University (NYU) provided $3,949,402* over a three-year period <strong>for</strong> NYU's Center <strong>for</strong><br />
War, Peace, and <strong>the</strong> News <strong>Media</strong> (CWPNM) and its <strong>Russian</strong> partner - <strong>the</strong> National Press<br />
Institute (NPf) - to provide a range of assistance and services to Russia's independent<br />
media.<br />
This report describes <strong>the</strong> work undertaken under <strong>the</strong> Cooperative Agreement from<br />
October 1997 through September 2000, <strong>the</strong> short-term measurable results of that work,<br />
<strong>the</strong> anticipated long-term benefits, and some of <strong>the</strong> processes involved.<br />
Section 2.2 briefly describes NPI's work from its founding in May 1992 until <strong>the</strong><br />
Cooperative Agreement with USAID began in October 1997 in order to establish<br />
<strong>the</strong> context in which <strong>the</strong> Cooperative Agreement began.<br />
Sections 2.3 and 2.4 describe in detail <strong>the</strong> CWPNM and NPI strategy of media<br />
assistance that in<strong>for</strong>med <strong>the</strong>ir work since NPI's founding in 1992 - and in particular<br />
since 1996, when NPIYs current mission statement was <strong>for</strong>mulated.<br />
Section 2.5 quantifies NPI's activities under <strong>the</strong> Cooperative Agreement and some<br />
of <strong>the</strong> short-term measurable results.<br />
Chapters 3-6 describe NPIYs programmatic work. Each chapter covers a particular<br />
NPI "department" and includes: a summary of results achieved, a review of NPI's<br />
approach, and detailed descriptions of work undertaken.<br />
Chapter 7 describes NPI's ef<strong>for</strong>ts to establish <strong>the</strong> institut~onal, financial, procedural,<br />
and management prerequisites of an independent <strong>Russian</strong> organization able to<br />
comply with <strong>the</strong> fill range of requirements of <strong>Russian</strong> law and USAID and o<strong>the</strong>r<br />
fbnders. It also describes <strong>the</strong> Cooperative Agreement closeout process as well as<br />
<strong>the</strong> process by which <strong>the</strong> parties involved worked toge<strong>the</strong>r to establish <strong>the</strong> Press<br />
Development Institute in order to carry on <strong>the</strong> USAID-funded parts of NPI's work<br />
after <strong>the</strong> Cooperative Agreement between USAID and NYU ended.<br />
Chapter 8 examines <strong>the</strong> institutional and human resource legacies of NITS work.<br />
