This chapter summarises the competitive position of<br />
the UK games software sec<strong>to</strong>r in a global context.<br />
Structured around a review of the three types of<br />
competitiveness measure (input, output and<br />
efficiency) supported by a SWOT analysis of the subsec<strong>to</strong>rs,<br />
it offers a snapshot view of the UK industry's<br />
competitiveness. Finally, the chapter summarises<br />
the key challenges that the UK industry must face in<br />
improving and defending its position and sets up the<br />
key issues that must be addressed by the Action<br />
Plan in Chapter 5.<br />

3.1.1 UK market share<br />
UK-developed games have a 35% market share of<br />
the UK market, but this is closely followed by<br />
Japanese and US developers with 32% and 26%<br />
respectively. Many of the <strong>to</strong>p selling UK-developed<br />
titles are also highly UK-specific - for example, Who<br />
Wants To Be A Millionaire, based on the leading<br />
television quiz show, including the digitised image of<br />
presenter Chris Tarrant, and Championship Manager,<br />
focused primarily on English football leagues and<br />
their teams.<br />

The UK has a leading position but this lead is<br />
narrow, with the US and Japan also very strong -<br />
there are more Japanese-developed titles in the UK<br />
console Top 10 and an equal number of USdeveloped<br />
ones in the UK PC Top 10. The UK's lead<br />
is thus highly title-dependent, subject <strong>to</strong> change and<br />
vulnerable.<br />
3.1.2 US market share<br />
UK developers' market share in the US has held<br />
steady in recent years, with an overall market share<br />
of 10.5% in 2000 20 . However, this success is fragile<br />
as a small number of titles account for those sales.<br />
For example, while the UK produced two each of<br />
2001's <strong>to</strong>p selling PC and console games in the US,<br />
Grand Theft Au<strong>to</strong> III alone accounted for over half of<br />
UK-developed games' 11% share of the Playstation II<br />
market 21 .<br />
