Substitution procedure<br />

• A substitution may be made during play or during a stoppage in play,<br />

except during a time-out<br />

• The player being substituted does not need to obtain <strong>the</strong> referees’<br />

permission to leave <strong>the</strong> pitch<br />

• The referees do not need to authorise <strong>the</strong> substitute to enter <strong>the</strong> pitch<br />

• Before entering <strong>the</strong> pitch, <strong>the</strong> substitute waits for <strong>the</strong> player he is replacing<br />

to leave <strong>the</strong> pitch<br />

• The player being substituted is required to leave <strong>the</strong> pitch via his own<br />

team’s substitution zone, except if he is already outside <strong>the</strong> pitch with <strong>the</strong><br />

referees’ permission or for <strong>the</strong> reasons provided in <strong>Laws</strong> 3 or 4<br />

• Permission to proceed with a substitution may be refused under certain<br />

circumstances, e.g. if <strong>the</strong> substitute does not have his equipment in order<br />

• A substitute who has not <strong>com</strong>pleted <strong>the</strong> substitution procedure by setting<br />

foot on <strong>the</strong> pitch via his substitution zone cannot restart play by taking a<br />

kick-in, corner kick, etc. until he <strong>com</strong>pletes <strong>the</strong> substitution procedure<br />

• If a player who is about to be replaced refuses to leave <strong>the</strong> pitch, <strong>the</strong><br />

substitution cannot be made<br />

• If a substitution is made during <strong>the</strong> half-time interval or before any <strong>of</strong> <strong>the</strong><br />

periods <strong>of</strong> extra time, <strong>the</strong> substitute may enter <strong>the</strong> pitch via <strong>the</strong> substitution<br />

zone after informing <strong>the</strong> third referee or <strong>the</strong> referee, if <strong>the</strong>re is no third<br />

referee<br />

Outside agents<br />

Anyone not indicated on <strong>the</strong> list <strong>of</strong> players before <strong>the</strong> start <strong>of</strong> <strong>the</strong> match as a<br />

player or substitute or who is not a team <strong>of</strong>fi cial is deemed to be an outside<br />

agent.<br />

If an outside agent enters <strong>the</strong> pitch:<br />

• <strong>the</strong> referees must stop play (although not immediately if <strong>the</strong> outside agent<br />

does not interfere with play)<br />

• <strong>the</strong> referees must have him removed from <strong>the</strong> pitch and its immediate<br />

surroundings<br />
