Inmates have developed <strong>the</strong>ir own weapons to kill <strong>and</strong> maim<br />
<strong>the</strong>ir enemies during riots. <strong>The</strong> main reason <strong>for</strong> <strong>the</strong> existence of<br />
<strong>the</strong>se weapons could be traced to <strong>the</strong> relative ease in bringing <strong>the</strong><br />
raw materials inside <strong>the</strong> jail. One can buy kerosene, <strong>for</strong> example,<br />
from <strong>the</strong> <strong>Jail</strong>’s cooperative store without raising suspicion because<br />
it is normally used <strong>for</strong> cooking. Kerosene, however, is also used<br />
in concocting Molotov bombs.<br />
Inmates vs <strong>Jail</strong> Officers<br />
Conflicts also take place between jail officers <strong>and</strong> inmates. Inmates<br />
complain of <strong>the</strong>ir female visitors being sexually harassed<br />
by some jail guards. Or, in some instances, jail guards use <strong>the</strong>ir<br />
position to court <strong>the</strong> girlfriends or wives of inmates.<br />
Livelihood workers also find it unreasonable that <strong>the</strong>y are still<br />
asked to give jail guards matik (bribe money) whenever <strong>the</strong>y bring<br />
in materials <strong>for</strong> <strong>the</strong>ir projects. As a result, workers say <strong>the</strong>ir production<br />
cost now includes grease money. <strong>Jail</strong> guards, however,<br />
claim that some of <strong>the</strong> livelihood materials like rugby, which is<br />
necessary <strong>for</strong> paper crafts, fall under <strong>the</strong> category of contrab<strong>and</strong><br />
articles.<br />
It is an accepted practice in <strong>the</strong> <strong>Jail</strong> that when <strong>the</strong> nanunungkulan<br />
collects money from a “fund-raising activity,” say a commitment<br />
