-- The chemical information for any fracturing fluids used needs to be easily accessible by the public<br />

in a common area such as the <strong>Board</strong> <strong>of</strong> <strong>Oil</strong> <strong>and</strong> <strong>Gas</strong> Conservation website.<br />

-- These chemicals need to be disclosed in advance in order for l<strong>and</strong>owners in areas such as Sweet<br />

Grass County to begin baseline water testing. All l<strong>and</strong>owners with water wells <strong>and</strong> springs within a 1mile<br />

radius <strong>of</strong> the proposed well to be fracked must receive written notification <strong>of</strong> the planned<br />

chemicals to be used.<br />

-- If the state <strong>Board</strong> <strong>of</strong> <strong>Oil</strong> <strong>and</strong> <strong>Gas</strong> Conservation decides it needs to be in the business <strong>of</strong> enforcing<br />

trade secrets over protecting water resources, then companies should at least have to apply to the<br />

BOGC <strong>and</strong> actively provide a reason for any trade secret exemptions. Even if the chemical is listed as<br />

a trade secret, it still must be disclosed to the BOGC.<br />
