14.36 In oral evidence to <strong>the</strong> inquiry, Mr Vince said that he believed that <strong>the</strong> significant<br />

change between 1998 and 2008 was that suicide and self-harm prevention has<br />

developed to become an ingrained part <strong>of</strong> what prison <strong>of</strong>ficers do. This injected “<strong>the</strong><br />

qualitative element”. Staff could:<br />

“complete <strong>the</strong> paperwork but if <strong>the</strong>y don’t actually care what <strong>the</strong>y’re doing and if <strong>the</strong>y’re<br />

not actually treating people as individuals and looking after <strong>the</strong>m <strong>the</strong>n <strong>the</strong> paperwork<br />

means nought.”<br />

14.37 In accordance with <strong>the</strong> PSO, Manchester’s policy provides that all personnel who<br />

have contact with prisoners must carry a personal cut-down tool. Line managers are<br />

required to ensure that staff are in possession <strong>of</strong> all personal issue equipment at<br />

commencement <strong>of</strong> duty.<br />

Listeners<br />

14.38 Most prisons in England and Wales have a Listener Scheme. This is a peer<br />

support scheme in which selected prisoners are trained and supported by <strong>the</strong><br />

Samaritans to listen in complete confidence to <strong>the</strong>ir fellow prisoners who may be<br />

experiencing feelings <strong>of</strong> distress or despair. A Listener scheme has operated at<br />

Manchester since 1994. Listeners <strong>of</strong>fer confidential emotional support to prisoners in<br />

distress, aiming to allow time and space for prisoners to open up and discuss <strong>the</strong>ir<br />

feelings in confidence.<br />

14.39 The inquiry obtained evidence about how <strong>the</strong> scheme operates currently from Ms<br />

Crabbe, <strong>the</strong> Samaritans Deputy Director for Outreach and Prisons in Manchester and<br />

Salford. Ms Crabbe told us <strong>the</strong>re were currently 18 trained Listeners in Manchester. This<br />

is a ratio <strong>of</strong> 1 to 70 prisoners so less than <strong>the</strong> recommended level <strong>of</strong> 1:50. However, <strong>the</strong><br />

Listening scheme at Manchester saw an increase in contacts from 459 to 1727 in a six<br />

month period in 2008. Ms Crabbe attributed this to an improved induction programme<br />

whereby prisoners are encouraged to seek a Listener if <strong>the</strong>y are in emotional distress.<br />

She commented: “Sometimes Listeners are <strong>the</strong> very first people who have ever <strong>of</strong>fered<br />

to sit and listen in a non judgemental way.”<br />

14.40 Prisoners can approach Listeners direct provided <strong>the</strong>re are Listeners based on<br />

<strong>the</strong> wing. O<strong>the</strong>rwise access can be arranged through a staff member. Prisoners may<br />

also request <strong>the</strong> direct telephone line to <strong>the</strong> Samaritans service outside <strong>the</strong> prison. There<br />

is one cordless phone on each wing for this purpose.<br />
