By <strong>the</strong>ir appearance alone, some people already judge <strong>the</strong>m as guilty of whatever crime <strong>the</strong>y are charged with.<br />
Inmates are actually required to wear a yellow shirt during hearings so <strong>the</strong>y can be easily identified in <strong>the</strong> courtoom<br />
by escort officers. But some inmates feel that wearing <strong>the</strong> yellow uni<strong>for</strong>m puts a stigma on <strong>the</strong>m. <strong>The</strong>y say that<br />
some people in <strong>the</strong> courtroom have <strong>the</strong> impression that all of <strong>the</strong>m in yellow are criminals.<br />
For inmates who are nursing boils, attending <strong>the</strong>ir hearings is doubly difficult. For one, <strong>the</strong>y cannot walk properly.<br />
For ano<strong>the</strong>r, if <strong>the</strong>y have boils in <strong>the</strong>ir buttocks, <strong>the</strong>y find it hard to sit properly <strong>and</strong> com<strong>for</strong>tably. Because of <strong>the</strong>ir<br />
medical condition, some inmates reportedly admit guilt to an offense out of <strong>the</strong> desperate need to be transferred<br />
to Muntinlupa where, <strong>the</strong>y hear, <strong>the</strong> facilities are so much better than those in Quezon City <strong>Jail</strong>.<br />
In sum, inmates feel insecure while making <strong>the</strong>ir case be<strong>for</strong>e <strong>the</strong> court, especially when <strong>the</strong>y have to take <strong>the</strong><br />
witness st<strong>and</strong>. <strong>The</strong>y are ashamed to be seen by <strong>the</strong>ir family <strong>and</strong> relatives in such a pitiable condition. <strong>The</strong>y are<br />
afraid to ask questions to <strong>the</strong>ir lawyers <strong>and</strong> court personnel lest <strong>the</strong>y be taken as being pesky. <strong>The</strong>y tremble at <strong>the</strong><br />
sight of <strong>the</strong> judge <strong>and</strong> <strong>the</strong> fiscal, knowing that in <strong>the</strong>se people lies <strong>the</strong>ir fate. Most of all, <strong>the</strong>y feel frustrated that<br />
<strong>the</strong>y barely underst<strong>and</strong> <strong>the</strong> proceedings because <strong>the</strong> lawyers keep on talking in English.<br />
SLOW DISPENSATION OF JUSTICE : IMPLICATIONS ON JAIL MANAGEMENT<br />
Lengthy court procedures have resulted in many inmates staying in<br />
Quezon City <strong>Jail</strong> much longer than what <strong>the</strong> law prescribes. While<br />
waiting <strong>for</strong> <strong>the</strong> court’s decision on <strong>the</strong>ir cases, inmates cough up<br />
money <strong>for</strong> legal fees <strong>and</strong> <strong>for</strong> self-sustenance. As a result, <strong>the</strong>y<br />
are <strong>for</strong>ced to join <strong>the</strong> black market inside <strong>the</strong> <strong>Jail</strong> to generate<br />
income.<br />
