<strong>Freedom</strong> <strong>and</strong> <strong>Death</strong> <strong>Inside</strong> <strong>The</strong> <strong>Jail</strong><br />

dance to <strong>the</strong> tune of <strong>the</strong> music, which means <strong>the</strong>y must blend<br />

Inmates are taught to always ask permission be<strong>for</strong>e doing something<br />

or <strong>the</strong>y might find <strong>the</strong>mselves bypassing <strong>the</strong>ir leaders. In<br />

This code of conduct defines <strong>the</strong> fabric of <strong>the</strong> inmates’ social<br />

existence. <strong>The</strong> Batas ng Kulungan, which is deeply instilled in<br />

<strong>the</strong>ir minds <strong>and</strong> hearts, is an effective gauge in distinguishing <strong>the</strong><br />

bagito or newly committed inmates from <strong>the</strong> nangungulungan or<br />

old-timers. <strong>The</strong> bagito are usually rough <strong>and</strong> unruly, while <strong>the</strong><br />

nangungulungan do not talk much <strong>and</strong> are observant.<br />

ECONOMIC STRUCTURE<br />

As a remedy to <strong>the</strong> <strong>Jail</strong>’s inadequate budget which translates to<br />

<strong>the</strong> management’s inability to implement its programs, all cells<br />

maintain <strong>the</strong>ir own funds. <strong>The</strong> treasurer records <strong>the</strong> amount<br />

<strong>and</strong> keeps it in a kaha or vault, which is publicly displayed but<br />

properly guarded. <strong>The</strong> fund is also publicly audited during cell<br />

assemblies, where all inmates witness <strong>the</strong> vault being opened, <strong>the</strong><br />

money counted to <strong>the</strong> last cent, expenses deducted, <strong>and</strong> incomes<br />

accounted.<br />

<strong>The</strong> mayor has <strong>the</strong> sole authority to disburse <strong>the</strong> funds <strong>for</strong><br />

cell expenses, which include supplies (detergent <strong>and</strong> bath soap,<br />

toiletries, etc.); matik (inmates’ share in jail expenses, such as<br />

transportation, gasoline, snacks of custodial officers); repair of <strong>the</strong><br />

cell, medical supplies, recreation, <strong>and</strong> subscription to cable TV.<br />

<strong>The</strong> cell funds are also used <strong>for</strong> <strong>the</strong> allowance of inmate officers.<br />
