<strong>and</strong> outsiders (visitors, volunteers, NGOs). <strong>The</strong>y are ei<strong>the</strong>r in<br />

conflict or in connivance in carrying out certain activities.<br />

<strong>Jail</strong> officers, inmates, <strong>and</strong> outsiders are in conflict because of certain<br />

issues. For example: with <strong>the</strong> economic structures in place, <strong>the</strong> question<br />

is: Who controls <strong>the</strong> resources? With political structures: Who<br />

controls power? With judicial structures: Who determines what is<br />

right <strong>and</strong> wrong? Everyone, it appears, wants control.<br />

Inmate vs Inmate<br />

Law <strong>and</strong> order mechanisms exist in cells <strong>and</strong> brigades because <strong>the</strong>re<br />

are conflicts among inmates that need to be addressed.<br />
