Despite all <strong>the</strong> structures that have been put in place, life<br />
inside Quezon City <strong>Jail</strong> remains a big struggle. Buyuneros have<br />
to constantly fight <strong>for</strong> sleeping space, food, medical supplies,<br />
protection. VIPs <strong>and</strong> nanunungkulan are deadlocked in a power<br />
struggle. <strong>The</strong> pangkat are perpetually keeping each o<strong>the</strong>r at bay.<br />
<strong>Jail</strong> officers are doing a delicate balancing act between what <strong>the</strong><br />
BJMP Manual dictates <strong>and</strong> how <strong>the</strong> existing system operates.<br />
As a result, many inmates are unable to attend to <strong>the</strong>ir cases.<br />
Some are <strong>for</strong>ced to plead guilty just to be transferred to Bicutan<br />
or to avail of a lower penalty.<br />
Delay in Cases<br />
Inmates remain uncertain of <strong>the</strong>ir cases. <strong>The</strong> courts—with<br />
<strong>the</strong> limited number of judges, lawyers, prosecutors, <strong>and</strong> staff<br />
under <strong>the</strong>ir employ—are overwhelmed by <strong>the</strong> countless cases<br />
filed with <strong>the</strong>m. Corrupt police officers aggravate <strong>the</strong> situation<br />
by indiscriminately arresting individuals purely <strong>for</strong> extortion<br />
purposes.<br />
Inmates who have affluence <strong>and</strong> influence are able to get<br />
things moving <strong>for</strong> <strong>the</strong>ir cases, while buyoneros have to wait<br />
<strong>for</strong> eternity just to get a hearing. First, <strong>the</strong> buyonero has to ask<br />
permission from <strong>the</strong> bantay pinto so he can get out of <strong>the</strong> cell.<br />
<strong>The</strong>n he must seek <strong>the</strong> approval of <strong>the</strong> bastonero so he can go<br />
to <strong>the</strong> Records Section. Going to <strong>the</strong> Records Section, <strong>the</strong> buyonero<br />
must seek protection from inmate escorts in case pangkat<br />
members are out to get him.<br />
Inmates could also be a victim of <strong>the</strong> power struggle among<br />
<strong>the</strong> pangkat. A pangkat may deliberately stall <strong>the</strong> release of an<br />
inmate <strong>for</strong> fear that <strong>the</strong> number of its members would decrease<br />
<strong>and</strong> that <strong>the</strong>ir brigada would dissolve <strong>and</strong> merge with <strong>the</strong> o<strong>the</strong>r<br />
pangkat.<br />
