Pangkat officers do not get any allowance, but<br />
<strong>the</strong>y get <strong>the</strong>ir income from <strong>the</strong>ir black-market<br />
activities inside <strong>the</strong> <strong>Jail</strong>. <strong>The</strong>y are involved in<br />
business ventures that range from operating a<br />
food stall to peddling illegal drugs.<br />
Inasmuch as inmates have a lot to spend <strong>for</strong>,<br />
<strong>the</strong>ir sources of income are plenty as well. <strong>The</strong><br />
sources include <strong>the</strong> inmates <strong>the</strong>mselves, particularly<br />
<strong>the</strong> VIPs, visitors, volunteers, <strong>and</strong> NGOs.<br />
<strong>The</strong>re are affluent inmates who take it upon <strong>the</strong>mselves<br />
to better <strong>the</strong> living conditions inside <strong>the</strong>ir<br />
cells by donating electric fans <strong>and</strong> medicines.<br />
Some NGOs <strong>and</strong> religious groups, meanwhile,<br />
sponsor certain projects initiated by a brigada.<br />
Inmates have devised several ways to raise<br />
funds.<br />
1. Calling Fee. When an inmate has a visitor,<br />
it is assumed that <strong>the</strong> <strong>for</strong>mer gets some<br />
money from <strong>the</strong> latter. He thus contributes<br />
P10 to <strong>the</strong> cell funds every time he<br />
has a visitor. This, however, only applies<br />
to inmates who have been in jail <strong>for</strong> less<br />
than six months. Cell leaders, meanwhile,<br />
are exempted.<br />
2. Tax. Inmates, particularly <strong>the</strong> nanu-nungkulan,<br />
are allowed to put up businesses<br />
inside <strong>the</strong> jail. Some of <strong>the</strong>m operate a<br />
