As a result, NPI acquired unique expertise concerning <strong>the</strong> legal problems facing<br />

non-state newspaper publishers and, consequently, about <strong>the</strong> myriad means that <strong>the</strong><br />

authorities use to severely restrict freedom of <strong>the</strong> press and <strong>the</strong> flow of in<strong>for</strong>mation. NPI<br />

believes that this expertise can be marshaled in <strong>the</strong> ef<strong>for</strong>t to draft legislation that will<br />

directly address <strong>the</strong>se issues and materially improve <strong>the</strong> environment <strong>for</strong> independent<br />

newspaper publishing in Russia.<br />

Individual consultations alone are clearly not sufficient to meet even <strong>the</strong><br />

immediate needs of independent publishers. There<strong>for</strong>e, NPI also undertook an aggressive<br />

program of proactive education and in<strong>for</strong>mation, reasoning that it was most important to<br />

help avoid costly legal entanglements in <strong>the</strong> first place. The prophylactic work that NPI's<br />

Legal Service per<strong>for</strong>med during <strong>the</strong> term of <strong>the</strong> cooperative agreement with USAID will<br />

continue to benefit publishers and protect <strong>the</strong>m from harassment <strong>for</strong> some years in <strong>the</strong><br />

future.<br />
