Overview of the <strong>Trans<strong>for</strong>mation</strong> Evaluation: Year 1<br />
The <strong>Annenberg</strong> <strong>Institute</strong> <strong>for</strong> <strong>School</strong> Re<strong>for</strong>m (AISR) and The Education Alliance (TEA) at<br />
Brown University have collaborated to evaluate the trans<strong>for</strong>mation process at CFHS. TEA<br />
conducted leadership team interviews, classroom observations, and the analysis of survey<br />
and school per<strong>for</strong>mance data, while AISR focused on an in-depth, qualitative study of key<br />
participants. The overarching focus of the study is the progress CFHS has made toward the<br />
three strategic goals created in the action plan:<br />
1. Increase the graduation rate and decrease the dropout rate.<br />
2. Improve student proficiency in mathematics and maintain improvement in English<br />
language arts (ELA) proficiency.<br />
3. Improve the culture and climate of the school.<br />
Given the complexity of the trans<strong>for</strong>mation process, a multifaceted evaluation approach<br />
was employed. The design incorporated both qualitative and quantitative methods including<br />
stakeholder interviews, focus groups, observations, survey analysis, and analysis of several<br />
student, teacher, and school-level indicators. Evaluators have synthesized data from the<br />
multiple sources to examine the context, practices, and progress of the re<strong>for</strong>m ef<strong>for</strong>ts.<br />
This initial report highlights the successes and challenges of the first trans<strong>for</strong>mation year at<br />
CFHS. An interim report detailing Year 2 of the trans<strong>for</strong>mation will be written in the summer<br />
of 2012, and a final report will be compiled in the summer of 2013. Together, these<br />
three reports will provide a comprehensive overview of the collective lessons learned in the<br />
trans<strong>for</strong>mation of this persistently lowest-achieving school.<br />
In the current report, Section I provides an overview of the various participants and methods<br />
utilized in the evaluation. The next three sections describe the progress CFHS has<br />
made toward each of the three strategic goals in the first year of trans<strong>for</strong>mation. Finally,<br />
Sections V and VI offer a summary of the evaluation and recommendations <strong>for</strong> continued<br />
improvement.<br />
