WHO WE ARE<br />
The <strong>Vehicle</strong> <strong>and</strong> <strong>Equipment</strong> <strong>Management</strong><br />
<strong>Agency</strong> (<strong>VEMA</strong>) is one of the largest<br />
public sector fleet management<br />
organizations in Manitoba. It offers an<br />
integrated leasing <strong>and</strong> fl eet management<br />
solution to a wide range of public sector<br />
organizations operating in the province.<br />
Our customer base includes provincial<br />
<strong>and</strong> federal departments, government<br />
funded not-for-profi t agencies, school<br />
divisions, municipalities, <strong>and</strong> other<br />
Crown corporations.<br />
<strong>VEMA</strong> was founded in 1934 to reduce<br />
vehicle costs for provincial departments.<br />
It operated as the Fleet <strong>Vehicle</strong>s <strong>Agency</strong><br />
(FLEET), a special operating agency<br />
(SOA) of the Province of Manitoba from<br />
1992 to 2009. In April of 2009, FLEET<br />
<strong>and</strong> the Mechanical <strong>Equipment</strong> Services<br />
branch (MES) amalgamated to form<br />
a new SOA – the <strong>Vehicle</strong> <strong>and</strong> <strong>Equipment</strong> <strong>Management</strong> <strong>Agency</strong> (<strong>VEMA</strong>). SOA status<br />
means we manage our business as a business. We monitor <strong>and</strong> manage costs to<br />
ensure you get the best value from the purchase, operation <strong>and</strong> subsequent disposal<br />
of a vehicle or piece of equipment.<br />
<strong>VEMA</strong> provides light <strong>and</strong> heavy duty vehicles <strong>and</strong> equipment, as well as complete<br />
life cycle management for vehicles as small as subcompact sedans to equipment as<br />
large as graders <strong>and</strong> plow trucks.<br />
The <strong>Agency</strong> operates from seven primary locations <strong>and</strong> eight secondary locations<br />
throughout the province. <strong>VEMA</strong>’s Light Duty <strong>Vehicle</strong> division is located at<br />
626 Henry Ave. in Winnipeg. It’s Heavy <strong>Equipment</strong> division operates from the following<br />
locations: Beausejour, Br<strong>and</strong>on, Dauphin, The Pas, Thompson <strong>and</strong> 1550 Dublin Ave.<br />
in Winnipeg. It also has satellite locations in Ashern, Birtle, Boissevain, Gimli, Morden,<br />
Portage La Prairie, Steinbach <strong>and</strong> Swan River.<br />
<strong>VEMA</strong> is the Province of Manitoba’s wireless communication expert. Our Radio<br />
division operates at 626 Henry Ave. in Winnipeg, with a satellite location in Dauphin.<br />
It designs, procures, installs <strong>and</strong> maintains various types of wireless communication<br />
systems, including Fleetnet, VHF/UHF <strong>and</strong> AVL (Automated <strong>Vehicle</strong> Locating). These<br />
are but a few of the different services <strong>and</strong> systems we provide.<br />
At present, this <strong>Guide</strong> is intended to provide information on the services <strong>VEMA</strong><br />
offers in regard to its Light Duty <strong>Vehicle</strong> <strong>and</strong> Radio divisions only. Later editions <strong>and</strong><br />
separate publications will encompass our Heavy <strong>Equipment</strong> division.
