for <strong>Air</strong> <strong>Force</strong> DE programs.<br />

3.2.2. Presents DE programs and concepts to the <strong>Force</strong> Management and Development<br />

Council (FMDC) for consideration.<br />

3.2.3. Chairs the annual DE Designation Board (DEDB) at the <strong>Air</strong> <strong>Force</strong> Personnel<br />

Center (AFPC).<br />

3.2.4. Ensures appropriate diversity considerations are integrated in AF-level DE<br />

policies, guidance and programs. Diversity in the <strong>Air</strong> <strong>Force</strong> is broadly defined as a<br />

composite of individual characteristics, experiences, and abilities consistent with the <strong>Air</strong><br />

<strong>Force</strong> Core Values and the <strong>Air</strong> <strong>Force</strong> Mission. <strong>Air</strong> <strong>Force</strong> diversity includes, but is not<br />

limited to, personal life experiences, geographic background, socioeconomic background,<br />

cultural knowledge, educational background, work background, language abilities,<br />

physical abilities, philosophical/spiritual perspectives, age, race, ethnicity and gender.<br />

The specific characteristics, experiences, and abilities that will be applied need to be<br />

tailored as specific circumstances and the law require.<br />

3.2.5. Removal authority for officers and civilians identified on IDE/SDE designation<br />

lists.<br />

3.3. The Directorate of <strong>Force</strong> Development (AF/A1D)<br />

3.3.1. Provides implementation guidance, programs funds, and oversees DE programs.<br />

3.3.2. Determines annual <strong>Air</strong> <strong>Force</strong> DE requirements, establishes <strong>Air</strong> <strong>Force</strong> attendance<br />

quotas at <strong>Air</strong> <strong>Force</strong> and non-<strong>Air</strong> <strong>Force</strong> schools, determines annual quotas and program<br />

guidance for the <strong>Air</strong> <strong>Force</strong> Intern Program (<strong>AFI</strong>P) and <strong>Air</strong> <strong>Force</strong> Fellow Program (AFF),<br />

and determines non-<strong>Air</strong> <strong>Force</strong> participation in <strong>Air</strong> <strong>Force</strong> PME programs.<br />

3.3.3. Determines AF guidance on DE eligibility criteria, selection, and removal for<br />

resident and non-resident programs for lieutenant colonels and below, civilian employees,<br />

and enlisted personnel.
