Lack of a strong contract labour market<br />
As a result of both developer and publisher<br />
conservatism, there is a lack of a vibrant market for<br />
contract labour and services in the UK games<br />
industry.<br />
4.5 Format holders / console<br />
manufacturers<br />
There are no indigenous console manufacturers in<br />
the UK or Europe, and the likelihood of another<br />
major player emerging in the console race is very low<br />
considering the extremely high costs of entry.<br />
However the existing console manufacturers are so<br />
powerful within the value chain that it is worthwhile<br />
considering some of the key issues they face and<br />
how they may affect the rest of the value chain.<br />
The effect of intense competition<br />
Console hardware prices fall over time as costs<br />
reduce and manufacturers seek <strong>to</strong> broaden and grow<br />
their user bases but intense competition between<br />
console manufacturers is already eroding hardware<br />
prices. If this continues, this will change the way in<br />
which a console is viewed, making it a piece of basic<br />
home electronics alongside the DVD player and<br />
television.<br />
Competition may also lead <strong>to</strong> manufacturers<br />
shortening cycles before the introduction of next<br />
generation consoles. This may mean that the large<br />
investment that the manufacturers have made in the<br />
hardware may not be recouped before new consoles<br />
are launched.<br />
Intense marketing expenditure will also help raise the<br />
profile of games as an acceptable entertainment<br />
medium for the mass market.<br />
Terri<strong>to</strong>ries and demographics<br />
The new generation consoles will take some time <strong>to</strong><br />
become established and for any winners or losers <strong>to</strong><br />
emerge. In the past, there have been casualties in<br />
the battle between console manufacturers (e.g. Sega<br />
and Atari). In the current round of consoles it is<br />
possible that all three will survive by settling on<br />
different target demographics and possibly even<br />
different key geographical terri<strong>to</strong>ries. Also, two of the<br />
companies are diversified and not purely focused on<br />
computer games - this has not happened before.<br />

Betting on the next steps in technology<br />
Both Sony and Microsoft have online strategies and<br />
see it as the next step in gaming but it is <strong>to</strong>o early <strong>to</strong><br />
tell what consumers will accept. Major developments<br />
in online gaming are likely <strong>to</strong> occur outside the UK<br />
first due <strong>to</strong> the UK's poor broadband infrastructure.<br />
Having said this, Sony's relationship with Telewest<br />
may mean UK cable is used as a testbed for new<br />
concepts.<br />
Threat of regula<strong>to</strong>ry intervention<br />
Regula<strong>to</strong>ry intervention is a genuine threat for the<br />
console manufacturers. They act as gatekeepers for<br />
all console products, demanding licence fees for<br />
every piece of games software and holding the rights<br />
of approval over games concepts and sign-off for<br />
manufacturing. This means that three companies<br />
control access <strong>to</strong> a software market that is worth<br />
£12bn globally 49 . In addition, they further grow in<br />
strength in a broadband age when they will also<br />
become the gatekeepers for online delivery of<br />
software and content <strong>to</strong> their platforms, possibly<br />
taking on the retail role in the value chain.<br />
This position of power makes console manufacturer<br />
vulnerable <strong>to</strong> investigation according <strong>to</strong> competition<br />
regulations. This is only likely <strong>to</strong> happen, however,<br />
with extensive agitation from the bulk of the industry.<br />
Competition for the living room<br />
The console manufacturers face competition for the<br />
living room from set <strong>to</strong>p boxes and other home<br />
media devices. If manufacturers do have plans <strong>to</strong><br />
make their platform more than a dedicated device for<br />
games, they will have <strong>to</strong> take on the challenges<br />
offered by these other players.<br />
4.6 Distribu<strong>to</strong>rs<br />
4.6.1 Sec<strong>to</strong>r overview<br />
Independent wholesalers/distribu<strong>to</strong>rs emerged <strong>to</strong><br />
serve the network of independent specialist outlets<br />
that originally comprised the UK games retail sec<strong>to</strong>r.<br />
However, as the retail market has become dominated<br />
by a small number of large retail chains and as<br />
publishing has consolidated, the distribution sec<strong>to</strong>r<br />
has come under pressure from the ever-diminishing<br />
number of publishing and retail clients.
