In <strong>the</strong> absence of gas stoves <strong>and</strong> microwave ovens, firewood is<br />

a basic requirement <strong>for</strong> cooking. So are facilities, personnel, <strong>and</strong><br />

rehabilitation programs in operating a jail. <strong>The</strong>se fundamental<br />

requirements determine, as much as firewood does with <strong>the</strong><br />

stew, <strong>the</strong> quality <strong>and</strong> effectivity of <strong>the</strong> rehabilitation programs<br />

of <strong>the</strong> <strong>Jail</strong>.<br />

Inadequate Facilities <strong>and</strong> Basic Services<br />

Food is one of <strong>the</strong> most basic provisions every penal institution<br />

is required by law to make. How this fundamental requirement<br />

is met may be indicative of <strong>the</strong> efficiency <strong>and</strong> efficacy of a penal<br />

institution in general.<br />

Food allocation <strong>for</strong> inmates of Quezon City <strong>Jail</strong> comes from two<br />

sources: <strong>the</strong> national <strong>and</strong> city governments. <strong>The</strong> national government<br />

allots P30 while <strong>the</strong> city government contributes P10 a day<br />

<strong>for</strong> every inmate. Put toge<strong>the</strong>r, Quezon City <strong>Jail</strong> has a food budget<br />

of P40 a day <strong>for</strong> every inmate. This amount is spread over breakfast,<br />

lunch, dinner, <strong>and</strong> snacks. <strong>The</strong> BJMP Central Office prepares<br />

<strong>the</strong> budget <strong>for</strong> <strong>the</strong> inmates’ food on a yearly basis. This means that<br />

Sigue-Sigue Comm<strong>and</strong>o inmates<br />

wait <strong>for</strong> <strong>the</strong>ir food ration,<br />

which is usually served well<br />

beyond eating hours.<br />
