Folks,<br />

I am still undecided on the total acceptability <strong>and</strong> propriety <strong>of</strong> the fracking process, future information may<br />

deem it basically harmless to highly dangerous <strong>and</strong> a serious mistake, but in any case disclosure <strong>of</strong> who, when,<br />

where, <strong>and</strong> how fracking takes placeis absolutely necessary. We in <strong>Montana</strong> are not prone to allowing secret<br />

activity <strong>and</strong> this is no place to start. The subsurface is a joint estate in which no single party has the right to<br />

secretively dump unknown materials, especially when they are clearly intended to NOT be contained.<br />

Disclosure can never be bad in my opinion, <strong>and</strong> is absolutely necessary to the extent <strong>of</strong> tracking participants <strong>and</strong><br />

delegating responsibility. And, what is the need for secrecy by the participants except to avoid responsibility?<br />
