Please adopt rules that protect the public <strong>and</strong> clean water:<br />

• The chemical information for any fracturing fluids used needs to be easily accessible by the public on<br />

the <strong>Board</strong> <strong>of</strong> <strong>Oil</strong> <strong>and</strong> <strong>Gas</strong>’ website.<br />

• These chemicals need to be disclosed in advance in order for l<strong>and</strong>owners in areas such as Sweet Grass<br />

County to begin baseline water testing. All l<strong>and</strong>owners with water wells <strong>and</strong> springs within a 1 mile<br />

radius <strong>of</strong> the proposed well to be fracked, must receive written notification <strong>of</strong> the planned chemicals<br />

to be used.<br />

• Companies should have to apply to the <strong>Board</strong> <strong>of</strong> <strong>Oil</strong> <strong>and</strong> <strong>Gas</strong> <strong>and</strong> provide a written justification<br />

available to the public for any trade secret exemptions. Exemptions should only be granted in<br />

extremely rare circumstances. Even if the chemical is listed as a trade secret, it still must be disclosed<br />

to the <strong>Board</strong> <strong>of</strong> <strong>Oil</strong> <strong>and</strong> <strong>Gas</strong>.<br />
