WHO WE ARE
The Vehicle and Equipment Management
Agency (VEMA) is one of the largest
public sector fleet management
organizations in Manitoba. It offers an
integrated leasing and fl eet management
solution to a wide range of public sector
organizations operating in the province.
Our customer base includes provincial
and federal departments, government
funded not-for-profi t agencies, school
divisions, municipalities, and other
Crown corporations.
VEMA was founded in 1934 to reduce
vehicle costs for provincial departments.
It operated as the Fleet Vehicles Agency
(FLEET), a special operating agency
(SOA) of the Province of Manitoba from
1992 to 2009. In April of 2009, FLEET
and the Mechanical Equipment Services
branch (MES) amalgamated to form
a new SOA – the Vehicle and Equipment Management Agency (VEMA). SOA status
means we manage our business as a business. We monitor and manage costs to
ensure you get the best value from the purchase, operation and subsequent disposal
of a vehicle or piece of equipment.
VEMA provides light and heavy duty vehicles and equipment, as well as complete
life cycle management for vehicles as small as subcompact sedans to equipment as
large as graders and plow trucks.
The Agency operates from seven primary locations and eight secondary locations
throughout the province. VEMA’s Light Duty Vehicle division is located at
626 Henry Ave. in Winnipeg. It’s Heavy Equipment division operates from the following
locations: Beausejour, Brandon, Dauphin, The Pas, Thompson and 1550 Dublin Ave.
in Winnipeg. It also has satellite locations in Ashern, Birtle, Boissevain, Gimli, Morden,
Portage La Prairie, Steinbach and Swan River.
VEMA is the Province of Manitoba’s wireless communication expert. Our Radio
division operates at 626 Henry Ave. in Winnipeg, with a satellite location in Dauphin.
It designs, procures, installs and maintains various types of wireless communication
systems, including Fleetnet, VHF/UHF and AVL (Automated Vehicle Locating). These
are but a few of the different services and systems we provide.
At present, this Guide is intended to provide information on the services VEMA
offers in regard to its Light Duty Vehicle and Radio divisions only. Later editions and
separate publications will encompass our Heavy Equipment division.
