Dear Mr. Richmond,<br />

On behalf <strong>of</strong> the Western Environmental Trade Association I submit the following comments regarding the Fracturing<br />

Rule before the <strong>Board</strong> <strong>of</strong> <strong>Oil</strong> <strong>and</strong> <strong>Gas</strong>.<br />

WETA, organized in 1976, is a coalition <strong>of</strong> representatives <strong>of</strong> agriculture, labor, business, commercial industry, the<br />

scientific community, recreation, transportation <strong>and</strong> twenty‐one other trade associations, with an interest in promoting<br />

the economic well being <strong>of</strong> the people <strong>of</strong> <strong>Montana</strong> while protecting the state’s environment. These member<br />

associations, companies <strong>and</strong> other organizations collectively employ or represent thous<strong>and</strong>s <strong>of</strong> <strong>Montana</strong>ns.<br />

We are concerned that notice <strong>of</strong> an HF technique in advance <strong>of</strong> the treatment could be used to challenge permits by<br />

those who basically oppose development <strong>of</strong> our oil <strong>and</strong> gas resources.<br />

In view <strong>of</strong> the highly technical nature <strong>of</strong> these proposed rules, WETA would like to go on record in support <strong>of</strong> the<br />

comments being submitted by the <strong>Montana</strong> Petroleum Association.<br />
