well as the senior appointments. The role <strong>of</strong> the President will be ceremonial.<br />
There should be provision for a coalition Government. – This will go along way to improve transparency and accountability.<br />
We shall avoid a scenario where people are saying that it is our party that is ruling, now we are eating and hiding so many<br />
things. The Parliament should control its own calendar, that is prorogation, and dissolution <strong>of</strong> Parliament. This would go a long<br />
way in promoting Parliamentary Independence. We shall not have a stituation where the President says that Direction Deeds is<br />
a secret weapon. MPs should be full time employees <strong>of</strong> the public, to avoid instances <strong>of</strong> lack <strong>of</strong> quorum. Virtually the majority<br />
<strong>of</strong> MPs in Kenya today do not go to Parliament because they are allocated only 15 hours per week, and so, they are busy<br />
eating the loot that they call their salaries; they don’t serve the public. I would like to say that MPs should only run for a<br />
three-year term, after which, they would be barred by the Constitution.<br />
The Constitution should provide for the powers <strong>of</strong> recall over members <strong>of</strong> Parliament. When we elect MPs we have no powers<br />
to control them until five years, so we want this time to form a Committee, a Constituency Committee, that will mobilize the<br />
Constituents to discuss the MP, and consequently pass a vote <strong>of</strong> no confidence over that person who is not performing. That<br />
one will help us to have a performing Parliament. The current Parliament is not performing at all. MPs should act with<br />
instructions from the Constituents. They should seek peoples’ mandate before important registration or division. For example,<br />
the list <strong>of</strong> shame. I don’t know whom they consulted when some <strong>of</strong> them walked out without voting. There are so many things<br />
that we are disappointed about. They should consult us.<br />
There should be one Commission to <strong>review</strong> salaries for members <strong>of</strong> Parliament and all civil servants. This would avoid a<br />
situation where a bunch <strong>of</strong> people are sitting down to increase their salaries without regard to other workers. They think they<br />
are the only workers who require good salaries. We want one Commission for the civil servants, for the solders, and for the<br />
MPs, because we are all public servants and we cannot be treated specially.<br />

Moses Thurima: Two more minutes. Okay. The President should be impeached while in <strong>of</strong>fice. Section 14 <strong>of</strong> our<br />
Constitution says that the President cannot be taken to court when he is in <strong>of</strong>fice. This time, we want him to be taken to court.<br />
He should not be treated like God once he assumes the <strong>of</strong>fice. The President should not appoint High Court Judges. This<br />
should be done by the Common Wealth Bench <strong>of</strong> distinguished Judicial Officers.<br />
The public should be protected from the Lawyers, that means the Government should provide a Lawyer. The Lawyers are<br />
using law to improverish the Kenyans, so we need a Lawyer at least for every person, whenever there is a case. Legal<br />
education should be introduced in schools. They should be put in curriculums, so that there will be no situation where we are<br />
being taught law by the Police, by the courts, by the chiefs and so on. We need to own the <strong>constitution</strong> and the laws <strong>of</strong> Kenya.<br />
