2.16 Also in January 2008, I visited Manchester prison, in <strong>the</strong> company <strong>of</strong> Mr Stephen<br />

Habgood, <strong>the</strong> governor who conducted <strong>the</strong> Prison Service investigation. Mr Habgood’s<br />

report and <strong>the</strong> evidence he compiled provided an invaluable background for <strong>the</strong> inquiry’s<br />

work.<br />

2.17 Witnesses were approached in February 2008 to provide written statements<br />

about matters specified by <strong>the</strong> inquiry. Witnesses were provided with copies <strong>of</strong> any<br />

previous statements <strong>the</strong>y had made and related documents.<br />

2.18 In May 2008 I met <strong>the</strong> interested parties and <strong>the</strong>ir representatives and <strong>the</strong><br />

solicitor for <strong>the</strong> Prison Officers’ Association to settle arrangements for <strong>the</strong> public hearings<br />

and to identify <strong>the</strong> matters on which oral evidence was required. The Prison Officers’<br />

Association provided representation for some <strong>of</strong> <strong>the</strong> witnesses. They have been<br />

provided with all <strong>the</strong> evidence except some personal letters from Mr Lodge, which were<br />

withheld at <strong>the</strong> family’s request on grounds <strong>of</strong> privacy, to be shown to witnesses only if<br />

<strong>the</strong> inquiry wished to rely on <strong>the</strong>m.<br />

2.19 In June 2008, I commissioned Dr Nat Wright to conduct a review from a clinical<br />

point <strong>of</strong> view <strong>of</strong> <strong>the</strong> care Mr Lodge received in prison. Dr Wright is <strong>the</strong> clinical director for<br />

a cluster <strong>of</strong> three prisons and a GP adviser to <strong>the</strong> UK Department <strong>of</strong> Health Offender<br />

Health Unit. He has a special interest in <strong>the</strong> delivery <strong>of</strong> primary health care to socially<br />

excluded groups and has published extensively in this area. I am grateful to Dr Wright for<br />

sharing his expertise. His advice has been invaluable.<br />

The evidence<br />

2.20 The documentary evidence initially consisted <strong>of</strong> <strong>the</strong> Prison Service investigation<br />

report and supporting evidence, and papers from <strong>the</strong> inquest that were held by <strong>the</strong><br />

Prison Service. Mr Lodge’s family provided his GP records and some personal letters.<br />

The inquiry was able to obtain more Prison Service documents and some police records.<br />

In addition, I am grateful to Mr Nigel Meadows, HM Coroner for <strong>the</strong> Manchester City<br />

District, who made available to me all <strong>the</strong> documentary evidence obtained by his<br />

predecessor for <strong>the</strong> inquest. It included material that <strong>the</strong> inquiry and <strong>the</strong> interested<br />

parties had not previously seen.<br />
