Subject: Citizen input to rule-making re fracking<br />

Respected <strong>Board</strong> Members:<br />

Optimal water quality is one on which we all depend ‐‐ultimately‐‐for most all our needs.<br />

I wish the state <strong>Board</strong> <strong>of</strong> <strong>Oil</strong> <strong>and</strong> <strong>Gas</strong> to consider the following:<br />

Because <strong>of</strong> potential negative impact on water source by any underground process, the<br />

chemical information for any fracturing fluids used might well be expected to be easily<br />

accessible by the public in a common area such as the <strong>Board</strong> <strong>of</strong> <strong>Oil</strong> <strong>and</strong> <strong>Gas</strong> Conservation<br />

website.<br />

On the other h<strong>and</strong>, if the state <strong>Board</strong> <strong>of</strong> <strong>Oil</strong> <strong>and</strong> <strong>Gas</strong> Conservation decides it needs to be in<br />

the business <strong>of</strong> enforcing trade secrets over protecting water resources, then companies<br />

should at least have to apply to the BOGC <strong>and</strong> actively provide a reason for any trade secret<br />

exemptions. Even if the chemical is listed as a trade secret, it still must be disclosed to<br />

the BOGC.<br />

Rule making at this point may be "after‐the‐fact" for possible damage already reported by<br />

l<strong>and</strong>owners. Continuing the status quo, however, is not acceptable to this citizen.<br />
